Welcoming and working with the delegation on behalf of Quang Ninh province were: Mr. Nguyen Xuan Ky, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee; Mr. Cao Tuong Huy, Member of the Standing Committee of the Provincial Party Committee, Acting Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee; and leaders of several departments and agencies of Quang Ninh province.

During the meeting, the leaders of Quang Ninh province informed about the outstanding results achieved after half of the term implementing the Resolution of the 15th Provincial Party Congress in conjunction with the implementation of the 13th National Party Congress Resolution. A delegation from Ninh Binh province visited Quang Ninh province to exchange experiences. — The leaders of Quang Ninh province shared information about the province's socio -economic situation.

Accordingly, with its strategic position in politics, economics, national defense, security, and foreign relations, over the years, Quang Ninh province has consistently promoted self-reliance, self-improvement, dynamism, and creativity based on the positive values built over many generations, unleashing all its potential, strengths, and endogenous resources to develop Quang Ninh rapidly and sustainably, becoming a modern service and industrial province, an international tourism center, and a comprehensive economic growth pole in the North with many outstanding achievements.

The province's economic growth rate (GRDP) has reached double digits for seven consecutive years (2016-2022), estimated at 11% in 2023, placing it among the fastest-growing localities nationwide and achieving a remarkable feat in the reform process. In 2022, the industrial, construction, and service sectors accounted for over 94%, with the remainder being agriculture, forestry, and fisheries. Total state budget revenue in the province has increased by an average of approximately 10% per year over the past three years, exceeding the central government's target and consistently ranking among the top in the country. Tourism has seen impressive development. In 2022, the contribution of tourism to the province's GRDP increased significantly, reaching 6%. In the first seven months of 2023, the total number of tourists reached 10.8 million (a 54% increase compared to the same period in 2022).

The construction and completion of a synchronized and modern strategic infrastructure system is being accelerated, especially roads, expressways, airports, international seaports, and inland waterways, creating a foundation for promoting regional, intra-regional, inter-regional, and international integration. Currently, Quang Ninh has the largest number of kilometers of expressways in the country.

The investment and business environment has continuously improved, ranking among the top in the country in attracting investment; administrative reforms have made breakthroughs; and the province has maintained its top ranking in the Provincial Competitiveness Index (PCI) for six consecutive years (2017-2022). The province has also pioneered the development and creative and effective application of the public-private partnership (PPP) model. To date, Quang Ninh has implemented 44 PPP investment projects with a total capital of approximately 47,000 billion VND.

The historical, cultural, and human potential of Quang Ninh is being emphasized, unleashed, and developed to become a resource directly serving socio-economic development investment. The province also ensures strong national defense and security, social order and safety; strengthens and expands foreign relations, and enhances the effectiveness of international integration.

The lessons learned from Quang Ninh are: Special attention must be paid to building and rectifying the Party and the political system to ensure its purity and strength, especially at the grassroots level; diligently nurturing the development of a team of cadres and civil servants, especially successor cadres, leaders, managers, and strategic-level cadres with sufficient qualities, capabilities, and prestige commensurate with their tasks, while streamlining and improving the effectiveness and efficiency of the apparatus; and simultaneously encouraging and protecting cadres who dare to think, dare to act, and dare to take responsibility.

Comprehensive and vigorous innovation in development thinking, especially sustainable development, green growth, inclusiveness, ensuring no one is left behind, synchronizing economic, political, cultural, social, and ecological aspects, and firmly guaranteeing national defense, security, and border sovereignty. Deep integration and comprehensive, modern economic development with a high degree of openness; continuously seeking new development spaces, resources, and drivers for sustainable development.

In leadership and guidance, it must be comprehensive, holistic, and interconnected, yet focused, with clear breakthroughs, and timely identification of "bottlenecks" to concentrate resources, organize decisive implementation, and measure results and effectiveness.

In a spirit of frank exchange, learning, and open-mindedness, delegates focused on sharing experiences in the following areas: the construction, management, and implementation of provincial planning; general directives on Party building and political development; effective models contributing to innovation and improvement of the quality of Party building, the political system, Party member development, and the establishment of Party organizations in non-state enterprises; ensuring the concentration of resources for infrastructure investment in tourism development; promoting investment in private education; effective mechanisms and models to attract investment; restructuring press and media agencies to promote tourism development; steadfastly pursuing a development orientation from "brown" to "green"; solutions to attract investment in high-quality tourism services; solutions for administrative reform and improving the investment and business environment; and solutions to ensure security and order contributing to tourism development…

Speaking at the meeting, Comrade Doan Minh Huan, Secretary of the Ninh Binh Provincial Party Committee, thanked Quang Ninh province for the warm and respectful reception, and expressed his deep impression of the traditions and strong development of Quang Ninh province in recent years, especially the outstanding results in socio-economic development, making Quang Ninh a bright spot in the country in many fields.

Affirming that the cooperative relationship between Ninh Binh and Quang Ninh provinces has been established through many generations of leaders, with numerous signed agreements and collaborations in various fields, especially tourism, the Provincial Party Secretary stated that the experience exchange session is an opportunity for both sides to continue maintaining and promoting the cooperative relationship. In the future, Ninh Binh hopes to receive comprehensive cooperation with Quang Ninh province. He also proposed that, following the meeting, both sides strengthen cooperation and mutual support to develop their respective strengths, striving to build the Ninh Binh - Quang Ninh bilateral cooperation model into a model of exemplary cooperation in the Red River Delta region.

Speaking at the meeting, Quang Ninh Provincial Party Secretary Nguyen Xuan Ky expressed his pleasure in welcoming the Ninh Binh delegation to visit and exchange experiences. Congratulating Ninh Binh province on its achievements in recent years, the Quang Ninh Provincial Party Secretary noted that Ninh Binh and Quang Ninh share many similarities in socio-cultural development, with both regions having heritage sites and a shared Red River Delta culture. The exchange and learning of experiences will contribute to exploiting the potential and strengths of both localities, effectively implementing Resolution No. 30 dated November 23, 2022, of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region until 2030, with a vision to 2045.

The comrade emphasized that after the working session, both localities gained valuable experience in Party building, socio-economic development, especially in attracting investment and developing tourism; supporting each other to develop their unique strengths, and at the same time consolidating the friendly cooperative relationship between the two provinces that many generations of leaders of both localities have diligently cultivated.

On this occasion, the leaders of the two provinces signed a memorandum of understanding on solutions to promote regional linkages between Quang Ninh and Ninh Binh, focusing on strengthening cooperation, connecting tourism development, developing high-quality human resources, administrative reform, and improving the investment and business environment.

Accordingly, Quang Ninh and Ninh Binh agreed to continue to closely coordinate and effectively implement the resolutions and conclusions of the Politburo, the National Assembly, and the Government on socio-economic development in each locality, aiming to actively contribute to promoting intra-regional and inter-regional linkages, and territorial cooperation that is increasingly substantive and in-depth according to the principle of "Sharing - Consensus - Joint Development".

* Earlier, the provincial delegation visited several industrial parks in Quang Ninh province to conduct on-site research: Song Khoai Industrial Park; Dong Mai Industrial Park (Quang Yen town) and Viet Hung Industrial Park (Ha Long city).

During their visits, the leaders of Quang Ninh province and representatives from several departments, localities, and investors provided an overview of the planning and investment attraction situation in the province's industrial parks and economic zones.

Accordingly, the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister, includes 23 industrial parks, 2 coastal economic zones, and 3 border gate economic zones, distributed across 10 out of 13 localities in the province.

The three industrial parks that the provincial delegation visited for on-site inspection are key industrial parks that Quang Ninh province is focusing on leading and directing their construction and development in a comprehensive and modern direction to attract processing and manufacturing industries, high technology, digital products, automobiles, supporting industries, smart industries, environmentally friendly industries, high added value, modern management, and connections to global value chains.

Furthermore, Quang Ninh province proactively attracts and selectively cooperates with foreign investors, using quality, efficiency, technology, and environmental protection as the main evaluation criteria. The focus is on promoting investment in large global economic groups (driving investors) capable of attracting many satellite manufacturing businesses, creating a global value chain; investors with established brands, financial capacity, management expertise and experience, and the ability to link with and positively impact local businesses, especially in the supporting industries sector.

During the program, the provincial delegation also visited Yoko Osen Quang Hanh tourist area in Cam Pha city to learn about the practical aspects of the resort, the first 5-star Japanese-style hot spring resort complex in Vietnam – one of the highlights in attracting investment for the development of high-quality services in Quang Ninh.
