Delegations of the National Assembly of Laos and Ha Tinh exchanged experiences in policy making and implementation.

Ha Tinh province and the Lao National Assembly delegation discussed a number of issues related to coordination in policy making, decentralization of public investment budget management, and handling of issues arising from the National Assembly and People's Councils at all levels.

On the afternoon of January 25, the working delegation of the Planning, Finance and Audit Committee of the National Assembly of the Lao PDR, led by Mr. Leeber Leebouapao - Chairman of the Committee, had a working session with Ha Tinh province on the socio -economic situation and experience in implementing investment attraction policies.

Permanent Vice Chairman of the Provincial People's Council Tran Tu Anh, Vice Chairman of the Provincial People's Committee Tran Bao Ha, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia received and worked with the delegation.

Also attending on behalf of the Vietnamese National Assembly was comrade Vu Tuan Anh - Standing Member of the National Assembly's Finance and Budget Committee.

Speaking at the meeting, Mr. Leeber Leebouapao - Chairman of the Committee on Planning, Finance and Audit of the Lao National Assembly informed about some achievements in socio-economic development of the Lao PDR in recent times; introduced the role and tasks of the Committee on Planning, Finance and Audit of the Lao National Assembly...

Comrade Leeber Leebouapao shared that currently, the fields of budget finance, currency, inflation, public debt, foreign debt settlement, public investment capital; the issue of handling audit results... are causing some difficulties and challenges for the Lao Government and National Assembly.

Therefore, the Lao National Assembly delegation hopes that Ha Tinh will exchange and share information on the coordination between the People's Council and People's Committee at all levels in reviewing policies and resolutions; experience in handling issues arising in the supervision of the legal organization process and resolutions of the National Assembly and People's Councils; experience in decentralization in managing public investment budgets between the Central and local levels, between the National Assembly and People's Councils; mechanisms and procedures of the People's Council in receiving and handling people's recommendations and proposals...

At the meeting, Vice Chairman of the Provincial People's Committee Tran Bao Ha informed about some outstanding results in socio-economic development of Ha Tinh in recent times, results and experiences in attracting investment, and results of cooperation with localities of the Lao PDR.

In recent times, Ha Tinh has promptly issued a set of mechanisms and policies to support business development and attract investment; and applied preferential investment policies in Vung Ang Economic Zone. In particular, businesses enjoy incentives in corporate income tax, import tax, land rent, etc. In addition, the province also has specific orientations in socio-economic development and investment attraction in the Ha Tinh Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister.

At the same time, the Vice Chairman of the Provincial People's Committee also proposed a number of contents to continue promoting the special traditional friendship and long-term comprehensive cooperation between Vietnam - Laos in general, Ha Tinh and Lao provinces in particular.

Accordingly, it is necessary to develop priority policies on investment in infrastructure development for border districts and communes to improve material and spiritual life and create stable jobs for the people. Pay attention to investing in construction, repair and upgrading of infrastructure systems at border gate areas to better serve import-export and immigration activities; encourage and promote economic, trade and tourism exchanges between provinces sharing borders in the region. Allow the establishment of the Ha Tinh - Bolikhamxay cross-border economic cooperation zone.

Create conditions for businesses of both sides to cooperate; enhance trade development; reform administration, quickly resolve issues related to people and means of transport; prevent smuggling and trade fraud, especially in the Cau Treo International Border Gate Economic Zone. Encourage and create conditions for Vietnamese and Lao transport businesses to cooperate in freight transport.

Continue to strengthen the organization of cooperation activities in the fields of: Education and training; health; culture, sports, tourism between the two countries and between Ha Tinh and localities of Laos...

At the meeting, Permanent Vice Chairman of the Provincial People's Council Tran Tu Anh shared specific contents discussed by the Lao National Assembly delegation. At the same time, he affirmed that Ha Tinh will continue to coordinate and exchange experiences on related issues with delegates in the coming time.

At the end of the working session, the Lao National Assembly delegation thanked Ha Tinh province for sharing, which are important experiences for the National Assembly and People's Councils at all levels in Laos to refer to and supplement in the deployment and implementation process.
