
Sop Cop commune was established on the basis of merging 3 communes Sop Cop, Nam Lanh and Muong Va. Currently, the commune has 41 villages, with 5,636 households, 24,211 people, the proportion of ethnic minorities in the commune accounts for 90.5%. After the merger, Sop Cop commune quickly completed the leadership and management apparatus, issued complete and timely policies suitable for each area of life, economy, society, culture, health, education , etc. In particular, identifying investment resources from national target programs as a "lever" for poverty reduction, so as soon as the National Target Program on socio-economic development of ethnic minority and mountainous areas (National Target Program 1719) was implemented, the commune made plans and allocated capital for implementation each year and the whole period. Since July, Sop Cop commune has been allocated over 20 billion VND from the National Target Program 1719. Up to now, 8 infrastructure investment projects have been implemented, of which over 80% of the works have been completed; 20 cows have been supported for poor households in difficulty; and more than 200 tons of fertilizer have been supported for people to develop citrus fruit trees in the commune.

Ms. Hoang Thi Sinh, Head of Sop Cop Commune Economic Department, said: Continuing to inherit and promote the effectiveness of investment from the capital of the National Target Program 1719, the department has increased on-site inspections in the villages on the implementation status of projects, ensuring the process from tight planning, assigning responsibility for implementation, directing, urging, checking and evaluating. The contents that have specific and clear instructions, are feasible and disbursable will be proactively deployed early to ensure the disbursement rate. Along with that, focus on building production development models in the direction of goods, linking to develop models suitable to the conditions and strengths of each region, bringing high and stable income to the people.
The floods in late July and August 2025 damaged many points at the irrigation works in Tong Hum village, Sop Cop commune, affecting the ability to supply irrigation water to the village's rice fields. From the capital source of the National Target Program 1719, the village has invested in maintaining and repairing the works to promptly produce the spring crop in 2026. Mr. Lo Van Tuong, Party cell secretary and head of Tong Hum village, informed: Thanks to the implementation of the National Target Program 1719, the village has more resources to solve urgent problems of the people. In particular, the investment in upgrading the irrigation works will ensure stable irrigation water supply for more than 50 hectares of rice and crops in the upcoming planting season.

The family of Mr. Luong Van Thang, Banh Han village, Sop Cop commune is one of the households that benefited from the project to support breeding cows under the National Target Program 1719. Mr. Thang excitedly said: At the end of October, the family received support from the government for 2 breeding cows to develop the economy. I consider this an opportunity to help the family escape poverty. The family has repaired the barn and planted more grass to ensure food sources for the livestock. When receiving the pregnant breeding cow, after more than 1 month of care, the breeding cow gave birth to another calf. The family is very happy and will focus on taking care of the cows so that they can grow and develop well.
The effective implementation of the National Target Program 1719 has had a positive impact on improving people's lives and incomes, as well as changing the appearance of rural border areas. Currently, the rate of households in Sop Cop commune using national grid electricity and safe electricity is 100%, clean water is 85%, 70% of villages have paved roads to the center, 37/41 villages have cultural houses that meet regulations, the poverty rate is 24%... Thereby, creating motivation for villages to rise up, ethnic minority people can feel secure in production and economic development on their homeland, joining hands to firmly protect the Fatherland's borders.
