On the morning of December 20th, the Hai Duong Provincial Union of Friendship Organizations held its 5th Congress of Delegates for the 2024-2029 term.

Attending the event were: Nguyen Ngoc Hung, Member of the Party Committee, Vice President of the Vietnam Union of Friendship Organizations; Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Quang Phuc, Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department; Nguyen Khac Toan, Provincial Party Committee Member, Vice Chairman of the Provincial People's Council; Tran Van Quan, Provincial Party Committee Member, Vice Chairman of the Provincial People's Committee.

The congress was attended by leaders of the Provincial Union of Friendship Organizations from various periods, representatives of the leadership of the Union of Friendship Organizations of other provinces, and 200 official delegates from 12 friendship associations and member organizations of the union.

Speaking at the congress, Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, acknowledged, praised, and congratulated the Provincial Union of Friendship Organizations on the achievements it had made in the past term.

The comrade suggested that the union should focus on consistently implementing an independent, self-reliant, multilateral, and diversified foreign policy; ensuring the highest national interests on the basis of international law; maximizing domestic resources and leveraging external resources for development.

Implementing people-to-people diplomacy is based on a thorough understanding and creative application of the Party's viewpoints and guidelines on building and developing a comprehensive, modern Vietnamese foreign policy and diplomacy, imbued with the distinctive "Vietnamese bamboo" identity.

Strengthening non-governmental aid efforts in a practical and effective manner, focusing on grassroots levels and vulnerable groups in society. The Union needs to coordinate closely with relevant agencies, units, and localities to effectively manage and guide the activities of non-governmental organizations in the province.

Strengthening international cooperation aims to secure aid from non-governmental organizations to implement projects, especially large-scale, long-term, and sustainable projects in the fields of health, education, environmental protection, and social welfare.

Promote the spirit of "Proactiveness, flexibility, creativity, and effectiveness" in implementing people-to-people diplomacy activities. Improve the quality of external information work; focus on applying technology to inform international friends about Vietnam's overall development, the province's potential, strengths, and socio-economic development achievements.

During the 2024-2029 term, the Union of Friendship Organizations will continue to focus on implementing comprehensive solutions to further enhance the effectiveness and operational capacity of the union and its member organizations.

Continue to strengthen and streamline the organizational structure of specialized agencies, as well as member organizations of the union, towards efficiency and professionalization. Pay attention to training and developing the staff working in people-to-people diplomacy in terms of qualifications, capabilities, and especially political acumen.

The Congress elected the Executive Committee of the Hai Duong Provincial Union of Friendship Organizations for the fifth term, consisting of 26 members. At the first meeting, the Executive Committee unanimously assigned positions. Comrade Nguyen Duc Tuan, Member of the Standing Committee of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, and Chairman of the Hai Duong Provincial Union of Friendship Organizations for the fourth term, was re-elected to continue serving as Chairman of the Hai Duong Provincial Union of Friendship Organizations for the fifth term, 2024-2029.

On this occasion, the leaders of the Vietnam Union of Friendship Organizations awarded the "For Peace and Friendship Among Nations" commemorative medal to 3 individuals, and certificates of merit to 4 collectives and 5 individuals; the Provincial People's Committee awarded certificates of merit to 1 collective and 3 individuals for their significant contributions to people-to-people diplomacy activities.

During the past term, the Union of Friendship Organizations mobilized and attracted 70 non-governmental aid grants totaling US$5.84 million, equivalent to VND 147.6 billion.

The Union has successfully mobilized more than 10 international and foreign non-governmental organizations to operate and implement programs, projects, and non-project activities in the province. Notable examples include GPI, COPION, KCCC, GNI (South Korea); Tzu-Chi (Taiwan); GIBTK, VFP (USA); Hoa Trang, CAPAZ, UJVF (France); and the Australian Embassy in Vietnam.

Along with the deployment of aid, the association also focuses on friendly exchanges with foreign volunteer groups, creating a new dimension in people-to-people diplomacy.

Comrade Nguyen Duc Tuan, born in 1974, hails from An Luong commune (now An Phuong commune, Thanh Ha district). He holds a Bachelor's degree in Culture, a Bachelor's degree in Political Science, and a Master's degree in Public Administration. He previously served as Deputy Head of the Provincial Party Committee's Propaganda Department; Provincial Party Committee member, Secretary of the Thanh Ha District Party Committee; Member of the Provincial Party Standing Committee, Chairman of the Hai Duong Provincial Fatherland Front Committee (16th term), and Chairman of the Hai Duong Provincial Union of Friendship Organizations (4th term). In August 2024, he was re-elected as Chairman of the Hai Duong Provincial Fatherland Front Committee (17th term).
