Building a house is a big deal in life, so even after several years of marriage, I'm still constantly thinking and deliberating... Ly Chu Phin A village, Sang Tung commune, Dong Van district, Ha Giang province, has 32 households with 154 inhabitants, all of whom are Mong ethnic people. Many years ago, while the self-sufficient economy of many remote villages had gradually been replaced, the activities of the people in Ly Chu Phin A village remained spontaneous, fragmented, and piecemeal.

The traditional economy of the ethnic minority people here is based on farming, livestock raising, and natural resource exploitation, which only plays a supporting role. However, thanks to support from national target programs such as: New Rural Development; Sustainable Poverty Reduction; and the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas giai đoạn 2021 - 2030, Phase I: From 2021 - 2025 (referred to as National Target Program 1719), the appearance and material and spiritual lives of the Mong ethnic minority people here have changed significantly and become much more prosperous.

Accompanied by officials from Sang Tung commune, we visited the house built with funding from the National Target Program for Sustainable Poverty Reduction for Mr. Lau Mi No and Ms. Mua Thi My. Mr. Lau Mi No shared: "I got married in 2015, and now my family has 7 members. Building a house is a big deal in life, so even after several years of marriage, I still hesitated and thought about it for a long time... Our house was too old, with rickety mud walls. On rainy days, we worried it would collapse, and in winter, wind would blow through the cracks in the door and even into our bed. When we received financial support from the government, my wife and I felt motivated and determined to build a new house."

The new house began construction in May 2023 and was completed after four months. That same year, Lầu Mí Nô's family also received government funding to raise breeding cows. Not only do they have a spacious and sturdy house, but they also have livestock to raise. "These things are like 'capital' for my wife and me to think about developing our economy for the future. Since then, I feel motivated, like I've just picked up all the hardships and thrown them away," Lầu Mí Nô confided.

In addition to receiving financial assistance for house construction, Lầu Mí Nô's family also received government support for raising breeding cows.

Touring the house, which is over 100 square meters, Lầu Mí Nô introduced: "During the construction process, I received help and encouragement from various departments, organizations, and relatives in the village. Currently, following the guidance of the commune officials, the family has moved the livestock to a separate area from the main house to maintain hygiene. This unexpected joy has further motivated the family to overcome difficulties in doing business and raising their children to receive an education."

Building houses based on "the will of the Party and the aspirations of the people."

According to Vang Mi No, Vice Chairman of the People's Committee of Sang Tung commune: Sang Tung is located nearly 30 km from the center of Dong Van district. Due to its complex terrain and harsh climate, the lives of people in its 15 villages are still very difficult and challenging. Implementing Project 5 of the National Target Program for Sustainable Poverty Reduction, from 2022 to the present, Sang Tung commune has supported 20 poor households in building houses, with a support level of 44 million VND/household, including 40 million VND/household from the central budget and 4 million VND/household from the local budget. Currently, the local authorities have completed the acceptance and disbursement process.

National Target Programs have been effectively serving the lives of people in ethnic minority areas, promoting sustainable socio-economic development in particularly difficult communes and villages of Dong Van district.

Sharing the joy of the households receiving housing support, Mr. Vang Mi No also enthusiastically stated that during the implementation of the Project, Sang Tung commune always received close guidance from all levels and sectors, especially the enthusiastic participation of the people. This meaningful work will contribute to poverty alleviation for people in remote areas and ethnic minorities, enabling them to continue to live and work in their villages, stabilizing their lives; and strengthening the people's trust in the Party's guidelines and policies, and the State's laws.

Practical experience in Sang Tung commune shows that the beneficiaries of the support are those who have been thoroughly vetted and assessed according to regulations, ensuring transparency and that the support reaches the intended recipients. The newly completed houses meet the three essential structural requirements (solid foundation, walls, and roof).

In particular, the Party committees and local authorities of Sang Tung commune have always prioritized not only providing people with a safe home to focus on economic development, but also preserving the culture and ethnic identity through the architecture of the houses. 100% of the houses built in the commune within the Project have been approved by the competent authorities according to the traditional architectural style of the local people.

Speaking with a reporter from the Ethnic Minorities and Development Newspaper, Mr. Nguyen Van Chieu, Head of the Labor, War Invalids and Social Affairs Department of Dong Van District, Ha Giang Province, informed: “During the period 2022-2024, Dong Van District provided financial support for the construction and repair of houses for 1250 households. The implementation of ethnic policies combined with investment resources from National Target Programs has been effectively serving the lives of people in ethnic minority areas, promoting sustainable socio-economic development in the particularly difficult communes and villages of Dong Van District.”
