Resolve issues of concern to voters regarding investment in transport infrastructure

Receiving opinions and recommendations from voters sent to the 17th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters regarding the field of transport infrastructure investment.

Many transport infrastructures in the province are being invested in construction.

Voters of Trieu Son district petitioned that Provincial Road 520, from Sim Market Intersection, Hop Thanh Commune (Trieu Son) to Hai Long Commune (Nhu Thanh), especially the 2.2km section passing through Trieu Thanh Commune, has seriously degraded. In recent years, there have been many tragic traffic accidents on this route, and dust has polluted the living environment of people on this route, making people very upset. Although petitions have been made many times and the Provincial People's Committee issued Official Dispatch No. 11180/UBND-CN dated August 3, 2023 assigning relevant departments to inspect, to date, investment in upgrading has not been made.

According to the answer, Provincial Road 520 (Sim - Ben Sung Town - Thanh Tan) is 48km long and is managed and maintained by the People's Committee of Nhu Thanh district; of which, the section passing through Trieu Son district is 3.2km long, currently a level VI road, plain, roadbed width Bn = 6.5-9.0m, road surface Bm = 3.5m. Because the road was built a long time ago, in recent times, the traffic volume with large tonnage and material transportation has increased dramatically; at the same time, the section passing through Trieu Son district has a dense population living along both sides of the road, there are no longitudinal drainage ditches, the road surface is waterlogged when it rains, many potholes arise, the road surface is peeled off and damaged, affecting traffic on the route; therefore, voters recommend that investment and upgrading is necessary. Currently, the Chairman of the Provincial People's Committee has issued Decision No. 4828/QD-UBND dated December 18, 2023 approving the list of provincial road repair projects under the 2024 road maintenance plan, in which, the People's Committee of Trieu Son district is assigned as the investor to repair the section Km0+00-Km3+00/DT.520, with a total investment of about 18 billion VND; on that basis, the People's Committee of Trieu Son district is taking steps to prepare for project investment, with the completion schedule in 2024. The completed project will facilitate people's travel, meeting the needs of local socio -economic development.

Voters of Trieu Son district proposed to rebuild the drainage culvert across Provincial Road 514B in Hop Tien commune to ensure production and prevent natural disasters. According to the response: Provincial Road 514 (Thieu Bridge - Thuong Ninh) is 33.4km long, managed and maintained by the Department of Transport; in which, the section through Hop Tien commune has a roadbed width of Bn = 7.5m, road surface Bm = 5.5m, asphalt concrete road surface structure, the section through the residential area has a cement concrete drainage ditch. Through inspection, the location of the culvert according to the proposal of voters of Trieu Son district is the D600 reinforced concrete drainage culvert at about Km15+200/DT.514. Due to limited road maintenance funds, the above culvert location is not included in the list of provincial road repair works under the road maintenance plan in 2024; Therefore, in the immediate future, the Provincial People's Committee will assign the Department of Transport to direct the road management unit to regularly clear the flow through the culvert to ensure drainage, especially during floods; at the same time, advise and report to the Chairman of the Provincial People's Committee to consider and approve investment in construction of works in the road maintenance plan when capital resources are available.

Voters of Trieu Son district proposed to build a lighting system at the intersections of the road from the center of Thanh Hoa city connecting with the No Hen intersection of the road to Nghi Son Economic Zone - Tho Xuan Airport in Dong Thang commune. According to the response: On March 14, 2024, the Provincial People's Council issued Resolution No. 492/NQ-HDND on adjusting the investment policy of the road project from the center of Thanh Hoa city connecting with the road from Tho Xuan Airport to Nghi Son Economic Zone; in which, the content of the lighting system was added to the project. Based on the decision to adjust the investment policy approved by the Provincial People's Council; currently, the Department of Transport is urgently completing investment procedures, expected to complete the selection of contractors to construct the road and additional electricity items before October 15, 2024; complete the construction of the lighting items and hand over the entire project for operation in December 2024.

Voters of Thieu Hoa district proposed to upgrade Provincial Road 516C from Thieu Phu commune to Thieu Quang to facilitate people's travel. According to the answer: Provincial Road 516C (Thieu Phu - Dinh Thanh - Dinh Tan) is 35.32km long, managed and maintained by the Department of Transport, with the current roadbed width Bn = (5.5-7.5)m, road surface width Bm = (3.5-5.5)m. During the construction of the North-South expressway project, East section, Mai Son - National Highway 45 section, contractors used Provincial Road 516C to transport materials for the project, causing damage to the roadbed, causing traffic insecurity; therefore, the voters' proposal to invest in upgrading the road is necessary. Up to now, the Department of Construction Investment Management - Ministry of Transport has requested the Thang Long Project Management Board to urgently direct the contractor to focus resources, promptly complete the repair work, and return the road to the locality to ensure traffic safety and facilitate people's travel. In addition, to ensure traffic on the route, in addition to regular maintenance work, the Provincial People's Committee has allocated funds to promptly repair damage on the route, specifically: In 2023, the sections Km5+100 - Km7+00, Km7+100 - Km8+050, Km8+250 - Km10+450, Km34+00 - Km35+970 were repaired with a total investment of 29 billion VND. In 2024, implementing Decision No. 4828/QD-UBND dated December 18, 2023 of the Provincial People's Committee Chairman on approving the list of repair works of provincial roads under the 2024 road maintenance plan, the Department of Transport is repairing sections Km10+550 - Km13+450, Km30+200- Km34+00 with a total investment of about 24.5 billion VND, expected to be completed in the fourth quarter of 2024.

Voters of Vinh Loc district requested the province to invest in upgrading the road connecting National Highway 217 to Vinh An Commune Center to the scenic area of Dong Kim Son, Vinh An Commune (Vinh Loc). According to the response: In Notice No. 398-TB/VPTU dated March 25, 2024 of the Provincial Party Committee Office on the conclusion of Comrade Do Trong Hung, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at the working session with the leaders of Vinh Loc district; Comrade Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council concluded to agree in principle to establish the project, assigning the Party Committee of the Provincial People's Committee to lead the Provincial People's Committee to direct the relevant departments and branches to consider specifically; report to competent authorities according to regulations; on that basis, the Chairman of the Provincial People's Committee gave instructions in Official Dispatch No. 4400/UBND-THKH dated April 1, 2024 to agree in principle to implement the project; Assign the People's Committee of Vinh Loc district to preside over and coordinate with relevant sectors and units to promptly prepare a report proposing investment policies for projects to ensure compliance with the procedures prescribed by the Law on Public Investment and relevant legal provisions, in which it is necessary to clearly identify the following contents: project name, investor, objectives, investment scale, total investment, capital source and investment capital structure, investment phases, project implementation time..., report to the Chairman of the Provincial People's Committee no later than April 10, 2024. Based on the report of the People's Committee of Vinh Loc district, according to the above direction, assign the Department of Planning and Investment to preside over and coordinate with the Department of Finance, Department of Transport, Department of Culture, Sports and Tourism and relevant sectors and units to organize the appraisal of the report proposing investment policies for projects and provide advice and proposals, report to the Chairman of the Provincial People's Committee no later than April 26, 2024. Therefore, after receiving the project investment proposal from Vinh Loc District People's Committee, the Provincial People's Committee will consider and submit to the Provincial People's Council for approval of the project investment policy according to regulations.

Voters of Ha Trung district proposed to upgrade and renovate Provincial Road 522B with a length of about 12.6km (including: from Km6+100 to Km8+600, from Km9 to Km12+600, from Km17+100 to Km23+600); Route 527C with a length of about 4.8km (including: from Km0+400 to Km2+200, from Km2+200 to Km3+300, from Km4+500 to Km5+400, from Km8 to Km9). According to the answer: In the past time, to meet the travel needs of the people and ensure traffic safety on the route, the Provincial People's Committee has directed the Department of Transport to strengthen regular maintenance work on Provincial Road 522B and Route 527C; At the same time, promptly report to the Provincial People's Committee to arrange funds to repair damages on the route; specifically: In 2023: Provincial Road 522B has been repaired (section Km13+00-Km17+100) with a total investment of 23.5 billion VND; Road 527C has been repaired (sections: Km3+280-Km3+360, Km4+323-Km4+411, Km4+500-Km5+400) with a total investment of 1.7 billion VND.

2024: Implementing Decision No. 4828/QD-UBND dated December 18, 2023 of the Provincial People's Committee Chairman on approving the list of provincial road repair projects under the 2024 road maintenance plan, Ha Trung District People's Committee is implementing the project to repair Provincial Road 522B (section Km6+700 Km8+600, Km9+050-Km12+600) with a total investment of about 22 billion VND, expected to be completed in 2024; The Department of Transport is implementing the project to repair route 527C (sections: Km0+400-Km2+200, Km2+400- Km3+280, Km9+00-Km9+938, Km10+211-Km11+400) with a total investment of about 15.25 billion VND, expected to start in the second quarter of 2024 and be completed in the fourth quarter of 2024. The completed works will facilitate people's travel, meeting the needs of local socio-economic development.
