Accordingly, the union membership fee will be reduced as follows:
Group 1: Union members in grassroots trade unions of public service units who do not receive 100% of their salary from the State budget: The monthly union fee is 0.5% of the salary used as the basis for mandatory social insurance contributions as stipulated by the law on social insurance.

Group 2: Union members in state-owned enterprise trade unions (including trade unions in state-owned joint-stock companies): Monthly union dues are 0.5% of net salary, but not exceeding 10% of the basic salary as stipulated by the State.
Group 3: Union members at non-state enterprise grassroots unions; non-public service units; cooperative unions; foreign organizations, international organizations operating in Vietnam; executive offices of foreign parties in business cooperation contracts in Vietnam; union members working abroad: Contribution level is similar to group 1, up to 10% of the basic salary according to State regulations.
Grassroots trade unions in groups 2 and 3 are allowed to collect union dues from union members every month equal to 0.5% of actual salary or set a collection rate higher than 0.5% of salary used as the basis for social insurance payment if agreed by the executive committee of the expanded grassroots trade union (from union group leader and above) by resolution, in writing and specifically stipulated in the internal spending regulations of the grassroots trade union.
The additional union dues collected beyond the regulations in groups 2 and 3 shall be retained 100% by the grassroots union to supplement operational expenses in accordance with regulations; when reporting the final accounts, the grassroots union must separate the additional union dues amount according to the prescribed form to have a basis for calculating the amount to be remitted to the higher level.
Union members in enterprises where it is difficult to determine the salary used as the basis for paying union dues, and union members who are not subject to mandatory social insurance contributions: Pay union dues at a fixed rate, but the minimum contribution is 0.5% of the basic salary as stipulated by the State.
Union members receiving social insurance benefits for one month or more are exempt from paying union dues during the benefit period; union members who are unemployed, have no income, or are on leave for one month or more without pay are also exempt from paying union dues during that period.
The decision on adjusting and reducing the level of union dues takes effect from July 1, 2025.
