This morning, October 7th, a supervisory delegation from the Standing Committee of the Quang Tri Provincial People's Council, led by Vice Chairman Nguyen Tran Huy, worked with the Dakrong District People's Committee on the implementation of policies and laws regarding the management, use, and rearrangement of public assets, specifically land and buildings, of agencies, organizations, and units in the district during the period 2018-2024.

Currently, Dakrong district has 13 administrative units, of which 6 have their own buildings and land; 7 units do not have their own buildings and land and are sharing premises. The block of Party organizations, mass organizations, and socio-political organizations comprises 10 units, of which 4 have their own buildings and land; 6 do not. The block of public service units and schools comprises 40 units, of which 36 schools and 4 other public service units all have their own buildings and land.

The total land area allocated for management and use by agencies, units, and organizations in Dakrong district during the 2018-2024 period is 480,309 ; the building area is 88,735 .

At the meeting, the leaders of the Dakrong District People's Committee gave a general report on the implementation of policies and laws on the management, use, and rearrangement of public assets, specifically the buildings and land of agencies, organizations, and units in the district, during the period 2018-2024.

Accordingly, there are no properties or land parcels in the district that are encroached upon, disputed, or used for purposes other than intended. However, there are still 66 properties or land parcels belonging to 27 units that lack land use right certificates.

According to Decision No. 4584/QD-UBND dated December 31, 2021, of the Provincial People's Committee on approving the plan for rearranging land and property facilities in Dakrong district, the number of land and property facilities subject to rearrangement is 204. Of these, 16 facilities have completed the handling plan but have not yet received approval from the competent authority (2 facilities proposing to sell assets on the land and transfer land use rights; 14 facilities proposing to relocate).

Currently, Dakrong district is continuing to accelerate the process of reorganizing and handling houses, land, and assets of agencies and units after the merger, submitting the plan for reorganization and handling of houses and land to the Provincial People's Committee for approval according to regulations, avoiding waste, violations, or leaving them abandoned.

Dakrong District proposes adding provisions on the decentralization of authority regarding the use of public assets at public non-profit units for business purposes, leasing, partnerships, and the management of road transport infrastructure assets.

At the same time, it is proposed that the Provincial People's Committee and relevant departments and agencies recommend to the competent authorities to promptly approve decisions on two forms: transfer and sale of assets on land with transferred land use rights, so that the District People's Committee can proceed with the next steps to improve the efficiency of managing and using public assets.

Vice Chairman of the Provincial People's Council Nguyen Tran Huy requested the Dakrong District People's Committee to urgently supplement and finalize the overall report based on the feedback received at the working session so that the supervisory team can compile it before October 13th.

At the same time, the District People's Committee also needs to actively and proactively coordinate with relevant units to review the current situation and causes, and propose solutions for managing and using public assets, including buildings and land at agencies, organizations, and units in the district, ensuring they are consistent with the actual situation.

Develop plans and projects for managing and reorganizing public assets, ensuring compliance with legal regulations regarding authority, processes, procedures, subjects, standards, and norms, so that the management and use of public assets become orderly, efficient, avoid waste, and increasingly effective in the future.
