Today, August 23rd, a delegation from the Central Committee of the Ho Chi Minh Communist Youth Union, led by Mr. Ngo Van Cuong, Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union and Chairman of the Central Committee's Inspection Commission, worked with the Quang Tri Provincial People's Committee to monitor the implementation of the Youth Law and the Vietnam Youth Development Strategy for the period 2021-2030. Mr. Hoang Nam, Vice Chairman of the Provincial People's Committee, met with the delegation.

Quang Tri province currently has 45,542 members of the Youth Union, organized into 9 district-level branches and 125 grassroots branches. The total number of young people organized into the Union accounts for 78% of the total youth in the eligible age group. The total number of Union members is 36,432, representing 28.8% of the total youth population.
Over the years, the direction and implementation of the Youth Law and the Youth Development Strategy in the province have always been given attention and priority, achieving positive results.
Agencies, units, and localities have proactively coordinated and fully and promptly implemented mechanisms, policies, and tasks related to youth and youth work, contributing to promoting the strengths of youth in socio-economic development and national construction and defense. Awareness of youth work has been raised, youth have received attention and been given conditions to exercise their rights and obligations; dialogue and external relations activities on youth have also been strengthened and expanded...

Annually, the provincial budget allocates 1-2 billion VND to implement programs, projects, and tasks for youth development; local budget funds entrusted through the Provincial Social Policy Bank range from 2-4 billion VND/year for young people to borrow capital for starting and developing businesses. Emphasis is always placed on disseminating and educating young people about the law; improving their knowledge and skills; creating equal opportunities for learning, research, and innovation; and providing vocational training and sustainable employment for young people.
Furthermore, efforts to protect, care for, and improve the health of young people; enhance their cultural and spiritual lives; and promote their role in socio-economic development and national defense have yielded many noteworthy results. The program "Education on revolutionary ideals, ethics, and cultural lifestyles for young people, teenagers, and children in cyberspace during the period 2022-2030" and the implementation of the objectives of phase 1 (2022-2025) have been highly effective.

To ensure the effective implementation of policies and laws on youth, and to meet the goal of comprehensive youth development in accordance with the Youth Development Strategy, Quang Tri province requests that central ministries and agencies promptly finalize the development and promulgation of the programs and projects assigned to them within the Vietnam Youth Development Program, so that the locality has a basis for implementation to ensure the set progress.
Establishing mechanisms to enhance accountability in coordination among agencies, units, and localities will ensure that state management of youth affairs is more in-depth and achieves practical effectiveness for society.
We propose that the Ministry of Interior issue a document on launching emulation campaigns; and provide guidance on emulation and reward activities in implementing the Youth Development Strategy according to Decision No. 1113/QD-BNV dated October 17, 2021, of the Minister of Interior on the Plan for implementing the Vietnam Youth Development Strategy for the period 2021-2030...
Speaking at the monitoring session, Vice Chairman of the Provincial People's Committee Hoang Nam emphasized: In recent years, the Provincial People's Committee has directed agencies, units, and localities to actively and proactively advise on and issue many documents to implement the Youth Development Strategy in the province, bringing high effectiveness.
The Quang Tri Provincial Youth Development Program has identified 6 specific objectives and 7 tasks and solutions; assigning agencies and units to advise on the issuance and implementation of 30 tasks, including 21 tasks that are programs and projects assigned by the Prime Minister and 4 programs and projects developed by the province.
We propose that the central government continue to pay attention to and provide financial support for the implementation of youth development programs and projects; and consider increasing the loan limits and expanding the scope of eligible young people for overseas employment.
On the same day, the Central Committee of the Ho Chi Minh Communist Youth Union worked with the People's Committee of Dakrong district to monitor the implementation of the Youth Law and the Vietnam Youth Development Strategy for the period 2021-2030, and to receive suggestions and proposals from the locality.
Concluding the monitoring program, Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union Ngo Van Cuong highly appreciated the achievements of Quang Tri province in implementing the Youth Law and the Vietnam Youth Development Strategy for the period 2021-2030.
It is suggested that in the coming period, Quang Tri province should continue to raise awareness among the political and social systems about the position and role of youth, youth work, and the contributions of youth to the province's development.
Review, amend, supplement, and replace outdated documents following the promulgation of the 2020 Youth Law and its implementing decrees. Strengthen coordination among provincial departments, agencies, and socio-political organizations in implementing the law, strategies, and programs for youth development.
Continue to pay attention to, direct, and organize dialogues between the chairmen of People's Committees at all levels and youth union members, thereby promptly resolving difficulties and obstacles in the implementation of policies and guidelines related to youth.
Promote the application of information technology and digital transformation in the organization and implementation of laws, strategies, and programs for youth development, as well as other legal documents and policies related to youth. Strengthen the supervisory and social critique role of Youth Unions at all levels regarding the implementation of the Youth Law and strategies and policies related to youth.
Regarding the recommendations and proposals from the Quang Tri Provincial People's Committee and the Dakrong District People's Committee to central ministries and agencies, the working group noted and compiled them for future resolution.
