As part of the program of activities serving the five-year review of the implementation of Resolution No. 36-NQ/TW dated October 22, 2018, of the Central Committee of the 12th Party Congress on the Strategy for Sustainable Development of Vietnam's Marine Economy to 2030, with a vision to 2045, this afternoon (November 15), Politburo member and Head of the Central Economic Committee Tran Tuan Anh, along with a delegation, held a working session with the Standing Committee of the Ha Tinh Provincial Party Committee on solutions for developing the province's marine economic potential.

During the meeting, the persistent and pressing issues regarding the request to halt the exploitation of the Thach Khe iron mine were once again frankly analyzed by the leaders of Ha Tinh province.

“This morning, the working group visited the Thach Khe iron mine and witnessed firsthand the extremely difficult living conditions of the local people. Just imagine the consequences of digging 500 meters deep in a district near the city! Currently, people are still wondering how the investor's 1.8 trillion VND will be handled, but we assure you that the province will take responsibility for this issue…,” emphasized Provincial Party Secretary Hoang Trung Dung.

Having witnessed firsthand the precarious living conditions and immense hardships of the people in the mining region during his inspection tour that morning, the Head of the Central Economic Committee, Tran Tuan Anh, expressed his sympathy and emphasized at the conference: Central committees, ministries, and agencies are always attentive to Ha Tinh's views on the proposal to halt the Thach Khe iron mine; they support the viewpoint of protecting the environment and ensuring social welfare. To have a basis for reporting to the Politburo, Ha Tinh needs to carefully prepare the content, ensuring a scientific and rigorous basis, so that the Central Committee can soon discuss and give its official opinion on the project.

Ha Tinh province has proposed that the government remove obstacles and create momentum for developing the potential of its marine economy.

During the meeting, the delegation highly appreciated the potential of Ha Tinh's marine economy. However, to date, Ha Tinh has not yet fully exploited and developed this potential to its full potential.

Citing Khánh Hòa province as an example, the Director of the Department of Sea and Islands - Ministry of Natural Resources and Environment, Nguyễn Đức Toàn, assessed that Hà Tĩnh has potential for marine economic development equivalent to Khánh Hòa, but has not yet developed as strongly as Khánh Hòa. Furthermore, in the Vũng Áng Economic Zone, besides steel and electricity, the province must focus on developing high-tech industries…

Representatives from various ministries and agencies highly appreciated the potential of Ha Tinh's marine economy.

"To date, Ha Tinh ranks 24th nationwide in the environmental protection assessment index. This is a very good indicator showing that Ha Tinh has done very well in protecting the marine environment," emphasized Nguyen Duc Toan, Director of the Department of Marine and Islands Affairs.

"Ha Tinh's marine economy in recent years can be considered a bright spot in Resolution 36. The marine economy has enabled Ha Tinh to achieve the economic growth results it has today, showing that the province has closely followed the contents of Resolution 36," said Nguyen Duy Hung, Deputy Head of the Central Economic Committee.

Addressing several existing obstacles hindering Ha Tinh's marine economic development, Chairman of the Provincial People's Committee Vo Trong Hai suggested that the Government should reassess the current state of protective forests.

According to the Chairman of the Provincial People's Committee, Ha Tinh currently has many areas of protected forest that no longer serve a protective function, making it very difficult to plan and develop coastal tourism.

In particular, while the central and local governments have always encouraged fishermen to go out to sea, the province is currently facing difficulties as river mouths and waterways are experiencing siltation, preventing ships from entering and docking. Dredging is urgently needed to clear the waterways. However, the local authorities lack the power to make decisions due to the delegation of authority from the Ministry of Transport and the Ministry of Natural Resources and Environment.

Chairman of the Provincial People's Committee Vo Trong Hai suggested that the Government should reassess the current state of protective and defense forests, creating conditions for the locality to develop its marine economy in the new era.

“Xuan Hoi, Cua Sot, Cua Nhuong… these ports are currently inaccessible to ships. For example, the Formosa deep-water port (Son Duong port) has not been dredged since 2016. We propose that the Government and relevant ministries decentralize authority and create conditions for localities to proactively address issues in accordance with practical realities to promote economic development,” said Chairman of the Provincial People's Committee Vo Trong Hai.

“I propose that the head of the committee pay attention to how to effectively utilize the Lao-Vietnamese Port and also promptly encourage businesses to invest in the Vientiane-Vung Ang railway line. This line, 554.7km long, if implemented, will connect Vientiane with Vung Ang Port, link the Lao-China railway line, and open up many development prospects for the whole country,” suggested Provincial Party Secretary Hoang Trung Dung.

Ha Tinh province has concretized many contents of Resolution 36.

At the meeting, Head of the Central Economic Committee Tran Tuan Anh highly appreciated the frank and practical recommendations of Ha Tinh's leaders; he also praised the decisive involvement and high sense of responsibility of the Ha Tinh Provincial Party Committee and its Standing Committee in leading and directing the implementation of the Resolution and the Party's policies; and the province's efforts in leveraging its seaport advantages to attract investment and contribute to the development of coastal industries.

In Ha Tinh province, positive results have been achieved in implementing Resolution 36 and the Party's guidelines and directions for sustainable marine economic development; aquaculture and fisheries have yielded positive results; investment has focused on developing the Vung Ang Economic Zone and coastal industrial zones and clusters; science and technology development has been promoted, and basic marine research has been strengthened; resources have been actively mobilized, and economic sectors have been encouraged to invest in sustainable marine development…

Provincial Party Secretary Hoang Trung Dung proposed that the Government pay attention to and encourage businesses to invest in the Vientiane – Vung Ang railway line to create momentum for economic development in Ha Tinh in particular and the whole country in general.

However, alongside the achievements, Comrade Tran Tuan Anh also pointed out that the implementation of Resolution 36 in Ha Tinh province still has some shortcomings and limitations such as: Mechanisms, policies, planning, and development plans for the marine economy are still inconsistent and lack linkages; the marine economy has not developed commensurate with its potential; coastal industries have not truly created a clear growth impetus for the economy; infrastructure in the Vung Ang Economic Zone and other coastal industrial zones and clusters is not yet synchronized; the scale of production in the fisheries sector is still small; marine tourism activities are still seasonal; the quality of human resources in the marine sector is still low…

To effectively implement Resolution 36 in the coming period, Politburo member and Head of the Central Economic Committee Tran Tuan Anh suggested that Ha Tinh province research and implement several tasks and solutions to develop the marine economy, increase the proportion of the marine economy's contribution to the province's GRDP, and develop in a sustainable direction; focus on mobilizing resources to invest in building infrastructure for coastal industrial zones and clusters; promptly complete and effectively implement the planning of coastal economic zones; harmonize resource exploitation and use with environmental protection and biodiversity conservation; thoroughly prevent marine environmental pollution; and pay attention to investing in the development of marine science and technology by increasing investment resources and improving the quality of marine human resources…

Head of the Central Economic Committee Tran Tuan Anh highly appreciated the frank and realistic recommendations of Ha Tinh's leaders and the results achieved by the province after 5 years of implementing Resolution 36.

Head of the Central Economic Committee Tran Tuan Anh emphasized that all opinions and proposals from Ha Tinh's leaders should be seriously considered by the representatives of ministries and sectors in the working group, especially those of an urgent nature, which must be reported and relayed to the relevant ministries and sectors for appropriate and timely handling and resolution.

Implementing the objectives of Resolution 36, Ha Tinh has achieved several results such as: The Human Development Index (HDI) maintained its position at 17th out of 63 provinces and cities in the 2018-2022 period, equivalent to the national average; Per capita income in 2022 reached nearly 44 million VND, an increase of nearly 10 million VND compared to 2018, but still low compared to the national average; The rate of technological innovation in 2022 reached 23%, an increase of 2% compared to 2020.
