Realizing the new strategic vision requires strong determination and great effort.

This is a significant year, therefore Ninh Binh province has set high goals with many synchronized solutions to successfully implement the socio -economic development tasks for 2023 and the entire term. It was thought that after overcoming the COVID-19 pandemic along with the rest of the country, Ninh Binh province would make rapid and steady progress towards its goals. However, many objective difficulties have become obstacles slowing down the province's development. Therefore, Ninh Binh province only completed or exceeded 14 out of 17 planned targets, with 11 targets exceeding the plan.

Key highlights include: economic development, with an estimated GRDP growth rate of 7.27%, higher than the national average. Industrial production continues to maintain its growth momentum. Agricultural production is developing steadily and in the right direction, contributing to ensuring food security. The new rural development program has achieved positive results. To date, all districts have met the new rural development standards, and all cities have completed their new rural development tasks. Trade and service activities are vibrant, especially the tourism sector, which has seen strong development, creating momentum and leverage for other economic sectors. Culture and society have made significant progress, social security is ensured, and the lives of the people continue to improve. The province has successfully organized important cultural and political events and conferences of national and international significance. The province's unique cultural values are promoted and disseminated globally, gradually transforming into resources for economic growth and social development. Investment promotion activities continue to be effectively strengthened. Foreign relations and international cooperation are expanded. The building of a truly clean and strong Party and political system at all levels has achieved many positive results. Local defense and military work is strengthened. Political security and social order are maintained. Administrative reform; handling citizen complaints and denunciations; and combating corruption, negative practices, and waste are given attention, focused on, and have shown positive progress.

The achievements of the past year affirm the correct direction, creating new momentum and strength for Ninh Binh province's development, while also leaving many valuable lessons in leadership, guidance, and management by Party committees and authorities at all levels when facing new and unprecedented difficulties and challenges. However, our province still has 3 economic development indicators that did not meet the set plan last year, namely: GRDP growth rate, state budget revenue, and export turnover.

Besides that, there are some limitations such as: Leadership, direction, and management in some agencies, units, and localities have not been truly thorough and decisive. Administrative discipline and order have sometimes been lax in some places. Land clearance and the implementation of some projects are still slow. Security, social order, and crime in some areas still harbor many complex factors... Seriously acknowledging and thoroughly addressing these limitations will contribute to increasing the "momentum," transforming difficulties and challenges into opportunities for development to achieve the set goals. A new page in the calendar has turned.

The year 2024 has arrived. Amidst intertwined difficulties and challenges, we must remain steadfast in our socio-economic development goals towards a "green, sustainable, and harmonious" direction; economic development must go hand in hand with social progress and equity. We must strive to achieve a GRDP growth rate of 7.6% or higher. We must build a clean and strong Party and political system. A particularly important central task is to focus on building and developing Ninh Binh province into a millennium heritage city. We must effectively implement Resolution No. 16-NQ/TU dated August 23, 2023, of the Provincial Party Committee on the rearrangement of district and commune-level administrative units in Ninh Binh province for the period 2023-2030.

With its unique natural, cultural, and historical characteristics and potential, the Party Committee and people of Ninh Binh province are determined to build Ninh Binh into a millennium heritage city, as part of the overall goal of making Ninh Binh a relatively prosperous province by 2030, basically meeting the criteria of a centrally-governed city, and becoming a centrally-governed city by 2035.

It can be said that Ninh Binh's above-mentioned goal reflects a new strategic vision, consistent with the potential, strengths, historical and cultural values of the Ninh Binh region, and the general development trends of the country, the region, and the world. This new vision, aiming to build a heritage city, will allow us to leverage outstanding values, competitive advantages, and unique potential compared to many other localities. This is an opportunity to transform heritage values into assets, creating new momentum and potential for Ninh Binh's further development. The Hoa Lu City in Ninh Binh, once built, will be a representative heritage city of Vietnam and the Asia-Pacific region. It will become a center for tourism, socio-cultural services, and a unique and distinctive ecological environment for the nation and internationally; a major center for cultural industries; and a leading center for modern automotive and mechanical industries in the country.

Ninh Binh is determined to strive to become a model of exemplary development based on the key element of a close and harmonious combination of heritage restoration and preservation and economic growth, aiming towards the criteria of social development and people's happiness.

2024 will mark the first milestone in the establishment and development of Hoa Lu City - Ninh Binh Province according to the new strategic direction. To realize this new vision and strategic goals, we must continue to uphold the tradition of unity, self-reliance, proactiveness, flexibility, creativity, high determination, great effort, decisive and effective action to implement and strive to successfully complete the socio-economic development tasks for 2024.

In the current context, accomplishing these tasks will be challenging. However, given Ninh Binh's historical traditions, cultural heritage, and future prospects, we must look far ahead and set ambitious goals. While we know the journey to our destination will be arduous, with a development strategy aligned with natural laws, and with the unity, consensus, and shared aspirations of the entire Party Committee and people of the province, we will certainly succeed.

Hoa Lu-Ninh Binh will forever resonate with pride and honor, not only in the historical traditions of the nation but also as a desirable place to live; a place that all domestic and international partners, friends, and tourists aspire to visit, cooperate with, and invest in.
