Steering Committee Meeting to implement the Ninh Binh - Hai Phong Expressway Construction Investment Project and the Cao Bo

Speaking at the opening of the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized: Through the experience of implementing a number of key national and provincial projects such as: North-South Expressway Project, Eastern section Cao Bo - Mai Son and Mai Son - National Highway 45; East-West Road Construction Project, if the Steering Committee had been established from the beginning, unnecessary difficulties and problems would not have arisen.

However, after the Provincial People's Committee agreed to establish a Steering Committee from the province to the grassroots level, the difficulties and problems of the projects were quickly resolved, ensuring unity, rapid implementation, and meeting the requirements of time and quality. Therefore, Ninh Binh is one of the first provinces to hand over sufficient clean land to contractors for construction of key national projects. The North-South Expressway Project in the East, Cao Bo - Mai Son section, is the first project on the entire route to be completed and highly appreciated by the Government and the Ministry of Transport .

Many initiatives of Ninh Binh in the process of project implementation were recognized by the Government, Central Ministries and branches and widely deployed nationwide.

Regarding the task of implementing the two projects this time: The project to invest in the construction of the Ninh Binh - Hai Phong expressway, the section through Ninh Binh province and the project to expand the North - South expressway in the East, the Cao Bo - Mai Son section, were identified by the Standing Committee of the Provincial Party Committee as major tasks, in which the Ninh Binh - Hai Phong expressway has very high requirements in terms of technique, aesthetics, quality and implementation time, requiring high responsibility and synchronous participation to mobilize the strength of the entire political system.

Therefore, the collective leadership of the Provincial People's Committee agreed that it is necessary to establish a Steering Committee right from the beginning of the project implementation to ensure unity and synchronization in the implementation process according to the requirements of the National Assembly, the Government and the Central Ministries and branches.

The Steering Committee will meet regularly to resolve direct and arising issues, not allowing difficulties to persist and affect the implementation process and progress of the project.

The conference heard a report from the Department of Transport on the project. Accordingly: The North-South Expressway expansion project in the East, Cao Bo - Mai Son section, is located in Y Yen district (Nam Dinh province), Ninh Binh city and Yen Khanh, Hoa Lu and Yen Mo districts (Ninh Binh province), with the Department of Transport as the investor. The scale of investment in expanding the North-South Expressway in the East, Cao Bo - Mai Son section is according to the standard of a 6-lane expressway, with a total investment of 1,995 billion VND, from the central budget. The project is expected to be approved in April 2024, start construction in the fourth quarter of 2024 and complete in 2026.

For Investment project to build the Ninh Binh - Hai Phong expressway, section through Ninh Binh province: The project passes through Yen Khanh and Yen Mo districts. Investment scope: starting point from Mai Son intersection with the North - South expressway in the East, Mai Son - National Highway 45 section in Mai Son commune, Yen Mo district; the end point is the Day River overpass connecting Nam Dinh and Ninh Binh provinces in Khanh Cuong commune, Yen Khanh district, Ninh Binh province with a total route length of 25.3 km .

The scale of construction of the Ninh Binh - Hai Phong expressway, the section through Ninh Binh province, is designed according to the standard of a complete 4-lane expressway and auxiliary works on the route. The total investment of the project is 6,865 billion VND from the central budget and provincial budget. The project implementation period is expected from 2024-2029.

Discussing at the conference, leaders of Yen Mo and Yen Khanh districts reported on preparations for site clearance. Localities have coordinated with the Department of Transport, relevant sectors and units to review the land area and number of affected households to determine the cost and land area required for site clearance.

According to the project's pre-feasibility study report, the project's preliminary land use demand is about 295.7 hectares, of which the land use demand area of Yen Mo district is about 137.65 hectares. The total land use demand area of Yen Khanh district is about 159.3 hectares. Localities have also proactively integrated the propaganda of site clearance work into regular work meetings so that cadres and people understand the importance of the project.

Leaders of the Departments: Natural Resources and Environment, Construction, Planning and Investment, Finance; leaders of the Vietnam Fatherland Front Committee of the province, the Provincial Police... contributed opinions on capital allocation process, investment preparation, environmental impact assessment, plan for preparing construction materials and converting rice land use purposes, site clearance work for projects, resettlement plan...

Comrade Nguyen Cao Son, Vice Chairman of the Provincial People's Committee spoke at the conference.

Speaking at the conference, Mr. Nguyen Cao Son, Vice Chairman of the Provincial People's Committee, acknowledged the proactive participation of departments, branches and localities in preparing conditions and investment procedures for the above projects. He suggested reviewing the overall system of roads for the projects and the system of bridges and tunnels in the overall project to suit the local reality.

Pay special attention to the progress and quality of the project, ensuring the requirements of the Government and the development vision of the province and the country according to the planning approved by the Prime Minister. The Department of Transport and the districts review the progress of investment procedures, based on the experience of land acquisition and clearance of previous projects, develop a preliminary plan for the progress of land acquisition and clearance to be able to start implementing the project.

Agreeing with the comments at the conference, Comrade Pham Quang Ngoc, Chairman of the Provincial People's Committee, acknowledged the great concentration and efforts to gain consensus from Party committees, authorities and people at all levels in proposing to the Central Government to invest in the construction of the North-South Expressway Expansion Project in the East, Cao Bo - Mai Son section and to build intersections connecting the expressway with the traffic system, urban areas, industrial parks, provincial tourist centers... to promote the socio-economic development of the province and the region.

Chairman of the Provincial People's Committee Pham Quang Ngoc delivered a concluding speech at the conference.

Along with that, Ninh Binh's proposal to be the investor of the Ninh Binh - Hai Phong Expressway Construction Investment Project, the section passing through Ninh Binh province, is also an effort, determination and perseverance of the Party Committee, government and people in the province to create momentum for development in accordance with the province's planning and vision in the future.

Ninh Binh's success in implementing key national projects and the determination of the Provincial Party Committee Standing Committee, experience in implementing previous projects, the Central Government has agreed to assign Ninh Binh province to be the investor of 2 projects. This is an important basis for Ninh Binh to connect the road traffic network in the province and the region, promote post-investment efficiency, create space and development space with vision for many future stages of Ninh Binh province.

The Chairman of the Provincial People's Committee requested the members of the Steering Committee, based on their functions and tasks, to closely coordinate to remove difficulties and obstacles in the process of implementing investment procedures as well as implementing the project construction later. The investor unit will receive the opinions of the delegates to study and adjust and supplement a number of items and tasks to suit practical conditions, ensuring high feasibility, effective use, and meeting long-term development requirements... Strive to shorten the time and implementation process of some preparation stages to implement the construction of the two projects as soon as possible.

In particular, the Chairman of the Provincial People's Committee requested the investor to coordinate with the sectors and localities where the project passes through to promote propaganda work for cadres, party members and people to clearly understand the meaning and importance of the projects to create consensus in project implementation.

Early review and supplement the development of pre-feasibility plans for site clearance and resettlement for people in the project's affected areas, ensuring the legitimate and legal rights of the people. Especially for households that are resettled, local authorities must have plans to build resettlement areas that are better than their old places, becoming model, modern residential areas, bringing a good life to the people.
