This has helped increase labor productivity and product quality, creating a "lever" to promote sustainable socio-economic development in the era of integration.

Over the years, Dong Trieu town has actively promoted, encouraged, and supported businesses in the area to accelerate the application of science and technology in their production and business activities, improve quality, and create brands for local products; and has actively utilized policies and mechanisms to support the science and technology activities of businesses in the area. Businesses in the area have proactively allocated funds, connected with, and worked with domestic research institutes to seek and apply advanced technologies suitable to their business fields.
With systematic investment in science and technology, the products of An Sinh Dairy Joint Stock Company (Dong Trieu Town) are increasingly affirming their quality and promoting a wide market across provinces and cities nationwide. Mr. Ngo Quang Linh, Director of An Sinh Dairy Joint Stock Company (Dong Trieu Town), said: To improve production capacity, the company has boldly invested in modern processing lines such as bottling and filling machines, milk heating machines, cake packaging machines, and inkjet printers for packaging... Besides traditional products such as pasteurized fresh milk and yogurt, the company has successfully researched and processed many other products to meet market demand, such as flavored drinking yogurt, black sticky rice yogurt, black sugar pearl yogurt, milk tea, and milk cakes… The company also promotes the application of "5S" processes in production to establish a scientific, safe working standard and meet quality standards. Currently, the company supplies approximately 1 ton of various goods to the market each day to meet consumer demand.
To promote production and improve product quality, Dong Trieu Town is also strengthening coordination and implementation of many science and technology tasks in the fields of agriculture, education , construction, environment, etc. A prime example is the task "Applying science and technology, building a production model and developing the CF.21.09 gladiolus variety," which has been implemented in flower-growing households in Binh Khe commune and has yielded positive results. It is expected that by September 2024, the town will widely disseminate the results of this task to flower-growing households in the area. Currently, the town has developed five science and technology enterprises: Quang Ninh Seed Company, Long Hai Company Limited, Quang Vinh Company Limited Branch, Dat Viet Brick and Tile Company, and Dat Viet Ceramic Company Limited. The plan is for the town, in coordination with the Department of Science and Technology, to select 13 enterprises for survey and support to develop them into science and technology enterprises.
Along with Dong Trieu, Hai Ha district is also one of the leading localities in applying science and technology to production and business activities to create breakthroughs in improving productivity, quality, and efficiency of local agricultural products. One example is the development of tea cultivation, one of Hai Ha's characteristic products that provides the main income for the local people. To develop the Hai Ha tea brand and build a national-level OCOP product, Hai Ha district has focused on directing and supporting tea growers and processors, gradually improving product quality. The focus is on supporting new planting, replanting, and expanding new tea cultivation areas; supporting machinery, upgrading processing plants, and installing advanced processing lines for businesses and enterprises; guiding people to grow tea according to VietGAP standards; supporting bio-fertilizers for households; and completing the necessary documentation for VietGAP certification for safe tea production groups. Supporting the improvement of packaging, codes, barcodes, and enhancing food safety and quality for tea products… Thanks to the application of science and technology in production activities, Hai Ha currently produces more than 1,000 tons of dried tea annually to supply domestic and international markets.
Mr. Hoang Phi Truong, Vice Chairman of the Hai Ha District People's Committee, said: The district is actively focusing on applying high technology in agricultural production to change traditional production thinking to a new, science-and-technology-oriented production method. This will boost production, improve product quality, create sustainable product consumption linkages, and meet the needs of today's consumers. The district continues to promote and encourage people and businesses to apply science and technology to production activities; strengthen coordination and support for machinery for people, business households, and cooperatives through support programs and policies of the province and locality. At the same time, it is promoting connections, attracting investment, and promoting the development of concentrated commodity production on a sufficiently large scale to apply high technology and digital technology to all stages of production, processing, and consumption of products in the area.
Currently, many businesses and cooperatives throughout the province are applying science and technology to production, processing, preservation, packaging, and consumption. This contributes to improving quality, diversifying designs, enhancing market value, and most importantly, gaining the trust of consumers both within and outside the province. More impetus for development
Integrating science and technology into production is a major policy of the Party and State aimed at improving the quality and efficiency of production and business, creating sustainable momentum for socio-economic development in the process of economic integration. To date, Quang Ninh has established 25 science and technology enterprises and is among the leading provinces nationwide in terms of number; it has 33 science and technology organizations; 2 high-tech agricultural zones; 39 laboratories meeting LAS and VILAS standards; and its science and technology workforce has increased in both quantity and quality to over 3,000 people, of which those with university degrees or higher account for more than 50%.
In particular, the application of science and technology to production and business activities has been proactively reviewed and assessed by the Department of Science and Technology in coordination with other departments, agencies, localities, and businesses. This includes identifying opportunities, potentials, and challenges to select fundamental solutions and prioritize resource allocation for implementation. The Department advised the Provincial Party Committee to issue Resolution No. 13-NQ/TU (dated April 28, 2023) on the development of science, technology, and innovation until 2030; advised on the implementation of integrated science and technology planning within the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050; and advised on the development of mechanisms and policies to create a sufficiently strong legal framework to encourage the development of science and technology and innovation in the province…
Mr. Nguyen Manh Cuong, Director of the Department of Science and Technology, said: To promote the development of science and technology activities that bring benefits to socio-economic development tasks, the department has developed and submitted to the Provincial People's Committee a number of projects, plans, and programs on science and technology; expanding and accelerating the application of achievements of science and technology, innovation, especially achievements of the 4.0 revolution, new materials technology, biotechnology... into the fields of processing and manufacturing industry, electricity production, mining, tourism, trade, logistics, finance, agriculture, marine economy, seaports, administrative reform, state management, health, education, culture, security, environmental protection, digital government... to create the main driving force for economic growth. In the coming time, the department will continue to advise the province to issue mechanisms and policies to create favorable conditions for businesses to participate in implementing science and technology tasks in the province.
At the end of May 2024, the province inaugurated the Provincial Innovation and Digital Transformation Support Center. The Center's functions include receiving and developing initiatives and practical experiments; organizing idea and initiative competitions to serve the community; enhancing the scientific and technological capacity of small and medium-sized enterprises; organizing activities to promote the development of the innovative startup ecosystem; supporting the development of startup ideas and projects; and linking with incubators inside and outside the province to incubate startup projects. The operation of the Center contributes to promoting new innovative scientific and technological ideas for application in production, increasing the number and quality of innovative and science and technology enterprises, and promoting local economic growth in depth based on the application of science and technology.
To date, science and technology have contributed to increasing the proportion of high-tech products and products using high technology in the province to over 45% of the total industrial production value in 2020. The contribution rate of the total factor productivity index to the province's GRDP in the period 2016-2020 reached 45.8%, and in 2023 it reached 50.01%. The provincial innovation index in 2023 ranked 9th out of 63 provinces and cities nationwide.
With the determination to make science and technology a leading driving force for the socio-economic development of the province, at a meeting with the Department of Science and Technology and related sectors on the situation and results of implementing science and technology and innovation activities in the period 2012-2024 last June, Mr. Cao Tuong Huy, Chairman of the Provincial People's Committee, requested that all sectors, units, and localities consider this as one of the important political tasks in carrying out their duties. The Department of Science and Technology is strengthening its advisory role to the Provincial People's Committee on plans for implementing and applying scientific and technological innovations to socio-economic development tasks, in line with Action Program No. 2163/CTr-UBND (dated August 9, 2023) of the Provincial People's Committee implementing Resolution No. 13-NQ/TU (dated April 28, 2023) of the Provincial Party Committee on the development of science and technology and innovation until 2030. Simultaneously, it continues to advise on the issuance of a project on effective models and operating methods for the Center for Startups, Innovation, and Digital Transformation Support.
