Expanding the investigation into irregularities and corruption in the vehicle inspection sector, the Ho Chi Minh City Police have initiated legal proceedings against the Board of Directors of the Center for Practical Skills in Transportation Mechanics, Central College of Transportation III.

On June 23, the Ho Chi Minh City Police announced that, during the expanded investigation into irregularities and corruption in the vehicle inspection sector, they discovered numerous particularly serious violations of the law in driver training and testing activities at the Center for Practical Skills in Transportation, Central College of Transportation III.

Accordingly, to attract students to learn to drive, Director Ho Van Bup and Deputy Director Nguyen Van Duong instructed their subordinates: Head of Training Department Nguyen Ngoc Thuy, and Ngo Thi Han Ly (Chief Accountant, Head of Finance and Human Resources Department) to implement a policy of reducing theoretical and practical training hours; and to pay illegal commissions to those who referred students to the Center, totaling over 7.2 billion VND.

In order to legitimize the aforementioned wrongdoing and simultaneously embezzle the money for fuel that was not actually spent due to the reduction in practical training hours, Búp and his accomplices purchased 451 fictitious invoices totaling over 13.2 billion VND from Phương Thiện Gas Station (belonging to Phương Thiện Trading and Service Enterprise).

Notably, during the period from 2018 to 2021, the Center committed numerous tax declaration violations with an estimated amount of over 40 billion VND to be recovered; to have these violations overlooked, Búp directly bribed Trần Ngọc Nhân and Trần Thị Thanh An (specialists in Inspection and Audit Department No. 3, Ho Chi Minh City Tax Department) with 1 billion VND during a tax audit at the end of 2021.

Based on the documents and evidence collected, the Ho Chi Minh City Police Investigation Agency has initiated a criminal case and indicted Ho Van Bup for the crimes of "Abusing official position and power while performing official duties" and "giving bribes"; and Nguyen Van Duong, Nguyen Ngoc Thuy, and Ngo Thi Han Ly for the crime of "Abusing official position and power while performing official duties".

Tran Ngoc Nhan and Tran Thi Thanh An were charged with "receiving bribes," while Nguyen Thi Ngoc Nga and Nguyen Thi Nghiep were charged with "illegally trading invoices and documents for collecting state budget revenue." These decisions and orders have been approved by the Ho Chi Minh City People's Procuracy.
To date, the Ho Chi Minh City Police Investigation Agency has initiated criminal proceedings against 200 defendants for investigation into violations and irregularities in the field of vehicle inspection, testing, and driver training; at the same time, it continues to expand the investigation and handle the cases strictly and thoroughly in accordance with the law.
