Nguyen Van Tu re-enacts the incident

Previously, at around 1:30 p.m. on September 19, Mr. Ph. (born in 1988, residing in Binh Dinh province, a taxi driver) stopped his car to drop off a passenger in front of an address on Cong Quynh Street (Nguyen Cu Trinh Ward, District 1). At this time, Nguyen Viet Kh. (born in 1999, residing in District 1) was driving a motorbike while carrying a sun umbrella and collided with the side of Mr. Ph.'s car.

After the collision, Mr. Ph. got out of the car and asked Kh. to compensate for the scratches on the car. Because Kh. did not have any money on him, he told Mr. Ph. that he would call his father, Nguyen Van Tu, to bring out the money to compensate.

Later, Tu drove his motorbike and got into an argument with Mr. Ph. After being stopped by everyone, Mr. Ph. drove away. When Mr. Ph. drove to 189A Cong Quynh Street, Tu drove his motorbike to block the front of the car and asked Mr. Ph. to get out of the car.

Seeing Tu holding a pair of scissors in his right hand, Mr. Ph. locked the car door. Tu went to the side of the road, picked up a rock, walked to the left side in front of the driver's door and hit the left windshield (driver's side) twice, damaging the glass.

Upon receiving the news, the police arrived at the scene to record the incident, invited Mr. Ph. and took Tu to the headquarters for questioning. Through verification, Tu had 4 previous criminal convictions for "Intentionally causing injury or harm to the health of others", "Violating regulations on traffic safety", "Resisting a person on duty"...

The police determined that Tu's behavior showed signs of the crime of "Intentionally damaging property".
