Kon Plông District has 9 communes and towns. The total population is over 26,460 people; of which, ethnic minorities account for nearly 90%. Implementing Project 1, under the National Target Program 1719, the People's Committee of Kon Plông District instructs communes and towns to review and compile monthly lists of ethnic minority households that are poor or near-poor, lacking housing land, production land, temporary housing, and clean water, in order to provide timely support.
Ms. Ho Thi Thuy, Vice Chairman of the People's Committee of Hieu Commune, Kon Plong District, said: "The commune regularly goes down to the villages to hold meetings and review the situation of poor and near-poor households that lack residential land, production land, housing, and clean water. The approach is to implement the plan practically, gathering opinions from the villagers to create high consensus during the implementation process. Afterwards, the People's Committee of the commune will compile the list and submit it to the People's Committee of the district for approval of support."
Mr. A Ninh, Head of the Ethnic Affairs Department of Kon Plong District, said: The support level for poor ethnic minority households to build houses is 40 million VND/household, for residential land 40 million VND/household, and for production land 22.5 million VND/household, from central government funds, while the local government will contribute 10%. With the timely guidance and support from the District Party Committee, the District People's Council, and the District People's Committee, along with the coordination of relevant units, the work of supporting housing, residential land, and production land for the people has been implemented promptly. This has created conditions for the people to have land to build houses and land for production, helping them to stabilize their lives sooner.
Based on proposals from the People's Committees of communes and towns, the People's Committee of Kon Plông district has approved and implemented support for residential land for 6 households, production land for 10 households, and housing construction support for 76 households under Project 1, National Target Program 1719. During the implementation process, with the involvement of the entire political system and the consensus of the people, many households, after receiving support, boldly borrowed additional capital from the Social Policy Bank and mobilized additional funds from relatives to purchase more land and build houses.
Ms. Y Luoc (of the Xo Dang ethnic group – Mo Nam branch) in Vi Chring village, Hieu commune, Kon Plong district, said: "Previously, my family lived in a temporary house. In 2023, the district provided 44 million VND in support, and we borrowed an additional 40 million VND to build a spacious house. Now we are only focused on developing our economy to increase our income and striving to escape poverty by 2024."
Ms. Y Ky (of the Xo Dang ethnic group – Mo Nam branch) in Dak Xo village, Hieu commune, Kon Plong district shared: "My family is classified as a poor household, with four people relying solely on the income from growing cassava on just over one sao (approximately 1000 square meters) of land and working as hired laborers. At the end of 2023, my family received 22.5 million VND from the National Target Program 1719, and the district provided an additional 2.5 million VND, allowing us to purchase 1,100 square meters of rice paddy land. In the first harvest season, my family harvested nearly 300 kg of rice, ensuring food security and eliminating the shortages we experienced in previous years."
From the funding of the National Target Program 1719, Kon Plông district has implemented support for decentralized water supply for 1,216 ethnic minority households; and invested in the construction of 3 centralized water supply projects to provide water to 307 ethnic minority households in Đăk Tăng, Đăk Ring, and Ngọk Tem communes. The total cost was over 11 billion VND.
Ms. Y Rui from Dak Xo village, Hieu commune, Kon Plong district, said: "Recently, the commune provided my family with a water storage tank. After that, my family channeled clean water to our home for storage, so we no longer have to fetch water from far away. Having water delivered right to our house has made daily life much more convenient."
The timely implementation of support measures under Project 1 of the National Target Program 1719 has contributed to providing impoverished and near-impoverished ethnic minority households in Kon Plong district with the impetus to develop their economy, stabilize their lives, and achieve sustainable poverty alleviation. From 2022 to the present, the entire district has reduced the number of poor households by 1,487, with an average annual poverty reduction rate of 8-10%.
