Kinhtedothi - Four agencies, including the City Party Committee Office, the Office of the National Assembly Delegation and the City People's Council, the City People's Committee Office, and the City Public Administration Service Center, have signed a competition agreement with many important contents to serve digital transformation.
On the morning of March 3rd, at the conference announcing the decision on shared digital transformation applications across three levels in Party, government, Fatherland Front, and socio- political organizations of Hanoi City, organized by the Hanoi City Party Committee, four Hanoi City agencies signed a competition agreement with many important contents serving digital transformation.

Specifically, four agencies, including the City Party Committee Office, the Office of the City's National Assembly and People's Council Delegation, the City People's Committee Office, and the City Public Administrative Service Center, have signed a competition agreement with many important contents serving digital transformation. The competition period is from March 3rd to December 31st, 2025.
Accordingly, to concretize the viewpoints and guiding principles of the City Party Committee, City People's Council, and City People's Committee on breakthroughs in science, technology, innovation, and digital transformation, the four agencies unanimously agreed to launch a widespread emulation movement within their respective agencies, striving to effectively implement the city's innovation and digital transformation efforts.
With the spirit of "Capital City Thinking, Hanoi Action," and to concretize the strategic goals of Resolution No. 57-NQ/TW, the aim is to unleash the potential, intelligence, and identity of the Capital City. At the same time, it creates a strong impetus for Hanoi to become a leading center of innovation and digital transformation in the region and the world.
The goal of this emulation campaign is to promote the pioneering and exemplary role of agencies in applying science, technology, innovation, and digital transformation, contributing to building Hanoi into a smart, modern, green, and civilized city, worthy of its position as the political, economic, and cultural center of the country.
Laying a solid foundation for Hanoi to achieve the strategic targets set out in Resolution No. 57-NQ/TW by 2030, including: 100% of online public service users; 100% of cashless transactions in online public services; 100% of eligible administrative procedures processed on digital platforms; 100% of leaders, officials, and civil servants in the city's political system processing work files online and using digital signatures; contributing to increasing the size of the digital economy to at least 35% of GRDP, exceeding the national average.
At the same time, it is necessary to strengthen coordination and synchronization among agencies, create breakthroughs in digital governance, improve the efficiency of services for citizens and businesses, and affirm the leading role of the Capital in the national digital transformation roadmap.
Regarding the content of the emulation campaign, the City Party Committee Office advised on the issuance of the Action Program to implement Resolution No. 57-NQ/TW, ensuring that 100% of the 2025 work plan integrates innovation and digital transformation content. It pioneered the deployment of shared digital transformation applications transferred by the Central Party Office, achieving 100% of documents and work files processed in a digital environment.


The Office of the Delegation of National Assembly Deputies and the People's Council of Ho Chi Minh City is promoting the application of digital platforms in management and operation, striving for 100% of documents and files to be processed in a digital environment. It is building a database of voter recommendations from the beginning of the 2021-2026 term and effectively utilizing software for receiving recommendations.
The Office of the People's Committee of Ho Chi Minh City advises on and develops breakthrough mechanisms and policies on innovation, digital transformation, and promoting socio-economic development. It also develops a model "Exemplary Digital Office," applying advanced technologies (AI, blockchain, virtual reality, etc.) to improve management and operational efficiency.
The City's Public Administrative Service Center ensures that 100% of essential public services reach level 4, integrating big data and AI to support citizens and businesses; 100% of administrative procedures are processed on digital platforms, raising the satisfaction level of citizens and businesses to over 95%; and building a transparent, efficient, and multi-sectoral integrated digital public service ecosystem.
