Kinhtedothi - 4 agencies including: Office of the City Party Committee, Office of the National Assembly Delegation and City People's Council, Office of the City People's Committee, City Public Administration Service Center have signed emulation agreements with many important contents to serve digital transformation.

On the morning of March 3, at the Conference to announce the decision on shared digital transformation applications at 3 levels in Party, government, Fatherland Front and socio- political organizations of Hanoi City organized by the Hanoi Party Committee, 4 agencies of Hanoi City signed emulation agreements with many important contents serving digital transformation.

Leaders of the Central and Hanoi City pressed the button to launch digital transformation applications shared at three levels in Party, government, Vietnam Fatherland Front agencies and socio-political organizations of Hanoi City.

Specifically, 4 agencies including: Office of the City Party Committee, Office of the National Assembly Delegation & City People's Council, Office of the City People's Committee, City Public Administration Service Center have signed emulation agreements with many important contents to serve digital transformation. The emulation period is from March 3 to December 31, 2025.

Accordingly, to concretize the viewpoints and guiding thoughts of the City Party Committee, People's Council, and People's Committee on breakthroughs in science and technology development, innovation and digital transformation, with specific actions and deeds, the four agencies agreed to launch a widespread emulation movement in the agencies, striving to effectively implement the city's innovation and digital transformation.

With the spirit of “Thinking like the Capital, acting like Hanoi”, to concretize the strategic goals of Resolution No. 57-NQ/TW, promoting the potential, intelligence and identity of the Capital. At the same time, creating a strong driving force for Hanoi to become a leading center of innovation and digital transformation in the region and the world.

The emulation goal is to promote the pioneering and exemplary role of agencies in applying science, technology, innovation and digital transformation, contributing to building Hanoi into a smart, modern, green, civilized city, worthy of its position as the political, economic and cultural center of the country.

Laying a solid foundation for Hanoi to achieve strategic targets according to Resolution No. 57-NQ/TW by 2030, including: the rate of using online public services reaches 100%; non-cash transactions in performing online public services reach 100%; 100% of eligible administrative procedures are processed on digital platforms; 100% of leaders, cadres, civil servants and public employees of the city's political system process work documents online and use digital signatures to resolve work; contributing to increasing the scale of the digital economy to account for at least 35% of GRDP, exceeding the national average.

At the same time, strengthen the coordination and synchronization between agencies, create a breakthrough in digital governance, improve the efficiency of serving people and businesses, and affirm the leading role of the Capital in the national digital transformation roadmap.

Regarding the emulation content, the City Party Committee Office advised on the issuance of an Action Program to implement Resolution No. 57-NQ/TW, ensuring that 100% of the 2025 work plan integrates innovation and digital transformation content. Pioneering the deployment of shared digital transformation applications transferred by the Party Central Committee Office, achieving 100% of documents and work files processed in the digital environment.

The Office of the National Assembly Delegation and the City People's Council promotes the application of digital platforms in management and operation, striving for 100% of documents and files to be processed in the digital environment. Build a database of voters' petitions from the beginning of the 2021-2026 term, effectively use petition reception software.

The City People's Committee Office advises and develops breakthrough mechanisms and policies on innovation, digital transformation, and promoting socio-economic development. Builds a model of a "Model Digital Office", applying advanced technology (AI, blockchain, virtual reality, etc.) to improve management and operation efficiency.

The City Public Administration Service Center ensures that 100% of essential public services reach level 4, integrating big data and AI to support people and businesses; 100% of administrative procedures are processed on digital platforms, raising the satisfaction level of people and businesses to over 95%; building a transparent and effective digital public service ecosystem, integrating multi-sector interconnected data.
