The 11th session of the Provincial People's Council passed 17 important resolutions.

Attending the session were comrades Ha Thi Nga, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee; members of the Provincial Party Committee; Standing Committee of the Provincial People's Council; leaders of the Provincial People's Committee, the Provincial Fatherland Front Committee, the Provincial Delegation of National Assembly Deputies; leaders of the Provincial Party Committee's departments, the Provincial Party Committee Office; and leaders of departments, agencies, districts, and cities.

The session heard, considered, and adopted draft resolutions on: Approving adjustments to the medium-term public investment plan using local budget funds for the period 2021-2025; the public investment plan using local budget funds for 2025 (phase 2); adjusting the investment policy for the Tuyen Quang - Ha Giang expressway project (phase 1) - the section through Tuyen Quang province; approving the tasks and budget estimates for the renovation and upgrading of facilities and equipment at the Provincial Conference Center from the state budget's recurrent expenditure in 2025 for the Office of the Provincial People's Committee; and regulating the authority to decide on the approval of tasks and budget estimates for the procurement of assets and equipment, and regulating the decentralization of authority to decide on the approval of tasks and budgets for the renovation, upgrading, expansion, and new construction of project items in projects already invested in from the state budget's recurrent expenditure in the province.

The delegates also discussed and unanimously adopted resolutions on: amending and supplementing Article 4 of Resolution No. 06/2020/NQ-HĐND dated December 15, 2020, of the Provincial People's Council stipulating policies to encourage the development of organic agricultural production in the province; regulations on interest rate support for loans from credit institutions for investment projects in bus vehicles and infrastructure construction serving public passenger transport by bus; support for users of public passenger transport by bus through fare exemption and reduction policies in the province; and the percentage (%) rate for calculating land lease prices, land lease prices for underground construction, and land lease prices for land with water surface in the province.

The delegates also unanimously approved the draft resolutions: Regulations on the collection, payment, management and use of registration fees and information provision on secured transactions involving land use rights and assets attached to land in the province; Regulations on supporting health insurance contributions for people with HIV who do not have health insurance cards in Tuyen Quang province for the period 2025 - 2030; Issuance of the List of public service activities using state budget in the fields of culture, family, physical education, sports and tourism in the province; Regarding the temporary exemption of tuition fees in the 2024 - 2025 school year due to the impact of typhoon No. 3 (Yagi) in the province...

With a high approval rate, resolutions on regulations on funding levels and support from the state budget for implementing certain policies on forest protection and development in the province; amendments and supplements to Clause 5, Article 2 and Article 4 of Resolution No. 26/2023/NQ-HĐND dated December 7, 2023, of the Provincial People's Council regulating non-professional personnel; personnel participating in activities in villages and residential areas; and the allocation of operating funds at the commune, village, and residential area levels in the province; and the decision on the policy of converting forest land to other purposes to implement 05 projects in the province... were also approved.
