The 5th session of the 15th National Assembly discussed several draft laws and resolutions.

On the morning of May 30th, continuing the program of the 5th session of the 15th National Assembly, delegates held a plenary session in the assembly hall to discuss: some contents of the draft Law on Electronic Transactions (amended) with differing opinions; the Decision on the investment policy for the road project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa province - connecting with Lam Dong and Ninh Thuan ; and the adjustment of the investment policy for the Ka Pet Reservoir Project in Ham Thuan Nam district, Binh Thuan province.

During discussions on investment policies for projects, the majority agreed on the necessity of investing in the road project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa province – connecting with Lam Dong and Ninh Thuan – and the adjustment of the investment policy for the Ka Pet Reservoir Project in Ham Thuan Nam district, Binh Thuan province. Some opinions suggested further research on the authorization mechanism for projects involving forest conversion similar to these two projects to avoid multiple submissions to the National Assembly.

Regarding the investment policy for the road project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa province - connecting with Lam Dong and Ninh Thuan provinces, delegates suggested carefully studying the route to ensure cost-effectiveness and efficiency, and meticulously calculating the land acquisition, relocation, and resettlement plan to avoid obstacles during implementation.

Discussing several contentious issues in the draft Law on Electronic Transactions (amended), delegates focused their comments on the scope of application, definitions of terms, state management responsibilities regarding electronic transactions, specialized digital signatures for official use, state management responsibilities regarding specialized digital signatures, and electronic identification accounts, etc.

In the afternoon, the National Assembly held group discussions on the draft Resolution on conducting votes of confidence and no-confidence votes for office holders elected or approved by the National Assembly and People's Councils (amended); and the draft Resolution of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City. The Ninh Binh Provincial Delegation of National Assembly Deputies participated in the discussion in Group 12 along with the Delegations of National Assembly Deputies from Hung Yen, Quang Tri provinces and Can Tho city.

During the group discussion on the draft Resolution of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City, Delegate Nguyen Thi Thanh, Member of the Central Committee of the Party, Member of the Standing Committee of the National Assembly, Head of the Delegation Affairs Committee, and Deputy Head of the Central Organization Committee (Ninh Binh Provincial Delegation of the National Assembly), agreed with the issuance of the Resolution, stating that this is the aspiration not only of voters and people of Ho Chi Minh City but also of people nationwide, thereby creating momentum for the development of the city and the country. However, the delegate also suggested that, in addition to the content and solutions already developed, the pilot implementation period should be considered, and the policies should have a longer-term vision and be more groundbreaking for Ho Chi Minh City, ensuring that by the time the pilot ends, the policies issued will truly be effective.

During the discussion on the draft Resolution on conducting votes of confidence and no-confidence votes for officials elected or approved by the National Assembly and People's Councils (amended), delegate Nguyen Thi Thanh further clarified the reasons for some of the amended regulations, such as: the provision that certain positions elected or approved by the National Assembly and People's Councils are not subject to votes of confidence; and the addition of a provision excluding those on sick leave for treatment of serious illnesses…

Participating in the group discussion, delegate Tran Thi Hong Thanh (Deputy Head of the National Assembly Delegation of Ninh Binh province) agreed with the issuance of the draft Resolution of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City. In addition, delegates specifically discussed: the effectiveness and efficiency of the pilot policies; inter-regional development issues; mechanisms and policies regarding finance; and carbon credit market transactions…
