People come to Thuan An ward to complete administrative procedures during the first few days of the new administrative system's operation.

Determination in my new role

Notably, the majority of the Party Committee secretaries in the 40 newly appointed communes and wards were born in the late 1970s and early 1980s. The age range of 40-50 years old is considered crucial in their careers, representing a period of enthusiasm and maturity in management and problem-solving, having gained many years of experience in state administration.

As the youngest secretary among the 40 newly appointed commune and ward Party committee secretaries, Mr. Pham Phuoc Phu, Secretary of Phong Thai Ward Party Committee (1) (born in 1983) has held important positions. Specifically, Mr. Phu worked for many years at the Office of the People's Committee of Hue City and before taking on his new position, Mr. Phu was the Deputy Director of the Department of Internal Affairs.

Mr. Pham Phuoc Phu shared: "Having the trust of the organization, I feel both proud and responsible, and I am determined to do my best; proactively build unity within the organization, and leverage collective strength to further develop Phong Thai ward and contribute to the overall development of the city." In the first few days in his new position, Mr. Phu and the ward's team quickly grasped the work; leading and operating the new system to ensure smooth and efficient operation.

Mr. Luu Duc Hoan, Secretary of the Party Committee of Chan May - Lang Co commune (2) (born in 1982) is also a cadre who rose through the ranks from the city level, having worked at the City National Assembly Delegation, and then at the City Party Committee Office. Before taking on the new commune Party Committee secretary, Mr. Luu Duc Hoan was the former Secretary of the Phu Loc District Party Committee. With his experience in work, Mr. Hoan is expected to work with the Standing Committee of the Party Committee and local leaders to "steer" Chan May - Lang Co commune to develop and become a worthy economic center in the south of the city.

Mr. Luu Duc Hoan shared that assuming the position of Party Committee Secretary during the transition and merger period is an honor, but also a great responsibility. With the sense of responsibility of the head of the Party committee, he will promote unity and democracy; firmly grasp the practical situation of the locality, inherit traditional values and achievements; and proactively develop a new development plan and vision that is appropriate to the scale, potential, and advantages of the merged area.

Maximize your abilities and sense of responsibility.

A new spirit, a new momentum, and a new determination were evident from the very first days of the two-tiered local government system's operation. Despite initial difficulties regarding infrastructure and the need for Party and government agencies to be located in different positions, the system fundamentally ensured interconnectedness and stable, smooth operation in leadership, guidance, and work implementation.

Mr. Luu Duc Hoan stated: "The road ahead will present many difficulties and challenges, but with the close leadership and guidance of the City Party Committee and the City People's Committee, along with the consensus and unity of cadres, Party members, and the people, I believe that the merged locality will unleash new strengths; contributing to the construction and development of Hue City as a cultural heritage city that is smart, adaptable, green, clean, beautiful, safe, and sustainable. I myself will also continuously cultivate my moral character; improve my leadership capacity, political acumen, and spirit of service to the people, determined to excellently fulfill all assigned tasks."

At the ceremony to hand over decisions on the transfer and appointment of officials to assume key positions at the new commune and ward levels, Mr. Le Truong Luu, Member of the Central Committee of the Party, Secretary of the City Party Committee, Chairman of the City People's Council, and Head of the City's National Assembly Delegation, assessed: The officials in the standing committees of the commune and ward Party committees are a high-quality team. The officials transferred to the grassroots level are trusted by the city leadership, possess sound thinking, and have received thorough training. Therefore, these officials need to maximize their potential, quickly adapt to the work, create a new atmosphere, avoid disruptions to work, and ensure the smooth operation of the commune and ward apparatus to best serve the people and businesses.

Regarding the application of technology and digital transformation in work, after inspecting the operation of the new administrative apparatus in several communes and wards, City Party Secretary Le Truong Luu emphasized: Besides upgrading infrastructure, the more important requirement is that officials must master technology and apply it to the practical management of their work. Each official must be more proactive in updating knowledge and improving their information technology skills; especially key officials and leaders of Party committees must be pioneers and role models in applying and mastering technology.
