At the ceremony, Minister of Education and Training Nguyen Kim Son said that in its position and role as the sector management agency, the Ministry has proactively coordinated and guided 22 provinces and cities with land borders to organize reviews, determine needs, select, develop investment plans, prepare land and other conditions to invest in building inter-level boarding schools to implement the Politburo's policy.
Up to now, the portfolio of 100 schools invested in from 2025, completed before the start of the new school year (2026-2027) has been allocated capital by the Prime Minister for the 2025 investment plan very favorably; localities have actively implemented to complete the tasks according to plan.

In the list of 100 schools that started construction this year, up to now, there are 28 schools that have started construction and are under construction. This is not only a very big event for the industry, for the border provinces and cities, but also a national event, an event with profound political and humanistic significance.
Investing in building inter-level boarding schools in border communes is not only about building schools and overcoming difficulties and shortages in school facilities, but it is also a political task, a key task in the country's socio-economic development, and a breakthrough step in the education and training sector of our country in terms of thinking, theory and practice.

The Minister emphasized that the 100 inter-level boarding schools being invested in are projects implemented in the first phase of a total of 248 schools in 248 border communes. These are large-scale projects, built synchronously and modernly, meeting the needs of studying, living, boarding and semi-boarding for students and public housing for teachers; providing a comprehensive educational and training environment.
The total investment (funding requirement) is nearly 20 trillion VND, guaranteed by the central budget. Schools are invested in a large, synchronous, modern scale, meeting simultaneously educational activities, living, training of morality, intelligence, physical fitness, and aesthetics, with the goal of comprehensive development; having a system of facilities that reaches the highest level (level 2 according to current regulations, some criteria exceed level 2 such as space and area). Currently, many general schools have not met this standard.

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that today, in the exciting atmosphere of the whole country competing to achieve achievements to welcome the 14th National Congress of the Party, we are very happy to attend the groundbreaking ceremony for the construction of boarding schools for primary and secondary levels in border communes. This is an event of profound political, social and humanistic significance, demonstrating the spirit of "The whole country looks to the border, for the future of children of all ethnic groups".
From the main bridge in Thanh Hoa, on the occasion of the groundbreaking ceremony and the celebration of Vietnamese Teachers' Day November 20, on behalf of the leaders of the Party, State, Government, the Prime Minister would like to send to the leaders of departments, ministries, branches, localities, distinguished delegates, teachers, parents and students our respectful greetings, warm regards and best wishes.
The Prime Minister stated that our Party and State always consider education and training as the top national policy, with a particularly important role, creating the foundation for the formation and development of human personality, qualities and capacities, and being the decisive factor ensuring success in making breakthroughs in human resource development to serve the cause of building and defending the socialist Vietnamese Fatherland; people are the most valuable capital, both the goal, the driving force and the resource for development; investing in education is investing in development. We must comprehensively develop "virtue-intelligence-body-beauty" for Vietnamese people in the new era - the era of rising up of a rich, prosperous, civilized, prosperous nation, steadily moving towards socialism.
Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development has clearly identified a shift in thinking from mainly equipping knowledge to comprehensively developing learners' capacity and qualities; with the viewpoint "School is the foundation, students are the center, teachers are the driving force", the Politburo and General Secretary To Lam directed the issuance of Conclusion Notice No. 81-TB/TW dated July 18, 2025 on unifying the investment policy to build inter-level primary and secondary boarding schools in 248 land border communes.
In particular, it is clearly identified that this is a key and important task to improve people's knowledge and human resource quality, create a source of cadres from local ethnic minorities in remote areas, contributing to improving the material and spiritual life of border people, and contributing to strengthening national security and defense.
In the immediate future, the pilot investment will complete the construction and renovation of 100 schools in 2025, then be deployed on a large scale to complete the investment target of building 248 schools in the next 2-3 years. The schools that have sprung up not only have the normal meaning of being schools but also represent the belief and aspirations of children of ethnic minorities in border communes.
Implementing the direction of the Politburo, the Government Party Committee, the Government, and the Prime Minister, the Government has focused on leading and directing the Ministry of Education and Training, ministries, branches, functional agencies, and border localities to urgently and resolutely implement the directions, in which the Ministry of Education and Training is assigned to preside over reviewing, amending, and supplementing relevant regulations to ensure that students in land border communes enjoy full boarding and semi-boarding policies. Develop plans to arrange teachers, train teachers in ethnic languages, maintain school operations, and provide allowances for teachers, and have plans for schools nationwide to form sister schools with schools in border communes.
The Prime Minister has issued a decision to apply English as a second language from next year, so there must be enough equipment to learn English, IT and other social knowledge such as music, sports. Therefore, students must fully enjoy these functions in inter-level boarding schools.
The Prime Minister assigned the Ministry of Construction to preside over the design of a model for localities to refer to, which is suitable to the local culture, regional terrain, conditions, land area and local capacity, but must have full functions; assigned the Ministry of Finance to preside over the balancing of the central budget and local budget, in which the central budget is the main one, combined with local budgets, non-state budgets, budgets from enterprises, philanthropists and other legal sources.
Assign the People's Committees of border provinces and cities to review and adjust planning, take responsibility for arranging land funds for school construction, ensure technical infrastructure such as electricity, clean water, telecommunications, drainage systems, ensure a safe living environment, and fully functioning ecosystem for students; mobilize armed forces and youth in the area to implement the policy of investing in school construction and renovation, closely monitor this process, prevent negativity from occurring; have an effective exploitation plan after completing the investment and construction.
Thanks to the efforts of the entire political system, 28 schools have been started and built so far, of which General Secretary To Lam directly started construction of 2 schools in Si Pa Phin commune in Dien Bien province and Na Ngoi commune in Nghe An. For 56 schools, localities have carefully prepared and started construction today. The 3 provinces of Gia Lai, Quang Ngai and Da Nang will start construction of the remaining 16 schools immediately after overcoming the consequences of natural disasters and floods.
Today, from the main bridge and online bridges in the border communes, we are very happy to witness the common joy spreading along the length of the Fatherland's border - everywhere there are bright, excited eyes of teachers, students and people witnessing the groundbreaking of primary and secondary boarding schools, contributing to spreading the spirit of humanity and social responsibility in the journey of spreading knowledge in the border areas.
On behalf of the Party and State leaders, the Prime Minister acknowledged, highly appreciated and warmly commended the Ministry of Education and Training, relevant ministries, branches and agencies, especially the localities, construction units, teachers, students and people in border areas for their efforts, joint efforts and consensus in implementing this meaningful program. The Prime Minister also sincerely thanked the organizations, businesses, individuals and philanthropists at home and abroad for always accompanying, contributing and supporting the implementation of the Program.
To ensure the new schools are put into operation for the new school year 2026-2027 (no later than August 2026), the Prime Minister requested the Minister of Education and Training, heads of relevant ministries and agencies, especially the Secretaries and Chairmen of border provinces and cities, leaders of relevant departments and branches to focus on leadership and close direction, regularly go to construction sites, promptly resolve difficulties and problems, support contractors, construction units, and supervision consultants to have good working conditions, and construct schools with the spirit of "3 shifts, 4 shifts", "eat quickly, sleep quickly", "overcome the sun, overcome the rain, not lose to the storm", considering this as a lightning-fast, bold campaign like King Quang Trung in the past, completed on time, according to regulations, and with the right quality. Each new school will "sow letters, nurture knowledge, light up dreams, and realize aspirations" for students, symbolizing the spirit of national unity and the affection of compatriots.
The Prime Minister requested agencies and construction units to ensure five things: quality and progress of site clearance and material sources; technical and artistic skills, environmental sanitation, landscape, and labor safety; to prevent corruption and negativity; to ensure that investments are effective and bring practical benefits to students, teachers, and parents, contributing to the socio-economic development of the area.
The Prime Minister respectfully requested the Fatherland Front to continue calling on all organizations, businesses, entrepreneurs, philanthropists, and the whole society to join hands in supporting and contributing to the construction and renovation of schools in border communes, with the spirit of "those who have a lot contribute a lot, those who have little contribute a little, those who have merit contribute merit, those who have money contribute money, wherever is convenient, contribute there", all for the sake of beloved students.
In particular, on this occasion, the Prime Minister expressed his deep gratitude and appreciation to the team of teachers working in mountainous, remote, isolated and border areas. Teachers are the silent soldiers, bringing knowledge to the farthest places, sowing seeds of faith and aspiration. It is thanks to their love for the profession, their love for students and their perseverance that many generations of students in border areas have been able to fulfill their dreams, rise up to change their lives and contribute to building the country. The schools we build today will be the most meaningful words of gratitude to the teachers - those who have persistently "stayed in the villages, sowed knowledge, and protected the country" with all their heart and sense of responsibility.
The Prime Minister also cordially sent his best wishes to the beloved students in the border areas, nurturing their dreams and contributing to building an increasingly prosperous country. We believe that with the spirit of "what is said is done", "what is committed is done", "what is done must have specific, measurable and quantifiable results" and the drastic participation of the entire political system, the entire people, the entire army, especially the border localities.
The program of building boarding schools for primary and secondary schools in the border communes will be a great success under the leadership of the Politburo, the Secretariat, headed by General Secretary To Lam, and the participation of the entire political system, achieving the set goals and requirements - so that all children in the border areas can study under the roof of a socialist school, and be raised in a good environment. Thereby, contributing to promoting the rapid and sustainable development of the beloved border areas of the Fatherland, contributing to the rapid and sustainable development of the country.
