At the meeting, Prime Minister Pham Minh Chinh stated that this was the third time the two sides had met and exchanged views directly in the past two years, a vivid testament to the increasingly close cooperative relationship between Vietnam and WIPO in particular, and with the United Nations in general.
The Prime Minister expressed gratitude for WIPO's attention and support to Vietnam in the process of building and integrating into the global innovation and intellectual property system; contributing to creating momentum and inspiring Vietnam to develop science and technology and innovation.
The Prime Minister stated that, recognizing the need for correct thinking, policies, and guidelines, the Politburo issued Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation, and digital transformation. Simultaneously, Vietnam is focusing on investing in synchronous and modern infrastructure, training high-quality human resources, improving governance efficiency, and strengthening international cooperation in science and technology, innovation, and intellectual property.

The Prime Minister requested WIPO to strengthen its advisory, support, and cooperation efforts to help Vietnam enhance its capacity in these areas. Both sides should establish mechanisms to further deepen, strengthen, and improve the effectiveness of their cooperation, making it a model for enhancing investment efficiency in science and technology; promoting the commercialization of research and development (R&D) results; and developing high-tech industrial-service-urban zones.
At the same time, the Prime Minister requested WIPO's support in developing Vietnam's cultural and entertainment industries to promote its cultural and historical traditions, the creative potential of young people, and meet the people's needs for enjoyment; to create momentum, inspire, and raise awareness among the people and young people about the role of science and technology, innovation, intellectual property; and to address climate change…

The Prime Minister assigned the Ministry of Science and Technology as the focal point to continue research, maintain regular exchanges with WIPO, organize forums, and implement specific cooperation activities.
For his part, WIPO Director General Daren Tang affirmed that Vietnam has become a close partner of WIPO and highly appreciated Vietnam's strong approach and political commitment to science and technology development and innovation, especially the Politburo's issuance of Resolution 57 with sustainable development goals and the view that science and technology and innovation are the main driving forces of development.

He stated that, despite enduring decades of war, siege, and embargo, according to WIPO's Global Innovation Index (GII) 2025 report, Vietnam is one of the fastest-growing countries in the world, rising from 53rd place in 2023 to 44th place in 2025 out of 139 countries and economies globally; among lower-middle-income economies, Vietnam ranks second out of 37, only behind India.
He affirmed that, compared to other countries with similar levels of socio-economic development and emerging economies, Vietnam is a model of innovation, scientific and technological development, and improving the skills of its people.

At the same time, WIPO Director General Daren Tang emphasized that WIPO is committed to continuing close cooperation on the issues mentioned by the Prime Minister, strongly implementing activities to support Vietnam in perfecting its institutions, mechanisms, and policies; implementing Resolution 57 of the Politburo; developing tools and indicators to assess the contribution of science and technology and innovation; promoting stronger research and development (R&D) activities and commercializing research results to bring efficiency and benefits to the people; cooperating in the field of intellectual property, supporting large corporations and businesses as well as startups, developing, promoting, and protecting brands, for example, Vietnamese coffee; promoting the development of cultural industries, creative economy, and digital economy, such as in the fields of film and fashion; and responding to climate change…
Mr. Daren Tang expressed WIPO's hope and belief that Vietnam will continue to be a model of innovation among emerging economies to share with countries around the world.
