Some experiences in site clearance work in Hai Lang

Compensation and land clearance work has always received attention from the provincial leadership, support from departments and agencies, and the consensus of the people. As a result, from 2015 to the present, Hai Lang district has basically handed over land to investors on time for the construction of projects in the district.

However, despite the achievements, land clearance work still faces some difficulties, such as many land parcels not yet having land use right certificates, making it difficult to determine the time, origin, and history of land use in order to apply compensation and support policies in accordance with the law. Land cadastral records compiled over various periods contain many errors, are incomplete, and do not reflect the current land use status, thus causing difficulties in preparing compensation, support, and land acquisition documents.

In some localities, the work of disseminating information and mobilizing the people faces considerable difficulties because many residents deliberately obstruct the land acquisition process, refusing to hand over the land even after a land acquisition decision has been made. In some cases, people have received compensation but still refuse to hand over the land, and in other cases, despite repeated attempts at persuasion, they resolutely refuse to accept compensation and support for land clearance.

Recently, to ensure that the Quang Tri Industrial Park (Phase 1) and My Thuy Port Area (Phase 1) projects do not experience delays in handing over cleared land to investors, Hai Lang district has implemented a comprehensive set of solutions to improve land clearance. Currently, the Quang Tri Industrial Park project has completed land clearance on an area of ​​96.01 hectares, involving land and assets of hundreds of households, including 39 houses and 439 tombs, with a total compensation cost of over 122 billion VND. The project commenced on December 15, 2023.

The My Thuy Port Area Project has completed phase 1 of land clearance covering an area of ​​125.49 hectares, with a total compensation and support payment of 97.32 billion VND to the people, ensuring the necessary land conditions for investors to commence construction from March 25, 2024.

Mr. Cai Quoc Quan, Head of Tan Xuan Tho village, Hai Truong commune, said that the people are very excited and agree with the policy of building the project because after the Industrial Park becomes operational, it will create jobs, increase income for the people, and contribute to the state budget. Therefore, the village actively participates with all levels and sectors to do a good job of land clearance.

Sharing Mr. Quan's viewpoint, the Chairman of the Vietnam Fatherland Front Committee of Hai Truong commune, Truong Minh Thanh, hopes that the Quang Tri Industrial Park will soon become operational to create momentum for economic development in Hai Lang district in particular and Quang Tri province in general. With that in mind, the Party Committee and the government of Hai Truong commune have worked with the highest sense of responsibility to ensure that land clearance is carried out legally and meets the legitimate aspirations of the people in the project area.

Sharing her thoughts on this matter, the Standing Deputy Secretary of the Hai Lang District Party Committee, Hoang Thi Phuong Nam, stated that to achieve progress and gain the people's consensus, the Party Committee, the government, and the entire political system of Hai Lang district have always flexibly applied President Ho Chi Minh's ideology in land clearance work. This includes focusing on being close to the people, respecting and resolving the legitimate rights of the people, and emphasizing the exemplary role of cadres and Party members in the project area.

Hai Lang District established a Steering Committee for Land Clearance and Compensation, chaired by the District Party Secretary; and a District-level Propaganda and Mobilization Committee for Land Clearance and Compensation, chaired by the Standing Deputy Secretary of the District Party Committee. Simultaneously, it directed each project to establish a propaganda and mobilization team with appropriate members, according to the assigned responsibilities. Team members must have a thorough understanding of the project's content and clearly grasp the areas requiring mobilization and persuasion to ensure its implementation.

Accordingly, the implementation of propaganda and mobilization work among the people should follow the motto "reach every alley - knock on every door - identify every individual," "the method should suit each individual,"... while also enlisting the opinions of the elderly, influential figures, and core forces in the locality, as well as promoting the exemplary role of officials, civil servants, and Party members in land clearance implementation.

Furthermore, the process of directing and implementing land clearance must follow the correct procedures and comply with the Land Law and other relevant legal regulations, from the planning and announcement of the plan, the land acquisition policy, to the review and preparation of land acquisition documents, surveying, preparation and appraisal of compensation and support plans for land clearance, as well as resettlement, handover of the land to the construction unit, and management of the cleared land boundaries. This includes ensuring accurate surveying and compensation planning, publicly disclosing the results of the survey and compensation plan, and promptly addressing the people's requests.

On the other hand, it is crucial to regularly inspect and closely monitor the process of surveying and determining the area, type of land, and land parcels, and establishing land clearance records. We must resolutely prevent any instances of intentional falsification of records for personal gain. After the plan is approved, compensation should be paid to the people promptly, in a transparent and open manner, helping them to quickly stabilize their lives after land acquisition.

Ms. Hoang Thi Phuong Nam further shared that there are many lessons learned from the land clearance work in Hai Lang, but one of the most important is that the district's authorities and departments have genuinely cared about the rights of the people. If the state's regulations on compensation and support for land clearance have already applied the maximum amount but people are still disadvantaged, then other regulations and other sources of support must be studied and applied. When people see the concern and dedication of the Party committee and the government, it will create trust, consensus, and unity.

To achieve this, the Hai Lang District Party Committee, People's Council, and People's Committee consistently uphold President Ho Chi Minh's teaching: "We should not fear scarcity, only injustice," therefore, openness, fairness, and transparency are paramount requirements in land compensation and clearance. Accordingly, in land clearance work, the compensation and support levels must be accurately determined, without errors, avoiding favoritism that benefits some and disadvantages others, thereby preventing suspicion and eroding public trust, which would negatively impact land clearance efforts.
