Enhancing the effectiveness and efficiency of leadership and guidance in the fight against corruption and negative practices.

On the morning of May 14th, comrades Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Steering Committee; and Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Deputy Head of the Steering Committee, chaired the eighth meeting of the Provincial Steering Committee for Anti-Corruption and Negative Phenomena. The meeting discussed the situation and results of the Steering Committee's activities, and the progress in monitoring and directing the resolution of cases and incidents under the Steering Committee's supervision and direction. Attending the meeting were comrade Hoang Thai Phuc, Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Department, and Standing Deputy Head of the Provincial Steering Committee; and other members of the Provincial Party Committee's Standing Committee and the Steering Committee.

In the first five months of the year, the Provincial Steering Committee issued six documents and directed the Provincial Party Standing Committee to issue seven documents on preventing and combating corruption and negative practices. This was done to lead, guide, and promptly implement the regulations of the Central Government and the conclusions of the Central Steering Committee following its meetings. The Provincial Steering Committee's 2024 work program was implemented seriously from the beginning of the year. Since the 7th meeting of the Provincial Steering Committee, all levels and sectors have thoroughly understood, implemented, and promptly carried out the regulations and directives of the Central Government, the Provincial Party Committee, the Provincial Party Standing Committee, and the Provincial Steering Committee on preventing and combating corruption and negative practices. Many proactive measures have been implemented to prevent, detect, and strictly handle corruption and negative practices in the province. Therefore, the work of preventing and combating corruption and negative practices has seen many significant changes, contributing to raising the sense of responsibility of all levels, sectors, officials, Party members, and civil servants in fulfilling their assigned duties and responsibilities. Members of the Provincial Steering Committee have proactively and responsibly implemented tasks according to the 2024 work program of the Provincial Steering Committee, with many tasks being implemented effectively and creating a widespread impact, such as: the work of disseminating, implementing, and concretizing regulations on power control and the prevention and combating of corruption and negative practices; the review and promulgation of provincial regulations related to the prevention and combating of corruption and negative practices; and the direction and handling of cases and incidents under the supervision and direction of the Provincial Steering Committee, as well as the timely detection and handling of cases related to corruption and negative practices.

Comrade Hoang Thai Phuc, Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Department, and Deputy Head of the Provincial Steering Committee, delivered a speech at the meeting.

Comrade Tran Van Phuc, Member of the Standing Committee of the Provincial Party Committee and Director of the Provincial Public Security Department, delivered a speech at the meeting.

After listening to the discussions of the members of the Provincial Steering Committee, in his concluding remarks, Comrade Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial Steering Committee, agreed with the proposals regarding the plans, tasks, and solutions of the advisory agency in implementing the work of preventing and combating corruption and negative phenomena in the coming period; and agreed to remove one case from the Provincial Steering Committee's monitoring and direction list because the appellate judgment has become legally effective.

The comrade also emphasized several issues that the Provincial Steering Committee needs to unify and include in its guiding conclusions, suggesting areas that need to be focused on effectively in the coming period. Specifically, all levels, sectors, the Provincial Steering Committee, and its members should build upon the achievements already made, strengthen their responsibilities, and especially enhance coordination to both continue implementing the policies and directives of higher levels and successfully complete the tasks set by the Standing Committee of the Steering Committee, closely following the directives of the Provincial Party Committee and the Provincial Party Standing Committee. They should leverage the role of each level, sector, and focal point, upholding the role and responsibility, and improving the efficiency of resolving and handling cases and incidents from the outset, promptly and at the grassroots level. They should also strengthen dialogue and address petitions, complaints, and denunciations from citizens. Simultaneously, we must vigorously implement general policies while focusing specifically on emerging areas and issues in the province, such as finance, land, and policies, in order to provide timely leadership and guidance for their resolution. We must further enhance the effectiveness and efficiency of leadership and guidance at all levels, especially by strengthening and consolidating the capacity of government agencies in advising the Provincial Party Standing Committee on policies and measures to ensure the effective implementation of anti-corruption and anti-negative practices prevention and control efforts, as well as other assigned tasks.
