The Russian Ministry of Defense announced that President Vladimir Putin has signed a new decree on salaries and support for contract soldiers participating in Special Military Operations (SVO) in Ukraine.
The new salary and support system will take effect from July 1st. Currently, the Russian government is finalizing the circulars and guidelines for implementing the new salary system within 60 days.
Who will get paid?
Payments will be made to military personnel who have completed their military service or served in the internal affairs, executive, and other branches of government, and those who are entitled to retirement benefits. Previously, under the old pension law, monthly payments would stop after a citizen decided to join the SVO.

According to the new regulations, contract soldiers participating in the SVO will receive 100% of their monthly seniority pension and will be entitled to retroactive payments for any previously missed months. In addition, retired military personnel who have served in combat or undergone specialized military training will receive preferential treatment (but not exceeding 3 months). The new salary and benefits scheme also applies to those continuously receiving hospital treatment, on sick leave, and declared temporarily unfit for combat.
In September 2023, the Russian President signed a decree on similar subsidy payments for citizens who were subject to partial mobilization in 2023.
In late May 2024, Vladimir Putin signed a decree allowing simultaneous payment of two pensions to families who have lost their breadwinner due to their participation in the SVO (Supreme Volunteer Corps). Under the new law, women who have lost their husbands, or whose husbands are serving in the military or volunteer corps, will receive survivor benefits if they have not remarried and are raising children under 23 years of age.
According to the Russian President, the soldiers participating in the SVO are now the true elite of Russia. These include not only military personnel but also workers.
"These are trustworthy people, proven and who have demonstrated their dedication," the Russian president emphasized.
Currently, the minimum wage for a contract soldier in a special operations zone is 204,000 rubles per month. In addition, upon signing the contract, contract soldiers receive a one-time support payment from the regional authorities or a direct salary supplement. For example, in Moscow, this is 50,000 rubles per month.
Russia is employing a diversionary tactic as Ukraine attempts a counterattack in Volchansk.
According to Military Summary, Russian troops launched a swift offensive and quickly gained control of the Rozdolivka settlement. Russian offensive forces are gradually closing the encirclement around the city of Siversk. To advance towards the administrative boundaries of Donetsk, regaining control of the strategically important city of Siversk is crucial for Russia. Therefore, this front is likely to intensify in the coming period.
From the direction of Kupyansk, Russian troops are believed to have advanced into Stepova Novoselivka after Ukrainian defenders were forced to abandon their positions due to a lack of fire support. Simultaneously, Russian combat units penetrated the area surrounding the hospital, a key stronghold of the Ukrainian Armed Forces near Krasnogorivka.
Meanwhile, on the Avdeevka front, newly released video clips show that Russian troops have taken control of positions in the center of the village of Sokol.
On the Kharkiv front, despite knowing that Russia had reinforced its defenses with superior air and artillery fire in Volchansk, Ukraine still attempted a counterattack.
Ukrainian combat units in the town of Volchansk are attempting to attack the Volchansky Khutors area and reach the quarry area. Ukraine's reinforcement of forces on one side of the front has allowed Russian troops to seize the bridgehead in the village of Tikhoe, putting Kyiv's offensive at risk of being flanked.

The terrain in the mining area was very favorable for Russian defense. The terrain-based fortifications, combined with firepower, made any attempt to attack the area costly.
Is Ukraine ready for peace talks by the end of 2024?
Speaking to the Lenta news agency, Dmitry Novikov, First Deputy Chairman of the Russian State Duma Committee on International Affairs, assessed that Ukrainian President Volodymir Zelensky is trying to delay the possibility of peace negotiations until the end of 2024.
“Volodymir Zelensky’s announcement of a comprehensive plan means he is not yet ready to discuss the plan announced by the Russian side. Therefore, on the one hand, we are trying to postpone discussions on this issue. On the other hand, if there is an attempt to develop some kind of alternative plan, this could be considered a refusal to implement the plan that Russia has developed,” Dmitry Novikov stated.
According to the First Deputy Chairman of the Russian State Duma Committee on International Affairs, Moscow must discuss the peace plan with those who actually possess the necessary power for the agreements reached to be implemented in practice.
“Another point to note on this issue is that this is precisely why Zelensky shifted from military rhetoric and threats of counterattack to a more moderate approach and the development of several initiatives. According to his plan, this would allow Zelensky to remain subject to international agreements. To some extent, it would legitimize his exercise of the functions of the President of Ukraine. However, Russia does not agree with this approach,” Dmitry Novikov asserted.
