According to the plan, the conference will be held on March 6th in Hanoi , and will be broadcast online to 63 locations across the country.
The conference aims to remove difficulties and obstacles, promote the development of social housing and effectively implement the Project "Investing in the construction of at least 1 million social housing units for low-income people and industrial park workers in the 2021-2030 period".
In a report submitted to the Prime Minister ahead of the national conference on social housing, the Ministry of Construction stated that from 2021 to the present, localities nationwide have completed the investment in 103 social housing projects, with a construction scale of 66,755 apartments.

In 2024 alone, the whole country completed the construction of 28 projects, with a construction scale of 21,874 apartments, an increase of 58% compared to 2023.
Localities with a number of completed social housing units higher than the target in the Government's Project to build 1 million apartments by early 2025 include: Khanh Hoa 3,364 units, An Giang 1,809 units, Binh Dinh 4,427 units, Hanoi 11,334 units, Bac Ninh 7,020 units.
Notably, some localities have completed social housing numbers much lower than the target in the project such as: Ho Chi Minh City 2,745 units, Binh Phuoc 350 units, Binh Duong 2,045 units, Quang Ninh 412 units.
Mr. Le Hoang Chau, Chairman of the Ho Chi Minh City Real Estate Association (HoREA), also recently presented a paper outlining 10 proposals to address difficulties and obstacles and promote housing development.
One of the major proposals mentioned by Mr. Chau concerns several issues related to preferential loans.
Specifically, HoREA proposes that the Ministry of Construction submit to the Prime Minister for consideration the repeal of Clause 3, Article 77 of Decree 100/2024/ND-CP, to allow the Social Policy Bank to provide preferential loans to investors of social housing projects, housing for the armed forces, and individuals building or renovating houses for rent, in order to ensure consistency, uniformity, and eliminate legal conflicts.
HoREA also requested the Vietnam Development Bank to publish the loan conditions, loan amount, loan term, interest rate, loan collateral, and other relevant details for loans at the Vietnam Development Bank in accordance with current laws on state investment credit, so that investors in social housing projects can access preferential loans from the Vietnam Development Bank.
The Association requested the State Bank of Vietnam to issue a document guiding 9 commercial banks to implement a reasonable commercial loan interest rate mechanism, with interest rates 1.5-2% lower during the preferential period, in order to maximize the effectiveness of the VND 145,000 billion credit program.
