Many policies are being implemented to help farmers resume production after storms and floods.

The "double natural disaster" in November 2025 caused significant damage to agricultural production. To stimulate the resumption of production, Gia Lai province has implemented various policies to support farmers.

Gia Lai province has just issued a policy to support agricultural production areas damaged by Typhoon No. 13 and the historic floods that occurred last November.

Accordingly, rice fields with over 70% damage will receive support of 6-10 million VND/ha, and those with 30-70% damage will receive 3-5 million VND/ha; rice seedlings with over 70% damage will receive 30 million VND/ha, and those with 30-70% damage will receive 15 million VND/ha; annual crops with over 70% damage will receive 6-15 million VND/ha; those with 30-70% damage will receive 3-7.5 million VND/ha; perennial crops with over 70% damage will receive 12-60 million VND/ha; those with 30-70% damage will receive 6-30 million VND/ha.

The fisheries sector, affected by natural disasters (including aquaculture, production, and breeding of aquatic species), will also receive support; specifically, semi-intensive and intensive aquaculture in ponds (lakes) will receive 60 million VND/ha; aquaculture in tanks, cages, and rafts will receive 30 million VND/100 ; and other forms of aquaculture will receive 15 million VND/ha.

Salt farmers who suffer losses due to natural disasters are no exception; areas currently in production or areas where salt has already been collected in the fields will receive support ranging from 3-4 million VND/ha.

The beneficiaries are individuals, households, farm owners, cooperatives, and small and medium-sized enterprises engaged in crop cultivation, livestock farming, forestry, fisheries, and salt production. Livestock farmers who suffer losses due to natural disasters also receive specific support levels for each type of livestock. These are the sectors directly affected when natural disasters occur and pest outbreaks occur.

Funding for support programs for non-small and medium-sized enterprises (SMEs) is 80% from the central government budget, with the remaining 20% ​​fully covered by communes and wards in Zone III; for communes and wards in Zone IV, the provincial budget provides 50% of the funding, and the commune/ward budget covers the remaining 50%. Funding for support programs for SMEs comes from the provincial budget and other legitimate financial sources.

The aforementioned support policies demonstrate that the Gia Lai provincial government is always standing alongside farmers in the context of climate change, which poses many risks to agricultural production.

“In recent years, natural disasters have frequently occurred, causing widespread damage to agricultural production. Many production areas have suffered total crop failure, numerous households have experienced livelihood disruptions, increased debt, and the risk of falling back into poverty. Gia Lai province's support policies are timely and appropriate to practical needs, ensuring the restoration of agricultural production and creating livelihoods for farmers,” shared Mr. Cao Thanh Thuong, Director of the Gia Lai Department of Agriculture and Environment.

Policies aimed at sustainable fisheries.

In addition to policies supporting farmers affected by natural disasters, Gia Lai province also has policies to support fishermen whose fishing boats have been dismantled, helping them stabilize their lives.

To implement the policy of "reducing fishing and increasing aquaculture" in the fisheries sector, Gia Lai province also has a policy to support fishermen whose fishing vessels are no longer needed for fishing and whose vessels do not meet the operating requirements and are confiscated by the State for disposal by destruction or liquidation, and to support fishermen in switching to other occupations.

The goal of this policy is to remove unqualified fishing vessels from the fishing vessel management system, aiming to completely eliminate vessels with a high potential for violating illegal, unreported, and unregulated (IUU) fishing practices, thereby contributing to the removal of the European Commission's "yellow card" on Vietnamese fisheries.

"This policy is the foundation for restructuring the fishing fleet towards reducing fishing intensity, protecting aquatic resources, and improving the effectiveness of state management," said Cao Thanh Thuong, Director of the Gia Lai Department of Agriculture and Environment.

Accordingly, fishing vessels operating for less than 5 years will receive 80% support for the cost of new hull construction, equivalent to over 21.7 million VND/ton of registered vessel; fishing vessels operating for 5 to under 10 years will receive 70% support for the cost of new hull construction, equivalent to over 19 million VND/ton of registered vessel; fishing vessels operating for 10 to under 20 years will receive 60% support for the cost of new hull construction, equivalent to over 16.3 million VND/ton of registered vessel; fishing vessels operating for 20 years or more will receive 50% support for the cost of new hull construction, equivalent to over 13.6 million VND/ton of registered vessel; and 70% support for the cost of main engines for used fishing vessels, equivalent to over 591,000 VND/HP.

This support is a one-time payment and does not include the actual costs of dismantling and disposing of the vessel. The above policies will be in effect until December 31, 2026. The total estimated budget for this policy (including support for vocational retraining) is nearly 138 billion VND.

According to Mr. Cao Thanh Thuong, Director of the Gia Lai Department of Agriculture and Environment, this is an important investment to ensure sustainable livelihoods for the people, while contributing to the province's strategic goals in combating IUU violations and developing the fisheries sector sustainably.

"The aforementioned support policies are two of the 65 resolutions passed at the 5th session of the Gia Lai Provincial People's Council, 12th term (2021-2026), which took place in early December 2025," Mr. Thuong said.
