Ninh Binh honors the contributions of the business community

On the afternoon of October 11, the Provincial Party Committee, People's Council, and People's Committee held a meeting to celebrate the 79th anniversary of Vietnamese Entrepreneurs Day (October 13, 1945 - October 13, 2024).

Attending the event were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of the People's Council, People's Committee, Vietnam Fatherland Front Committee of the province; leaders of the Vietnam Federation of Commerce and Industry , representatives of the Vietnam Association of Small and Medium Enterprises; leaders of departments, branches and sectors of the province; Secretaries of district and city Party Committees, affiliated Party Committees; Chairmen of the People's Committees of districts and cities; leaders of the Provincial Business Association and more than 100 typical enterprises and entrepreneurs representing over 6,500 enterprises operating in the province.

At the meeting, Provincial Party Secretary Doan Minh Huan presented flowers to congratulate businesses and entrepreneurs in the province, expressing his belief and expectation for sustainable development and prosperity in the future.

Speaking at the meeting, on behalf of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized: Continuing to consistently implement the policy: "The government accompanies, supports, and shares in resolving difficulties and obstacles for businesses in a substantive way," with the motto "Putting businesses at the center and focusing on businesses," Ninh Binh province organized a meeting to commemorate Vietnamese Entrepreneurs' Day 2024 to recognize and honor the contributions of businesses and entrepreneurs to the development of the province.

At the same time, listen to and encourage the business community and entrepreneurs who have strived and overcome difficulties and challenges in the past year, continuing to maintain and develop production, making an important contribution to the local socio-economic development.

Currently, there are over 6,500 businesses operating in Ninh Binh province, making significant contributions to socio-economic development, job creation, and social security.

However, in 2024, amidst a continuing complex and unpredictable global situation and intense geopolitical competition, businesses faced numerous difficulties in their production activities.

In that context, local Party committees and authorities in the province have continued to strongly innovate leadership, direction and administration methods, focusing on directing the effective and synchronous implementation of tasks and solutions to resolve bottlenecks in the fastest and most effective way; promptly remove difficulties for businesses, and improve the investment and business environment.

From the beginning of the year, the province organized delegations and established working groups to assess the situation and work directly with businesses and production and trading establishments; periodically, on the last Thursday of each month, the leaders of the Provincial People's Committee meet and hold dialogues with businesses.

Continue to innovate investment promotion methods and approaches in a specific and practical manner; promote administrative procedure reform in licensing investment, production and business procedures associated with widely publicizing planning information and socio-economic development orientations of the province.

Currently, 100% of administrative procedures have been approved by the Provincial People's Committee for internal procedures and have developed electronic procedures to be implemented on the Provincial Public Service Portal. Particularly in the investment sector, 7 days have been reduced, equivalent to 20% compared to the prescribed time; thereby contributing to strengthening and consolidating the relationship between authorities at all levels and people and businesses.

In addition, the business community has shared and accompanied the local government; united, flexibly adapted, restored and diversified the supply chain, deployed new forms, created sustainability and efficiency to serve production, improved governance capacity, management and response to risks and challenges, gradually overcame difficulties and promoted the sense of responsibility in building new rural areas, participated in social security work, demonstrated the spirit of community, notably supporting the Provincial "Repaying gratitude and social security" Fund. In 2024, the Funds at all levels in the province received support of over 31 billion VND, supporting people affected by storm No. 3 with over 43 billion VND.

Provincial People's Committee Chairman Pham Quang Ngoc acknowledged, warmly praised, congratulated, and expressed his appreciation for the important contributions of the business community, entrepreneurs, and the Provincial Business Association to the province's development in recent years.

The Chairman of the Provincial People's Committee also provided an overview of the province's outstanding socio-economic development results in the first 9 months of 2024, with many positive and comprehensive results in all fields: GRDP growth rate reached 8.45% (ranked 15th nationwide and ranked 5th out of 11 provinces and cities in the Red River Delta). Industrial production gradually recovered and stabilized, with a growth rate of over 11%; agriculture, forestry and fishery increased by 3%; service industry increased by 9.43% over the same period. Ninh Binh continues to affirm itself as a leading tourist destination, voted by tourists and entered the "Top 10 most attractive experiences in the world in 2024". In the first 9 months, the whole province welcomed nearly 7.3 million visitors, an increase of 32%, revenue reached over 7,000 billion VND, an increase of 43% over the same period.

The new rural development program has achieved many positive results and is becoming more in-depth; Ninh Binh strives to complete the task of building a new rural province by 2025 according to the criteria of the new phase. Culture and society have developed comprehensively, and social security is ensured. The province has successfully organized important cultural, political, and seminar events of national and international significance. The unique cultural values of the locality have been promoted and disseminated globally, gradually transforming into endogenous resources for economic growth.

Administrative reform has many bright spots, with all indicators being at the top of the country. Foreign affairs and investment promotion activities have been comprehensively innovated in both content and method; political security and social order and safety have been ensured, serving production and business activities, especially tourism activities in the province.

The Chairman of the Provincial People's Committee emphasized: The planning of Ninh Binh province for the period 2021-2030, with a vision to 2050, was approved by the Prime Minister. On that basis, the province has been focusing on implementation with "One strategy", "Two transformations", "Three foundations", "Four pillars" of economic development and "7 key and breakthrough tasks".

The Chairman of the Provincial People's Committee hopes that the business community and entrepreneurs will continue to accompany the province to gradually realize the goals and strategic development orientations of the province. The goal is to make Ninh Binh a fairly developed province by 2030, a growth pole among the southern provinces of the Red River Delta, basically meeting the criteria of a centrally-run city; by 2035, it will become a centrally-run city with the characteristics of a millennium heritage urban area and a creative city.

The Chairman of the Provincial People's Committee also requested that local Party committees and authorities focus on effectively implementing the tasks and solutions outlined in Resolution No. 41 dated October 10, 2023, of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new era.

Promote administrative reform, improve the investment and business environment; do not be subjective or complacent with the results achieved, but always promptly identify contradictions in management practices, difficulties and challenges of people and businesses to find ways to remove and resolve them with the mindset of "shifting from management thinking to service thinking" with the motto "Taking businesses as the center, aiming at businesses".

Boldly pilot the application of new governance models, promote comprehensive digital transformation, contribute to improving publicity and transparency in the provision of public services to businesses, investors, people and society with increasingly better quality. Improve policy response capacity, promptly handle newly arising issues within authority. Expand connectivity, exchange information, and enhance regular interaction between authorities at all levels with people and businesses.

Create an open, transparent, fair and competitive investment and business environment, equal access to resources, especially land and labor, among enterprises, investors, economic sectors, especially small and medium enterprises; completely resolve long-standing obstacles that hinder business operations.

Continue to focus on reviewing and removing barriers and obstacles in mechanisms and policies to clear bottlenecks in production and business development; continue to innovate investment promotion activities to attract strategic investors with the capacity to implement projects using high technology, clean technology, etc. to create new industrial products with added value, contributing greatly to growth and budget revenue.

Review and accelerate the progress of specialized technical planning to ensure consistency and conformity with the development orientation and the Ninh Binh Provincial Planning for the 2021-2030 period, with a vision to 2050; at the same time, accelerate the progress of key infrastructure investment projects as a basis for attracting key investment projects.

The Chairman of the Provincial People's Committee hopes that the business community will continue to promote the tradition of solidarity, strive to overcome difficulties and challenges, exploit the province's potential and strengths, take advantage of external opportunities, build and adjust scientific, flexible and professional business strategies, strongly promote production, business and service activities. Proactively build strategies and production plans to ensure feasibility and effectiveness in practice.

Actively innovate technology, apply scientific and technical advancements to management and production, improve the efficiency and competitiveness of products while protecting the ecological environment and engaging in healthy competition; invest in increasing labor productivity, total factor productivity, and digital transformation.

Implement business restructuring in line with the province's development orientation towards a green economy, digital economy, and circular economy, constantly innovating to build and research brands, entrepreneurial culture, and enhance competitiveness.

In particular, the Chairman of the Provincial People's Committee requested the business community to give frank comments to reduce and reform administrative procedures; participate more to improve the quality of human resources; participate in the technology transfer process, enhance medical capacity... to proactively respond to all situations.

With the role and responsibility as pioneer soldiers on the economic development front, Chairman of the Provincial People's Committee Pham Quang Ngoc believes that under the leadership of Party committees at all levels, the attention, facilitation and support of authorities at all levels, the business community and entrepreneurs of Ninh Binh will continue to promote dynamism, creativity, firmly overcome all difficulties and challenges, develop more and more strongly, step firmly in integration, make important contributions, build Ninh Binh province as well as Vietnam to become more and more prosperous and civilized.
