Connecting Hanoi to Vinh expressway on April 30

On the morning of February 17, a Government delegation led by Deputy Prime Minister Tran Hong Ha inspected the construction site of the North-South Expressway project phase 2017-2020, Dien Chau - Bai Vot section.

The Dien Chau - Bai Vot expressway project is 49.3 km long, passing through Nghe An and Ha Tinh provinces, invested in the form of BOT with a total investment of 13,339 billion VND, expected construction time of 3 years, completed in May 2024, toll collection and operation time of 16 years and 6 months.

Up to now, the project has basically completed site clearance; the output value of contractors is 6,157 billion VND out of 8,595 billion VND, equivalent to 72% of the contract value.

According to the report of Phuc Thanh Hung Investment Joint Stock Company (project enterprise), the project has basically ensured progress according to the plan, in time to open to traffic on April 30 as directed by Prime Minister Pham Minh Chinh .

Currently, the section from Dien Chau to National Highway 46B, about 30 km long, can be opened to traffic on April 30. However, there are 5 km of the route from National Highway 46B (Hung Nguyen District, Nghe An) to Bai Vot (Ha Tinh) with weak soil and complex geology.

Because there are some areas that have sunk more than 30 meters deep, the project enterprise has requested to complete the project a while later than the contract time. The Ministry of Transport has also directed the investor and contractor to concentrate on materials and equipment so that when the technical requirements are met, construction can begin immediately, with the goal of completing the remaining section of Highway 46B to the end of the route by the National Day, September 2.

On the same morning, the Deputy Prime Minister inspected the 500 kV Quang Trach - Quynh Luu transmission line project under construction at position 345 in Nam Thanh commune (Nam Dan district, Nghe An) and position 175 in Cam Thach commune (Cam Xuyen district, Ha Tinh).

The 500kV line 3 extension project consists of 4 component projects, with a length of 514 km connecting Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with a total investment of about 23,000 billion VND (nearly 1 billion USD). These projects will all start construction in October 2023 and January 2024.

Prime Minister Pham Minh Chinh requested that this 500 kV line be completed by June 2024 to increase electricity supply to the North, avoiding local power shortages like in early summer 2023.

According to the report of the Power Transmission Corporation - EVNNPT, up to now, a total of 1,114 out of 1,180 (94%) of the column foundation locations have been handed over. From January 28 to February 16, 38 additional foundation locations were completed, 421 additional foundation locations were constructed, and 733 additional column foundation locations were handed over.

The biggest problem with the project at present is the procedure for converting forest land and temporary roads to serve the construction of each component project; the construction work has difficulties in mobilizing machinery and equipment...
