On October 9th, the Ukrainian president was in Croatia attending the Ukraine-Southeast Europe Summit and planned to visit France and Germany to seek support, amidst ongoing US restrictions on Kyiv's use of long-range weapons to strike deep into Russia.
Speaking at the Ukraine-Southeast Europe Summit in Dubrovnik, Croatia, President Zelensky said on October 9: "In October, November and December, we have the opportunity to move towards lasting peace and stability."
Reuters quoted the leader as saying that the situation on the front lines presented an opportunity to make a choice to take "decisive action to end the war by 2025 at the latest."
At the conference, President Zelensky also stated that, despite numerous political tensions, the European Union (EU) must "unify the entire continent, all the democratic countries of Europe, including those in Southeast Europe."
According to the plan, the Ukrainian leader will travel to Paris to meet with his French counterpart Emmanuel Macron on October 10th in order to consolidate support from the West.
Zelensky is also expected to visit Italy and Germany this week. He previously stated he would present his “plan to victory” to allies at a meeting in Germany on October 12th, but that event was canceled.
French officials say they are not yet aware of the contents of the “victory plan,” but a French diplomatic source hopes to receive specific information soon.
Meanwhile, the Élysée Palace issued a statement saying the meeting between the two leaders would be “an opportunity to reaffirm France’s determination to continue its firm support for Ukraine and its people in the long term, together with all partners.”
President Macron has attempted to project the image that Paris remains fully supportive of Kyiv in its conflict with Moscow, despite domestic political difficulties that have raised doubts about the extent of support France can provide to Ukraine in the coming months.
Regarding the situation in Ukraine, a senior Pentagon official confirmed on October 9th that there has been no change in Washington's policy of not allowing Ukraine to conduct long-range attacks on Russian territory using US-supplied weapons.
During the press conference, the Pentagon official stated, "We have not changed our position on this issue," and that the US administration had considered the matter carefully before making such a decision.
