Today, I am very pleased to represent the Central Military Commission and the Ministry of National Defense in attending and delivering a keynote address at the 20th Congress of the Party Committee of the General Political Department. This is the Congress of a special Party Committee, an agency holding a crucial position in the Army's organizational system, with a glorious history and heroic traditions, closely linked to the growth and victories of the Vietnam People's Army. At the same time, this is also the last Party Committee to hold its congress, after the leaders of the General Political Department and other assigned agencies attended and directed the congresses of Party Committees under the Central Military Commission.

On behalf of the Central Military Commission and the leadership of the Ministry of National Defense, I would like to wish all distinguished delegates and all comrades attending the Congress good health and happiness, and wish the Congress great success.

Over the past five years, the global and regional political and security situation has evolved rapidly, becoming complex and unpredictable. The negative impacts of the Fourth Industrial Revolution, along with non-traditional security challenges, particularly the Covid-19 pandemic and climate change, have affected all countries. Our country continues to achieve great successes in various fields; following organizational restructuring, the administrative boundaries of localities have been adjusted, expanding the scope for development. The tasks of national defense and military building, especially the adjustment of a lean, efficient, and strong force, present new demands. The General Political Department has undertaken numerous tasks, both regular and extraordinary, with very high requirements.

Under the direct and regular leadership and guidance of the Central Military Commission and the Ministry of National Defense, and building upon the glorious tradition of over 80 years of building, fighting, and maturing of the General Political Department of the Vietnam People's Army, the Party Committee has led and directed the Agency to comprehensively fulfill the goals and tasks set forth in the Resolution of the 19th Party Congress, with many tasks completed well and excellently. :

Effectively fulfilling the task of advising on improving the quality and effectiveness of political and ideological education throughout the army; proactively and sensitively engaging in information, propaganda, press, publishing, and cultural and artistic activities; organizing well-planned activities to commemorate major national and military holidays and important events. Timely guiding public opinion and thought on new, complex, and sensitive issues to create high levels of unity and consensus. Actively protecting the Party's ideological foundation and combating erroneous and hostile viewpoints. Effectively implementing the study and emulation of Ho Chi Minh's thought, morality, and style, and the "Promoting Tradition, Contributing Talents, and Upholding the Name of Uncle Ho's Soldiers" campaign, thereby affirming the title "Uncle Ho's Soldiers" as a core value and precious legacy that continues to spread widely, contributing to the glorious traditions of the Vietnam People's Army in the new era.

Actively propagating and mobilizing the people to implement the Party's guidelines and policies, and the State's laws and regulations; participating in directing the handling and resolution of complex issues in various localities; building and consolidating a strong political system at the local level; standing side by side with the people in economic, cultural, and social development, poverty alleviation, new rural construction, and eliminating temporary and dilapidated houses... truly serving as a pillar of support for the people to overcome difficulties and hardships; many officers and soldiers have bravely sacrificed themselves for the happiness of the people, shining brightly with the noble qualities of the Ho Chi Minh's Army in the new era.

Effectively carrying out security protection work, actively combating plots and schemes of hostile forces to infiltrate, collude with, and undermine internal affairs, contributing to ensuring the security and safety of the activities of the Party, the State, and the entire army. Proactively researching and advising the Party, the State, the Central Military Commission, and the Ministry of National Defense on many policies and guidelines for the Army and its support system, especially policies for those who have rendered meritorious service to the revolution, forces performing special and new tasks, participating in UN peacekeeping operations, forces in remote areas, border regions, islands, and those affected by the Covid-19 pandemic. The work of collecting and identifying the remains of martyrs; social insurance, health insurance, and unemployment insurance have been implemented comprehensively and synchronously, ensuring full and timely benefits and entitlements as prescribed.

With the motto "Wherever there are soldiers, there is political and ideological work" and a strong focus on the grassroots, the agencies of the General Political Department have proactively monitored the situation and tasks, directing the entire army to effectively carry out political and ideological work in all tasks, especially in training, combat readiness, exercises, and the implementation of local military and national defense tasks, defense diplomacy, etc. They have directed the building of strong mass organizations to promote their pioneering role in carrying out tasks and actively participate in building Party organizations. They have closely and effectively coordinated with the General Staff, central ministries and agencies to provide strategic advice to the Party and State on building a politically strong army, effectively performing military and national defense tasks, and protecting the Fatherland. It can be affirmed that, in the face of complex developments, officers and soldiers throughout the army have always been united, with absolute trust in the leadership of the Party, a firm grasp of their tasks, targets, and partners, unwavering political resolve, overcoming difficulties, and ready to accept and successfully complete all assigned tasks.

The Party Committee has advised and proposed many policies and solutions to build a strong Party Committee within the Army in terms of politics, ideology, ethics, organization, and personnel, and has been recognized by the Central Committee as an exemplary Party Committee in Party building and rectification. Party committees and organizations at all levels have thoroughly understood and seriously implemented the Party's political and military guidelines; maintaining the principle of absolute and direct Party leadership over the Army in all aspects. It has assisted the Standing Committee of the Central Military Commission in leading and directing Party congresses at all levels throughout the Army and in preparing for the 12th Party Congress of the Army, ensuring thoroughness and quality. It has proactively researched, proposed amendments and additions, and seriously implemented regulations on Party organization and political organs within the Army; and promptly advised on the issuance of regulations on the functions and tasks of grassroots Party committees of regional defense commands and border guard commands. Propose a structure and standards for the commander of the military command to participate in the Party Committee and Standing Committee of the Party Committee at the commune level, in accordance with the Project on continuing to reorganize local military organizations to be "lean, efficient, and strong" to meet the requirements of the tasks in the new situation.

Timely guidance on consolidating and strengthening Party committees and organizations at all levels to ensure appropriate quantity, quality, and structure. Strictly implementing the viewpoints, principles, and procedures of personnel work; thoroughly understanding and concretizing the regulations of the Party and State in accordance with the practical realities of the Army, especially amending and supplementing some articles of the Law on Officers of the Vietnam People's Army and developing the Project "Policy on attracting and utilizing talent for the Vietnam People's Army until 2030, with a vision to 2050"; effectively carrying out the planning, rotation, training, and fostering of commanding and managerial officers in conjunction with preparing personnel for Party congresses at all levels for the 2025-2030 term. Party inspection, supervision, and disciplinary enforcement work must closely follow the requirements of political tasks and Party building work in the Army; Advising the Central Party Committee on leadership, comprehensively carrying out inspection and supervision tasks, improving quality and effectiveness, making an important contribution to building a clean and strong Party organization, and leading agencies and units to successfully complete assigned tasks.

Creating positive and comprehensive changes in all aspects of work; officers and soldiers possess strong political resolve, high determination, good sense of responsibility, and are ready to accept and complete all assigned tasks. Effectively implementing breakthroughs in building regular order, discipline, law enforcement, and administrative reform, creating clear progress, especially in implementing military discipline, regulations, etiquette, and conduct, building a pleasant environment, and workplace culture. Focusing on thoroughly understanding and seriously implementing resolutions, directives, and decisions of the Central Military Commission and the Ministry of National Defense on force organization; proactively reviewing and proposing adjustments to the organizational structure of all 31 agencies and units. Developing and decisively implementing Resolution No. 57 of the Politburo on breakthroughs in science, technology development, innovation, and digital transformation, and the "Digital Literacy Movement"; Actively apply science and technology, artificial intelligence, and promote administrative reform and digital transformation in the field of Party work and political work. Coordinate the development and implementation of the Digital Transformation Project in Party agencies and the Party Inspection sector in the Army, as well as projects and programs on digital transformation in the Party work and political work sector for the period 2025-2030, ensuring progress and quality.

The barracks, living quarters, workplaces, and meeting facilities of the General Department and its agencies and units are planned and built to be spacious, green, clean, and beautiful; the working, living, and living conditions of officers and soldiers have been improved. In particular, the General Department's construction investment projects are ensured to be on schedule and of high quality, with many projects creating architectural highlights of the Capital.

Focus on building a strong Party organization in terms of politics, ideology, ethics, organization, and personnel. Thoroughly understand and effectively implement the study and emulation of Ho Chi Minh's thought, morality, and style, as well as the regulations, directives, and conclusions of the Central Committee, especially those concerning ethical standards and the exemplary conduct of cadres and Party members. Regularly consolidate and improve the leadership capacity and fighting strength of Party committees and organizations at all levels; prioritize the training and enhancement of the capacity and responsibility of cadres and Party members, especially leading cadres and experts. Perform inspection and supervision effectively, resolving outstanding issues decisively, contributing to stability within the Party organization and the entire agency. Actively innovate leadership style and work methods, build a scientific, democratic, thorough, and specific working style, uphold and strictly adhere to the principles of Party organization and activities, especially the principle of democratic centralism, self-criticism and criticism; build unity within the Party Committee, ensuring the leadership of the General Political Department successfully completes all assigned tasks.

On behalf of the Standing Committee of the Central Military Commission and the leadership of the Ministry of National Defense, I wholeheartedly commend and acknowledge the efforts and achievements that the Party Committee and the General Political Department have made during the past term.

The limitations and shortcomings mentioned in the Political Report are being seriously assessed, demonstrating a spirit of openness, responsibility, and high fighting spirit. It is requested that delegates attending the Congress promote democracy, uphold the spirit of self-criticism and criticism, and clearly analyze the causes, especially the subjective causes, in order to find thorough solutions to overcome them from the beginning of the new term.

In the coming years, the global and regional situation is projected to continue to evolve rapidly and complexly; territorial and maritime sovereignty disputes; armed conflicts and localized wars will persist in many places; countries will adjust their strategies, simultaneously cooperating, compromising, and fiercely competing; and Southeast Asia and the South China Sea will remain fraught with potential risks of clashes and conflicts. High technology and artificial intelligence will experience breakthrough developments, profoundly impacting all fields, including military and national defense tasks, protecting the homeland, and political and ideological work.

After 40 years of reform, our country's foundation, potential, position, and international prestige have been enhanced. The revolution in streamlining the organizational structure of the political system, along with strategic decisions such as: reforming, building, and implementing laws; developing science and technology, innovation, and digital transformation; developing the private economy; and international integration… are creating historical opportunities and turning points for breakthrough development in the new era, aiming to successfully achieve the goals of the 100th anniversary of the Party's founding and the 100th anniversary of the nation's founding. However, alongside these fundamental advantages, our country continues to face many intertwined difficulties and challenges that will comprehensively and profoundly impact military and national defense tasks, protecting the Fatherland, improving the overall quality and combat strength of the Army, especially building a politically strong Army. At the same time, it places new demands on the Party Committee of the General Political Department in leading strategic planning and guidance on Party work and political work for the entire army.

Building upon the traditions of over 80 years of development, struggle, and growth, and the achievements attained during the past term, the Party Committee and the General Political Department need to continue striving to comprehensively fulfill the goals, programs, and plans set forth for the 2025-2030 term; with a focus on:

1. Continue to do a good job in advising and directing the thorough understanding and strict implementation of the Party's guidelines and policies; the State's laws and regulations; the resolutions, directives, and conclusions of the Party, the Central Military Commission, and the Ministry of National Defense on military and national defense tasks; especially the directives of General Secretary To Lam during the working session with the General Political Department on July 23, 2025; the Resolution of the 14th National Party Congress and the 12th Party Congress of the Army. Continuing to innovate methods and work styles, closely adhering to reality, grasping the situation firmly, being deeply involved at the grassroots level, improving the quality and effectiveness of advisory work, and proposing strategic policies and solutions on Party work and political work in the Army, especially regarding the improvement of mechanisms, regulations, and rules on the role, authority, and responsibilities of the Central Military Commission and the Standing Committee of the Central Military Commission, in order to continuously enhance the effectiveness and efficiency of Party work and political work throughout the army, upholding the principle of absolute and direct Party leadership in all aspects and the Party's ideological battleground in the Army, building a politically strong Army as a basis for improving the overall quality and combat strength of the entire army, meeting the requirements of building a revolutionary, regular, elite, and modern Army from 2026 onwards, and building a strong and modern national defense system based on the entire population.

2. Focus on leading and directing the development of a team of cadres, first and foremost the leading and key cadres, and top experts in their fields, who truly possess strong political acumen, impeccable moral character, strategic thinking, sharp political acumen, uphold Party principles and discipline, are flexible in grasping and handling situations, and successfully fulfill their assigned responsibilities and tasks. Effectively implement cadre planning, ensuring depth, continuity, and stability; prioritize the planning and rotation of military cadres to assume leadership and management positions in central and local ministries and agencies to cultivate and create a high-quality cadre pool for the political system. Promote creativity and encourage a spirit of daring to think, speak, act, take responsibility, innovate, confront difficulties and challenges, and act for the common good, thereby creating motivation for each cadre and the development and progress of the entire team.

3. Leadership in building a streamlined, strong, and comprehensively exemplary General Political Department, creating a breakthrough in organizational and personnel adjustments; accelerating the progress of military administrative reform and the application of science and technology. The General Political Department must be truly exemplary and outstanding throughout the army in terms of innovation, creativity, application of science and technology, and digital transformation, especially in strategic planning, management, and command and control. Strict adherence to principles, norms, regulations, and work procedures; internal unity and cohesion; no cadres or party members violating discipline; and absolute security within the agency.

4. Focus on building a truly exemplary, outstanding, and exemplary Party Committee within the Agency; continuously enhance the political acumen, skills, and intellect of the entire Party Committee and each cadre and Party member, especially leading and commanding officers at all levels; continue to promote the study and emulation of Ho Chi Minh's thought, morality, and style, ensuring that new models and approaches from the General Political Department spread to agencies and units throughout the army. Absolutely prevent any manifestations of ideological and political degradation, "self-evolution," and "self-transformation." Build clean and strong Party committees and organizations within the Agency's Party Committee that truly serve as the nucleus of unity and cohesion. Strengthen inspection and supervision, maintain strict discipline and order; pay attention to inspecting and supervising Party members holding leading and key positions, Party organizations, and Party members who perform poorly in fulfilling their duties, and effectively carry out internal political security work.

5. The leadership aims to improve the quality of military journalism and media; focus on implementing the project to develop the People's Army Newspaper and the Military Radio and Television Center into key national multimedia media agencies; research and upgrade the Vietnam National Defense Television Channel into a national strategic backup channel; and continue to consolidate and improve the organization and operational quality of judicial agencies within the military. Focus on leadership and guidance to improve the quality of cultural, literary, artistic, and publishing activities; promote the proactive, positive, and creative role of mass organizations in carrying out political tasks; enhance the organizational and operational role of the command system; strengthen coordination and leverage the support of functional agencies inside and outside the military…

With thorough preparation in all aspects for the Congress, along with the high political tradition and responsibility of the delegates attending the Congress, I am confident that the 20th Congress of the Party Committee of the General Political Department will be a great success.
