According to the speech at the commemoration ceremony, implementing the policy of the Northern Party Committee in response to the struggle movement of Tien Hai farmers, Thai Binh province (old) and Nghe Tinh Soviet, the provisional provincial committee of Ha Nam (old) decided to organize a demonstration march, starting at Trieu Hoi communal house, Bo De commune, old Binh Luc district. Early in the morning of October 20, 1930, hundreds of party members and revolutionary masses from various places joined the crowd of people going to the market, gathering at the gathering place. At the appointed time, the drums of Trieu Hoi communal house sounded loudly, followed by the sound of firecrackers, the red hammer and sickle flags and leaflets appeared. Thousands of people who were buying and selling heard the drums and saw the red hammer and sickle flags appear and stood in line. Revolutionary cadres, on behalf of the Provincial Party Committee, stood up to give speeches, exposing the crimes of the imperialists and feudalists, calling on the masses to rise up and follow the Party in making revolution, demanding the abolition of the reform council, reduction of taxes and fees, and support for the struggles of workers and peasants across the country.

The core party members and the masses joined the ranks of the protesters and marched, the crowd growing larger and larger. At crowded places, party members took turns giving speeches and handing out leaflets. The protest group followed the At Hoi dike to Thanh Thi market, and when they reached Voc market, it was already noon. The leaders decided not to go to the district as planned, but to hold a rally right at Voc market and then split up, and when they reached Canh Ben, they dispersed. The rally and protest of Binh Luc farmers at Bo De ended in victory. For the first time, people in the lowland areas were able to publicly denounce their exploiters, and to see the red hammer and sickle flag raised high, expressing their indignation at the colonial and feudal regime. This was the biggest political struggle of the farmers of Ha Nam (old) at that time, the peak of the revolutionary movement in the period of 1930 - 1931...
