On September 22nd, the Steering Committee for the implementation of the Ninh Binh - Hai Phong expressway construction project, the section passing through Ninh Binh province, and the project to expand the North-South expressway (Eastern section) from Cao Bo to Mai Son held its third meeting.

Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Steering Committee, chaired the meeting. Also attending were Comrade Nguyen Cao Son, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, and Deputy Head of the Steering Committee; and other members of the Steering Committee.

According to a report from the Department of Transport: The North-South Expressway Eastern Expansion Project, specifically the Cao Bo - Mai Son section, has a length of 15.2 km. The project's starting point connects to the Cau Gie - Ninh Binh Expressway (in Yen Bang commune, Yen Yen district, Nam Dinh province); the end point connects to the Mai Son - National Highway 45 Expressway (in Mai Son commune, Yen Mo district, Ninh Binh province). The project is invested by the Department of Transport, with a total investment of 1,995 billion VND from the central government budget. The project is expected to be implemented from 2023 to 2027. To date, the Department has directed the consultant to complete the technical design for the project; it is expected that the technical design and cost estimate will be appraised and approved in October 2024, the contractor selection will take place in November, and construction will commence in December 2024.

The Ninh Binh - Hai Phong expressway construction project, the section passing through Ninh Binh province, has a total length of 25.3km. The starting point is at the Mai Son intersection with the Eastern North-South expressway section Mai Son - National Highway 45 in Mai Son commune, Yen Mo district. The end point is at the Day River bridge connecting Nam Dinh and Ninh Binh provinces in Khanh Cuong commune, Yen Khanh district. The total investment is 6,865 billion VND from the central and provincial budgets. The project is expected to be implemented between 2024 and 2029.

Immediately after being assigned by the Provincial People's Committee to prepare the feasibility study report, the Department of Transport proceeded to develop a detailed schedule for each work item up to the time of project commencement. To date, the feasibility study report has been appraised; the environmental impact assessment report has been approved; and the project has been approved by the Provincial People's Committee, assigning the Provincial Transport Project Management Board as the investor, with the goal of commencing construction in December 2024.

At the meeting, Mr. Nguyen Cao Son, Vice Chairman of the Provincial People's Committee, and other delegates discussed and clarified the situation, progress, and future implementation solutions for both projects. They also addressed some remaining obstacles, finalized the process of supplying embankment materials for the projects, approved the 1/500 detailed planning of resettlement areas; reviewed land use, coordination, and personnel allocation for land clearance; developed infrastructure construction projects for resettlement areas; assessed environmental impacts; allocated capital, coordinated efforts, and personnel for land clearance; and conducted bidding and selection of consulting and supervisory units.

Concurring with the contributions at the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc acknowledged the high level of focus and effort from Party committees, government agencies, and the people in implementing the project's procedures. He emphasized: These are key projects of the province and the nation, with significant importance in building interchanges connecting the expressway with the transportation system, urban areas, industrial zones, and tourism centers of the province; they are an important basis for Ninh Binh to connect the road network within the province and the region, maximizing the effectiveness of investment, creating room and space for development with a vision for many future stages of Ninh Binh province... From there, promoting the socio-economic development of the province and the region in accordance with the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050, and the Red River Delta Regional Planning, and the National Planning.

In particular, the Ninh Binh - Hai Phong expressway construction project, specifically the section passing through Ninh Binh province, is the largest project ever undertaken by the Government and the Prime Minister, with Ninh Binh province being assigned as the investor. This project belongs to Group A, involving a very large volume of work, yet the investment procedures are being implemented in a short and urgent manner. However, thanks to the close leadership and guidance of the Standing Committee of the Provincial Party Committee and the Party Committee of the Provincial People's Committee, and the proactive and positive involvement of relevant levels and sectors, the investment procedure preparation work has progressed according to schedule.

According to the plan, the Ninh Binh - Hai Phong expressway project, specifically the section passing through Ninh Binh province, will commence construction at the end of December 2024. Therefore, with limited time remaining, the Chairman of the Provincial People's Committee requested the investor and relevant departments to continue learning from past experiences in leadership and management of key transportation projects, and to strengthen close coordination to quickly complete the documentation, ensuring a systematic and proper process in accordance with legal regulations. They should proactively advise on the allocation of capital, compensation policies, land clearance support, and resettlement land allocation; establish a land clearance support team; and supplement human resources to assist localities in resolving difficulties and obstacles in land clearance and resettlement in accordance with state regulations and policies.

Regarding the two localities involved in land clearance work, namely Yen Khanh and Yen Mo districts, the Chairman of the Provincial People's Committee requested the immediate establishment of a Land Clearance Council; the immediate implementation of resettlement area projects, the preparation of bidding documents for consulting units to develop the projects; the preparation steps for resettlement areas; coordination with the Traffic Management Board to mark boundaries on the ground and conduct the inventory process. He also noted that the districts need to closely coordinate with relevant departments to select high-quality consulting units; enhance proactiveness, clearly assign tasks to specific individuals, and ensure clear timelines, avoiding delays caused by poor coordination between levels and sectors, and between different sectors. In particular, it is necessary to further strengthen the dissemination of information and mobilize the people to better understand the significance of the project, thereby gaining their consensus with the local authorities to facilitate and accelerate the project's implementation, contributing to affirming Ninh Binh province's prestige in implementing key projects and enhancing the brand and position of Ninh Binh province in the socio-economic development of the region and the nation.
