On August 30th, Ms. Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, met with Mr. Liu Ning, Member of the Central Committee of the Communist Party of China, Secretary of the Party Committee and Chairman of the Standing Committee of the People's Congress of Guangxi Zhuang Autonomous Region, China, during his visit to Vietnam. Also present was Mr. Vu Van Dien, Member of the Standing Committee of the Provincial Party Committee and Standing Vice Chairman of the Provincial People's Committee.
Welcoming Comrade Liu Ning, Secretary of the Guangxi Zhuang Autonomous Region Party Committee and Chairman of the Standing Committee of the Guangxi Zhuang Autonomous Region People's Congress, and his delegation to Quang Ninh, Comrade Trinh Thi Minh Thanh, Permanent Deputy Secretary of the Provincial Party Committee, affirmed: This is the second consecutive visit since 2023 by the Secretary of the Guangxi Zhuang Autonomous Region Party Committee to Vietnam. It is also the first visit by a Chinese local leader following the state visit of Comrade To Lam, General Secretary and President of Vietnam, to China. This confirms the special importance that the Secretary of the Guangxi Zhuang Autonomous Region Party Committee, as well as the Guangxi Zhuang Autonomous Region Party Committee, attaches to promoting friendly cooperation with Vietnam in general and Quang Ninh province in particular.
The Deputy Secretary of the Provincial Party Committee also emphasized that the visit is an important milestone marking the strengthening of the traditional solidarity and friendship between China and Vietnam; and between the Guangxi and Quang Ninh provinces. The visit is also a practical activity to concretize the important common understandings reached by the high-level leaders of the two Parties and States, contributing to consolidating and developing the comprehensive strategic cooperative partnership between Vietnam and China.
Thanking the leaders of Quang Ninh province for their warm and friendly welcome, Comrade Liu Ning, Secretary of the Party Committee and Chairman of the Standing Committee of the People's Congress of the Guangxi Zhuang Autonomous Region, China, expressed his joy and emotion at having the opportunity to visit Quang Ninh province again. He warmly congratulated Vietnam on its 79th National Day; and at the same time expressed his deep impression and congratulated the great achievements that the Party Committee, government, and people of Quang Ninh have achieved in recent years.
In a friendly, sincere, and trusting atmosphere, the Standing Deputy Secretary of the Provincial Party Committee and the Secretary of the Guangxi Zhuang Autonomous Region Party Committee both agreed that: In the past period, the two provinces/regions have coordinated well in implementing the Joint Statement, important agreements, and common understandings of the high-level leaders of the two Parties and two countries, making the relationship between the two provinces/regions increasingly a shining example and a model of local-level cooperation between Vietnam and China. The functional agencies and localities of the two provinces/regions have concretized and effectively implemented the cooperation contents agreed upon within the framework of the official visit of the Secretary of the Quang Ninh Provincial Party Committee to Guangxi and participation in the Spring Meeting 2024 and the 15th Conference of the Joint Working Committee, achieving many positive and comprehensive results in various fields, especially in border trade; investment; opening, upgrading, and managing border gates; Agriculture, forestry, culture, sports, health, and education ; crime prevention, border security and order, management and construction of border infrastructure; and creating positive changes in tourism activities. Both sides also successfully organized the ceremony to announce the Hoành Mô - Động Trung bilateral border gate pair, including the Bắc Phong Sinh - Lý Hỏa customs clearance point; and implemented pilot customs clearance on holidays and weekends at the Móng Cái - Đông Hưng border gate pair…
Based on the continued thorough understanding and effective implementation of the common understandings of the high-level leaders of the two Parties and States, especially the two Vietnam-China Joint Statements in 2022 and 2023, and the Joint Statement on cooperation contents agreed upon by General Secretary and President of Vietnam To Lam and General Secretary and President of China Xi Jinping during the official visit to China in August 2024; and the Minutes of the Spring Meeting 2024, the Standing Deputy Secretary of the Quang Ninh Provincial Party Committee expressed his hope that in the coming time, the two sides will continue to maintain mutual visits, meetings and contacts at all levels, exchange letters and telegrams; promptly exchange opinions on important issues, and promote substantive and effective cooperation between the two provinces/regions. He also hoped to strengthen exchanges and cooperation between Party organizations and border localities, and to deepen the exchange of experiences in Party building, anti-corruption, and combating negative phenomena. Strengthen the organization of people-to-people exchanges. Continue to effectively implement the three legal documents on the Vietnam-China land border and related agreements; create the most favorable conditions for socio-economic development and ensure security in the border area; work together to build a peaceful, friendly, stable, prosperous, and mutually developing border region for the happiness of the people.
The Deputy Secretary of the Provincial Party Committee requested that the Guangxi Zhuang Autonomous Region coordinate the implementation of measures to facilitate customs clearance and promote investment, trade, and import-export cooperation between the two sides. He also requested coordination in reporting to the competent authorities of both countries for early approval of the investment plan for the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway line. Furthermore, he urged active cooperation in the pilot construction of a cross-border economic cooperation zone.
In the field of tourism, the Standing Deputy Secretary of the Provincial Party Committee expressed his desire for the two provinces/regions to continue strongly promoting tourism cooperation, building a tourism cooperation relationship between the two localities into a model for Vietnam-China border tourism. This includes researching and developing tourism products for tourists passing through the Hoanh Mo (Vietnam) - Dong Trung (China) bilateral border gate; promptly restoring the Fangcheng - Ha Long and Beihai - Ha Long sea routes, allowing tourists to use travel permits to visit Mong Cai city for a day trip; and addressing difficulties for self-driving tourist vehicles.
In 2025, the Spring Meeting Program between the Secretaries of the provinces and regions and the 16th Conference of the Joint Working Committee between Quang Ninh, Lang Son, Cao Bang, Ha Giang provinces and Guangxi Zhuang Autonomous Region will be held in Quang Ninh. Quang Ninh province hopes and requests that Guangxi Zhuang Autonomous Region pay attention and closely coordinate with Quang Ninh province and the Vietnamese side to successfully organize the Program.
Agreeing with the opinions of the Standing Deputy Secretary of the Quang Ninh Provincial Party Committee, Liu Ning, Secretary of the Guangxi Zhuang Autonomous Region Party Committee, affirmed the determination to implement the high-level common understanding of the leaders of the two Parties and two States of Vietnam and China; to promote cooperation, expand and deepen friendly exchanges between the two provinces and regions. He emphasized the importance of doing a good job of border quarantine; promoting the construction of smart border gates; and building cross-border industrial cooperation zones. Along with that, he stressed the need to strengthen transportation connectivity, both road and rail.
Party Secretary Liu Ning proposed that the two sides further strengthen cooperation in various fields, including culture, tourism, and science and technology; promote cooperation in e-commerce, the digital economy, and digital connectivity; enhance border management, cooperate in crime prevention and control, and prevent and control cross-border epidemics; and promote people-to-people exchanges and education and training. Through these efforts, they aim to promote friendly cooperative relations between the two provinces/regions and make a practical contribution to the overall Vietnam-China relationship at the local level.
Earlier, Comrade Liu Ning, Member of the Central Committee of the Communist Party of China, Secretary of the Party Committee of Guangxi Zhuang Autonomous Region, and Chairman of the Standing Committee of the People's Congress of Guangxi Zhuang Autonomous Region, China, along with a delegation, conducted a survey at Ha Long International Cruise Port.
