Deputy Secretary of the Provincial Party Committee Nguyen Tuan Anh approved the documents of the Party Congresses of the communes of Tang Loong, Gia Phu, Xuan Quang, and Phong Hai.

On August 1, Working Group No. 3 of the Provincial Party Standing Committee, headed by Comrade Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee, met to review documents of the Party Congresses of the communes of Tang Loong, Gia Phu, Xuan Quang, and Phong Hai.

Participating in working group No. 3 were comrade Ly Thi Vinh, member of the Provincial Party Standing Committee, Secretary of the Bao Thang Commune Party Committee; leaders of a number of departments, branches, sectors and units of the province.

At the meeting, the Standing Committee of the Party Committees of the communes reported briefly on the preparations for the Party Congress for the 2025-2030 term; and summarized the draft documents of the Party Congress for the 2025-2030 term.

* For Phong Hai commune

During the 2020 - 2025 term, the Party Committee of the commune has promoted the tradition of solidarity, strived and achieved many comprehensive results in all fields. The Party Committee has focused on innovating leadership methods, improving the quality of Party cell activities, leadership capacity and fighting strength of grassroots Party organizations.

The economic growth rate is basically stable; poverty reduction and social security work is effectively implemented; the poverty rate has decreased significantly. Infrastructure such as transportation, electricity, schools, medical stations, cultural houses, etc. have been significantly improved. Political security and social order and safety are ensured.

In the 2025-2030 term, the Commune Party Committee set out 15 targets; 2 breakthroughs, including: developing the fisheries industry towards commodity production, improving productivity, quality and economic efficiency; developing technical infrastructure in the central area and concentrated residential areas to create a spacious and modern rural appearance.

* For Xuan Quang commune

With the spirit of solidarity, dynamism, creativity, determination and drasticness, the Party Committee of the commune has implemented the Resolution of the Congress for the 2020-2025 term, achieving many results in various fields: the annual economic growth rate reached the set plan; culture and society have made much progress; effectively preserving and promoting cultural identity values; multidimensional poverty reduction basically achieved the assigned plan; the material and spiritual life of the people has been significantly improved.

In the 2025-2030 term, the Commune Party Committee set out 20 targets; 2 breakthroughs, including: encouraging the private economy to develop rapidly and sustainably; upgrading essential infrastructure synchronously and modernizing to meet the criteria of a new rural commune.

* For Gia Phu commune

During the 2020-2025 term, the Party Committee, government and people of all ethnic groups in Gia Phu commune took advantage of opportunities, promoted the strength of the entire political system and the great national unity bloc, and completed the targets set out in the Congress resolution.

The economy grew quite well, the economic structure shifted in a positive direction; the main industries and fields all achieved higher growth rates year after year. People's lives were improved. National defense and security were maintained. The political system was improved, and overall strength was promoted.

For the 2025-2030 term, the Commune Party Committee set out 18 targets; 5 key tasks; 3 breakthrough areas in planning, infrastructure development, and economic development.

* For Tang Loong commune

During the 2020-2025 term, the Party Committee, government and people of the commune have united and unified in action, achieving many important achievements in all fields. Out of a total of 37 targets, 23 targets were exceeded and 14 targets were achieved 100%.

The economic structure has shifted in the right direction, increasing the proportion of industry, handicrafts and trade and services. The shift in the economic structure of agriculture and rural areas has received investment attention, bringing high economic efficiency, with income value reaching 104.5 million VND/ha. Average income per capita reached 80.9 million VND/person/year, achieving 100% of the Congress resolution target.

The Party Committee of the commune set out 19 targets for the 2025-2030 term; focusing on implementing two breakthroughs, including: building infrastructure, planning, and stabilizing population (electricity, roads, schools, stations, digital infrastructure); developing tourism economy associated with preserving cultural values.

Continue to improve and enhance the quality of congress documents

At the working session, members of the working group commented on the documents of the commune congresses: localities need to research and develop a complete, concise, scientific political report, the report layout needs to closely follow the instructions; need to consider the implementation targets during the term; choose breakthroughs clearly, suitable to the characteristics, bearing the mark of the locality, in which it is possible to research breakthroughs in technical infrastructure, traffic infrastructure, high-quality agriculture...

Comrade Ly Thi Vinh, Member of the Provincial Party Standing Committee, Secretary of Bao Thang Commune Party Committee, gave comments at the working session.

It is necessary to review and evaluate targets, systematize achieved and unachieved targets; compare data from this term with the previous term, on that basis clarify the causes, and develop specific solutions for the next term.

Delegates noted that localities should study and pay more attention to indicators related to the implementation of the Politburo's "strategic quartet" including: Resolution 57 on breakthroughs in science and technology development, innovation and digital transformation; Resolution 59 on international integration in the new situation; Resolution 66 on innovation in law-making and enforcement; Resolution 68 on private economic development. From there, there will be specific solutions to meet the requirements and tasks set out in the new situation.

Concluding the working session, Deputy Secretary of the Provincial Party Committee Nguyen Tuan Anh requested localities to continue adjusting and perfecting political reports to ensure a concise, scientific and quality layout; reviewing and clarifying outstanding results, highlights and comparisons between the two terms. Along with that, it is necessary to focus on assessing the causes to build appropriate solutions; determine short, scientific general goals; and link goals with specific solutions.

For Phong Hai commune, it is necessary to further study the theme of the congress to bring the locality's own mark, showing the destination of the next stage; clarify the tasks and solutions to effectively implement breakthroughs and key tasks. In economic development, priority should be given to comprehensive and sustainable agricultural development; choose the most typical products to include as breakthroughs; make efforts to attract investment...

Xuan Quang commune needs to study the theme of the congress briefly; the breakthrough needs to be considered to demonstrate high determination; the action program needs to add more content related to the breakthrough and key tasks. Tang Loong commune needs to study the breakthrough to clarify the unique mark of the locality; the key tasks and solutions need to be focused on to exploit the potentials and advantages of the locality such as traffic infrastructure, the implementation of key projects in the area. It is necessary to study the direction of urban development, strengthen links with neighboring communes in connecting technical infrastructure; pay special attention to the environment, clean industry; build the locality into a modern industrial center.

The Deputy Secretary of the Provincial Party Committee noted that communes should prioritize regional linkage goals to create momentum, space, and promote socio-economic development not only of the locality but also of the region and the province, including research on linkages in urban development, linkages in high-quality agricultural production, etc.

Along with completing and ensuring quality congress documents, localities need to ensure conditions for successfully organizing the congress.
