Deputy Secretary of the Provincial Party Committee Nguyen Tuan Anh approved the documents of the Party Congresses of the communes of Tang Loong, Gia Phu, Xuan Quang, and Phong Hai.

On August 1, Working Group No. 3 of the Provincial Party Standing Committee, headed by Comrade Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee, met to review documents of the Party Congresses of the communes of Tang Loong, Gia Phu, Xuan Quang, and Phong Hai.

The Task Force No. 3 includes Comrade Ly Thi Vinh, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Party Committee of Bao Thang Commune; and leaders from several departments, agencies, and units of the province.

At the meeting, the Standing Committee of the Party Committee of each commune presented a summary report on the preparations for the Party Congress for the 2025-2030 term; and a summary report on the draft documents for the Party Congress for the 2025-2030 term.

* For Phong Hai commune

During the 2020-2025 term, the Party Committee of the commune upheld its tradition of unity, strived diligently, and achieved comprehensive results in various fields. The Party Committee focused on innovating leadership methods, improving the quality of Party branch activities, and enhancing the leadership capacity and fighting strength of grassroots Party organizations.

The Standing Committee of the Phong Hai Commune Party Committee reported at the meeting.

The basic economic growth rate is stable; poverty reduction and social welfare programs are implemented effectively; the poverty rate has decreased significantly. Infrastructure such as transportation, electricity, schools, health centers, and cultural centers have been noticeably improved through investment. Political security and social order are ensured.

For the 2025-2030 term, the Party Committee of the commune has set 15 targets and 2 breakthroughs, including: developing the fisheries sector towards commodity production, improving productivity, quality and economic efficiency; and developing technical infrastructure in the central area and concentrated residential areas to create a modern and attractive rural landscape.

* For Xuan Quang commune

With a spirit of unity, dynamism, creativity, determination, and decisiveness, the Party Committee of the commune has implemented the Resolution of the Party Congress for the 2020-2025 term, achieving many results in various fields: annual economic growth rate met the set plan; culture and society made significant progress; cultural identity was preserved and effectively promoted; multidimensional poverty reduction basically met the assigned plan; and the material and spiritual lives of the people improved significantly.

The Standing Committee of the Party Committee of Xuan Quang commune reported at the meeting.

For the 2025-2030 term, the Party Committee of the commune has set 20 targets and 2 breakthroughs, including: encouraging the rapid and sustainable development of the private economy; and upgrading essential infrastructure to be synchronous and modernized to meet the criteria of a new rural commune.

* For Gia Phu commune

During the 2020-2025 term, the Party Committee, government, and people of all ethnic groups in Gia Phu commune seized opportunities, leveraged the strength of the entire political system and the great national unity, and fulfilled the targets set forth in the Congress resolution.

The Standing Committee of the Gia Phu Commune Party Committee presented its report at the meeting.

The economy has grown considerably, and the economic structure has shifted in a positive direction; key sectors and fields have achieved higher growth rates each year than the previous year. The people's living standards have improved. National defense and security have been maintained. The political system has been strengthened, and overall strength has been effectively utilized.

For the 2025-2030 term, the Party Committee of the commune has set 18 targets; 5 key tasks; and 3 breakthrough areas in planning, infrastructure development, and economic development.

* For Tang Loong commune

During the 2020-2025 term, the Party Committee, government, and people of the commune united and acted in unison, achieving many important accomplishments in all fields. Out of a total of 37 targets, 23 were exceeded and 14 were achieved at 100%.

The economic structure has shifted in the right direction, with an increased proportion of industry, handicrafts, and trade and services. The shift in the agricultural and rural economic structure has received significant investment, yielding high economic efficiency, with income reaching 104.5 million VND/hectare. Average per capita income reached 80.9 million VND/person/year, achieving 100% of the Congress resolution's target.

The commune Party Committee has set 19 targets for the 2025-2030 term, focusing on two breakthroughs: building infrastructure, planning, and stabilizing the population (electricity, roads, schools, health stations, digital infrastructure); and developing tourism economy in conjunction with preserving cultural values.

Continue to refine and improve the quality of the congress documents.

During the working session, members of the working group offered suggestions on the congress documents of the communes: localities need to research and develop comprehensive, concise, and scientific political reports, with the report structure adhering closely to the guidelines; they need to consider the targets to be achieved during the term; and they need to select clear breakthroughs that are appropriate to the specific characteristics and reflect the locality, including potential breakthroughs in technical infrastructure, transportation infrastructure, and high-quality agriculture…

Comrade Ly Thi Vinh, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Party Committee of Bao Thang Commune, offered her comments at the working session.

It is necessary to review and evaluate targets, systematize the targets achieved and those not achieved; data should be compared between this term and the previous term, and based on that, identify the causes and develop specific solutions for the next term.

Delegates noted that localities should further study and pay attention to indicators related to the implementation of the Politburo's "four strategic priorities," including: Resolution 57 on breakthroughs in science, technology, innovation, and digital transformation; Resolution 59 on international integration in the new situation; Resolution 66 on reforming the work of drafting and enforcing laws; and Resolution 68 on the development of the private economy. From there, specific solutions should be developed to meet the requirements of the tasks set out in the new situation.

Members of the Task Force provided feedback on the documents for the Party Congresses of the communes.

Concluding the meeting, Deputy Secretary of the Provincial Party Committee Nguyen Tuan Anh requested that localities continue to adjust and refine their political reports to ensure they are well-structured, concise, scientific, and of high quality; review and clarify outstanding achievements and highlights, and make comparisons between the two terms. He also requested adjustments to revenue collection targets in the area to ensure effective exploitation of potential and strengths…

In addition, it is necessary to focus on assessing the causes in order to develop appropriate solutions; define concise and scientific overall goals; and link goals with specific solutions.

For Phong Hai commune, further research is needed on the theme of the congress to ensure it reflects the local identity and the goals for the next phase; to clarify the tasks and solutions for effectively implementing breakthroughs and key priorities. The development orientation for Phong Hai should be green and distinctive, suitable for the locality, but specific solutions are needed to achieve that goal. In economic development, priority should be given to comprehensive and sustainable agricultural development; selecting the most distinctive products to be included as breakthroughs; and efforts should be made to attract investment…

Gia Phu commune needs to consider selecting key economic sectors, defining specific goals, and then proposing solutions that are realistic; the lessons learned should be more concise. Economically, the focus should be on developing high-quality agriculture, building local agricultural product brands; and paying attention to job creation and increasing people's income…

Members of the Task Force provided feedback on the documents for the Party congresses of the communes.

Xuan Quang commune needs to study the theme of the congress concisely; the breakthrough areas need to be considered to demonstrate high determination; the action program needs to be supplemented with content related to breakthrough areas and key tasks. With the potential of climate, soil, and the experience of the people, economic development should focus on sustainable organic industrial production; making livestock farming, including poultry farming, a key economic direction. Through this, strengthen the connection with the consumption of local agricultural products, aiming for export to expand markets…

Tang Loong commune needs to research breakthroughs to clearly define its unique identity; the key tasks and solutions should focus on exploiting the local potential and advantages such as transportation infrastructure and the implementation of key projects in the area. Research should be conducted in the direction of urban development, strengthening linkages with neighboring communes in connecting technical infrastructure; paying special attention to the environment and clean industries; and building the locality into a modern industrial center.

Working Group No. 3 of the Provincial Party Committee's Standing Committee reviewed the party congress documents of 4 communes.

The Deputy Secretary of the Provincial Party Committee noted that communes should prioritize regional linkages to create momentum and space for socio-economic development, not only at the local level but also at the regional and provincial levels. This could include exploring linkages in urban development and high-quality agricultural production.

Along with finalizing and ensuring the quality of the congress documents, localities need to ensure the conditions for the successful organization of the congress.

* Immediately after the working session, Deputy Secretary of the Provincial Party Committee Nguyen Tuan Anh and the Task Force went to survey and assess the actual situation of some economic development models in localities where documents were approved; inspected the situation at the Lao Cai 500Kv Substation; and visited several factories in the Tang Loong Industrial Park...
