
According to the Traffic Police Department, a driver's license is a special document issued by a competent state agency to individuals who are qualified to drive a motor vehicle on the road. Previously, due to technical conditions, driver's licenses were printed on cardboard. However, this type of driver's license has many limitations such as being easily damaged, difficult to preserve, low security, and easy to counterfeit.
Since July 1, 2012, the issuance of PET driving licenses has been implemented nationwide, along with the continued recognition of the validity of previously issued cardboard driving licenses.
The conversion to PET cards not only contributes to improving the efficiency of state management but also brings convenience, safety and longevity to people in the process of comprehensive digital integration and transformation.
PET plastic cards have high security, integrate anti-counterfeiting elements and QR codes, helping authorities easily authenticate information, effectively preventing document forgery.
With durable material, water resistance, mold resistance and outstanding durability, PET cards completely overcome the disadvantages of traditional cardboard driving licenses which are easily torn, easily damaged and difficult to preserve for a long time.
Switching to PET cards also helps authorities manage more conveniently. Driving license data is updated and digitized in sync with the Ministry of Public Security 's management system and the National Population Database.
Once digitized, the driver's license can be integrated into the national electronic identification application (VNeID), helping citizens easily present information when requested for verification without having to carry a hard copy in administrative transactions or when participating in traffic.
In addition, citizens can also issue and reissue driving licenses online through the Public Service Portal of the Traffic Police Department. Thanks to that, people can complete procedures quickly, anytime, anywhere, saving time and travel costs.
Notably, a PET driving license is also a necessary condition for being granted an International Driving Permit (IDP), creating favorable conditions for Vietnamese citizens to drive in countries participating in the 1968 Vienna Convention, including France, Canada, Spain and many other countries.

In order to synchronize data and serve the national data cleaning campaign, during the peak period from October 8 to December 31, 2025, the Traffic Police Department of Ho Chi Minh City Police called on local people to proactively provide driver's license information, coordinate with the commune-level police to update and convert driver's licenses from cardboard to PET cards.
This transformation not only contributes to improving the efficiency of state management but also brings convenience, safety and sustainability to each citizen. This is also one of the specific steps to promote the digital transformation and administrative reform process in Ho Chi Minh City.
