Following the Central Committee's directive, on June 11, 1948, President Ho Chi Minh issued the Call for Patriotic Emulation, officially launching the emulation movement nationwide. This call had a powerful appeal, motivating and mobilizing the entire Party, the entire people, and the entire army to uphold the tradition of patriotism, the spirit of unity, and the will for self-reliance and self-improvement, overcoming all sacrifices and hardships, and achieving glorious victories and great accomplishments in our country's revolutionary cause. |

2023 is the mid-term year, a crucial year for accelerating implementation and striving to achieve the goals of the 2021-2025 five-year plan. Alongside favorable conditions, the economy of Ha Tinh province is projected to continue facing many difficulties and challenges. The emulation and reward work will focus on the following key tasks:
- Promote patriotic emulation movements and resolutely strive to successfully achieve the targets and tasks for 2023 and the five-year plan (2021-2023):
Continue to effectively implement Directive No. 34-CT/TW dated April 7, 2014, of the Politburo on continuing to innovate emulation and reward work; implement the Law on Emulation and Reward in 2022; Directive 19/CT-TTg dated July 16, 2021, of the Prime Minister on launching emulation to successfully implement the socio-economic development tasks in 2021 and the 5-year plan (2021-2025); Directive No. 08-CT/TU dated May 24, 2021, of the Standing Committee of the Provincial Party Committee on promoting the patriotic emulation movement to successfully implement the Resolutions of the Party Congresses at all levels for the 2020-2025 term and the implementation plans of the Provincial People's Committee and the Provincial Emulation and Reward Council.
Extensively implement emulation movements to successfully fulfill socio-economic development tasks in 2023; continue to effectively implement the five emulation movements launched by the Prime Minister according to the Provincial People's Committee's implementation plan: "The whole province joins forces to build Ha Tinh province to achieve new rural standards in the 2021-2025 period", "Ha Tinh for the poor - Leaving no one behind" in the 2021-2025 period, "Ha Tinh officials and civil servants compete to implement workplace culture", "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating waste"; "Ha Tinh enterprises integrate and develop" in order to leverage the strength of the entire political system and encourage all strata of the people to actively participate. Closely adhering to key political tasks and urgent priorities, organize and launch specialized emulation movements and intensive emulation campaigns to achieve work targets and objectives. Sectors, fields, units, and localities should organize emulation movements to celebrate major national and provincial holidays and political events.
- Strengthen propaganda efforts, identify and replicate exemplary models; promote the role of the Fatherland Front and its member organizations in coordinating the implementation of emulation movements and disseminating information to encourage all strata of the people to unite, trust, and actively participate in emulation movements, creating high consensus and leveraging the strength of the entire society in achieving the goals and tasks of 2023 and subsequent years; coordinate with mass media agencies to promptly identify, publicize, disseminate, introduce, and replicate exemplary models, good people, good deeds, and new factors in emulation movements. Organize effectively and with high quality the "Journalism Contest on Good People, Good Deeds, and Exemplary Models in the Patriotic Emulation Movement"; increase the time allocated to news articles on specialized pages and sections of the province's media agencies, thereby promptly publicizing, replicating, and spreading exemplary models in the community.
- Innovate and improve the quality of awarding commendations, ensuring democracy, openness, and transparency; the form of commendation must be commensurate with the emulation movement and achievements; strengthen the awarding of commendations for thematic and outstanding achievements; commend farmers, workers, and those directly involved in advisory work, labor, and production. Effectively implement the Party and State's policies on commending achievements in the resistance war and resolve outstanding issues related to commendations; effectively carry out the work of verifying achievements in the resistance war and requesting the replacement or re-issuance of commendation items.
Continue to direct the reform and improvement of the quality of operation of the Emulation and Commendation Councils at all levels; direct the consolidation and improvement of the quality of operation of the grassroots-level Innovation Councils in considering and recognizing the effectiveness of projects and initiatives. Strengthen inspection, examination, supervision, and self-inspection and supervision of the implementation of legal regulations on emulation and commendation.
The Provincial Public Administration Service Center has been recognized by citizens and businesses.
Restructure the administrative procedures in the field of emulation and commendation to ensure timely application immediately after the Law on Emulation and Commendation comes into effect. Focus on solutions to increase the rate of ahead-of-schedule resolution of administrative procedures at the Provincial Public Service Center. Promote and encourage units and organizations to implement online public services at levels 3 and 4. Actively apply information technology in handling professional tasks, exploiting information and data on emulation and commendation; develop software for managing emulation and commendation data for implementation throughout the province, contributing to the goal of digital transformation in emulation and commendation work. Effectively utilize the "Electronic Records Management System for the Emulation and Commendation Sector".
- The provincial emulation clusters and groups operate effectively, strengthening coordination and mutual support in carrying out political tasks, organizing exchange activities, disseminating exemplary models, and connecting with the grassroots; objectively and transparently evaluating and recommending awards based on achievements, with high consensus among awarded collectives, deserving to be leading units for other units in the cluster and group to learn from.
