
According to the Command of Defense Zone 3 - Tra My, the prolonged rain from the evening of October 28 to the morning of October 29 caused the Truong River and Nuoc Oa River sections flowing through Tra My and Tra Tan communes to rise, cutting off traffic and isolating many residential areas.
In particular, in Tan Hiep village (Tra My commune), rising water levels isolated eight households with over 40 people who were unable to evacuate in time, leaving them cut off for many hours.
In command of the forces assisting the people in critical areas, Lieutenant Colonel Pham Van Hau, Political Commissar of the Defense Command of Region 3 - Tra My, arrived at the scene to assess the situation and mobilize support forces.
In addition, the transport unit delivered more than 30 boxes of instant noodles, dried food, and drinking water to support isolated households.

Given the strong currents of floodwaters carrying trees and debris from the mountains, and the potential safety risks associated with using aluminum boats or motorboats, Lieutenant Colonel Pham Van Hau proposed that the local authorities request private businesses to use drones to deliver relief supplies to the people.
Meanwhile, in Tran Duong village (Tra My commune), rising river levels flooded a vital road nearly 500 meters long, with some areas submerged to a depth of over 1.5 meters, seriously affecting the lives and livelihoods of hundreds of households.

Thanks to the proactive "four on-the-spot" principle, soldiers, militia, and police assisted people in flooded areas to evacuate to safe places; and helped households in deeply flooded areas raise their belongings to higher ground.
