Quang Nam prepares to "deputize" ethnic minority officials to work at the province's departments and branches.

On July 15th, the Chairman of the People's Committee of Quang Nam province, Le Van Dung, signed and issued Plan No. 5231 on training ethnic minority cadres, civil servants, and public employees in localities through practical work experience in provincial departments and agencies, in accordance with Project No. 10 of the Provincial Party Committee Standing Committee.

Accordingly, the target group for training is ethnic minority officials, civil servants, and public employees (referred to as officials) holding positions of deputy head of specialized departments and equivalent or higher within the People's Committees of mountainous districts, who are seconded to agencies and units under provincial departments and branches according to the needs of the sector and field.

The plan involves seconding officials for a period not exceeding 6 months to enhance their professional skills and expertise, following a "four-step" process for the state sector. This process includes reviewing needs, issuing secondment plans by district-level People's Committees, receiving and assigning work to seconded officials at their respective agencies, and deciding on termination of secondment, as well as post-secondment personnel placement.

Specifically for Party, Front, and mass organization sectors, implementation follows current regulations on decentralized management or applies the "four-step" process as in the State sector. Furthermore, the regime and policies for seconded officials are implemented according to the Law on Cadres and Civil Servants, the Law on Public Employees, and other relevant regulations.

The implementation roadmap is phased from 2024 to 2025, with a vision extending to the 2026-2030 period. Based on the summary, evaluation, and lessons learned from the implementation of the plan in the 2024-2025 period, adjustments, additions, and the issuance of a plan suitable for the requirements of the next phase will be made.
