According to the report of the People's Committee of Quang Ninh province, by 1:40 a.m. on July 20, the authorities had salvaged the ship and found 45 out of 49 people (of which 10 were alive and 35 were dead); 4 people were missing and have not been found.
Previously, at 12:55 on July 19, the ship Vinh Xanh 58 with license plate QN-7105 was carrying tourists on a tour of Ha Long Bay, leaving the dock to visit route 2 (Sung Sot Cave - Titop Island). At 13:30 on the same day, the ship encountered a sudden storm, and at 14:05 on the same day, the GPS signal connection was lost.
Immediately after receiving information about the incident, Deputy Prime Minister Tran Hong Ha, along with provincial leaders and functional forces including the military , border guards, police, Ha Long Bay Management Board, and other relevant agencies, quickly arrived at the scene to organize search and rescue operations.

The provincial police chief was present at the scene to direct rescue and relief efforts.
The province has also dispatched officers to the headquarters of Border Guard Squadron 2 - Provincial Border Guard Command, and hospitals to directly supervise and manage the search and rescue operation and the aftermath recovery efforts. Simultaneously, units have mobilized nearly 1,000 personnel and 100 vessels of various types to participate in the search and rescue operation ; and instructed medical facilities to be ready to assist and handle any situations when victims are found.
In addition, the province established a Command Center to continue commanding and coordinating search and rescue operations.

Quang Ninh Provincial Party Secretary Vu Dai Thang expressed his deep sympathy with the victims' families, and emphasized that this was an especially tragic incident, caused by complex and unusual weather conditions.
Faced with the emergency, the province promptly directed functional forces to intervene with the highest sense of responsibility, clearly demonstrating the province's concern, sharing and heart towards the people.
At the same time, the province requested that functional forces continue to focus intensely on the search operation, not overlooking any possibility, and making the most of every hour and minute to find those still missing. All levels and sectors need to continue to provide timely support and encouragement to the families of the deceased victims, the injured, and those facing difficulties due to the incident, in order to help families overcome their grief and stabilize their lives as soon as possible.
Quang Ninh province also directed relevant agencies to review and supplement coordination mechanisms, assign command, and implement the "4 on-site" process in handling accidents, incidents, and search and rescue work at sea.
At the same time, Quang Ninh province reviewed and inspected all procedures to ensure absolute safety for vehicles and boats in operation; focused on effectively preventing and combating storm No. 3; strengthened information and propaganda work to ensure timely and accurate information.

Initially, Quang Ninh province provided support to the families of the deceased victims at 25 million VND per person, and to the families of the injured victims at 8 million VND per person. The Provincial Fatherland Front Committee also provided support to the families of the deceased victims at 5 million VND per person, and to the families of the injured victims at 3 million VND per person. Several businesses in the province also provided support to the families of the deceased victims at 40 million VND per person, and to the families of the injured victims at 25 million VND per person.
