Quang Tri speeds up the progress of Cam Lien Industrial Park Infrastructure Project

The goal of starting construction of the Cam Lien Industrial Park Infrastructure Project in October is unlikely to be achieved as the Project still has many unfinished legal procedures.

The Cam Lien Industrial Park Infrastructure Investment and Construction Project is invested by Capella Quang Binh Investment Company Limited (a company belonging to the "ecosystem" of Capella Real Estate Joint Stock Company). The project has a land use scale of 450 hectares, with a total investment capital of over 2,200 billion VND, and is implemented in the area of Cam Thuy, Thanh Thuy and Ngu Thuy Bac communes, in Le Thuy district (old), now Cam Hong commune, Quang Tri province.

At the time of handing over the investment policy decision and investment registration certificate of the project in early January 2025, Vice Chairman of Quang Tri Provincial People's Committee Phan Phong Phu requested the investor to fulfill the commitment to mobilize sufficient capital and carry out the necessary legal procedures to implement the project, ensuring the goal of starting construction in the third quarter of 2025; at the same time, directing departments, branches and localities to guide and support the investor to complete related documents.

According to Mr. Bui Dinh Chien, General Director of Capella Real Estate Joint Stock Company, the company's plan is to focus on site clearance compensation and organize the groundbreaking ceremony of the project in October 2025 to celebrate the Provincial Party Congress. A number of businesses have expressed interest and desire to learn about leasing land at Cam Lien Industrial Park to implement the project.

Recently, Mr. Chu Duc Tuan, Director of Capella Quang Binh Investment Company Limited, said that the company is focusing on implementing related procedures and carrying out site clearance for the Project. “The main important task is still site clearance. Once the land is available, other procedures will be carried out to obtain a construction permit. Only with a construction permit can the project be started,” Mr. Tuan shared.

According to the Quang Tri Province Land Fund Development Center, after two rounds of site clearance, 1 organization (the Dong Hoi and Coastal Protection Forest Management Board of the former Quang Binh Province) and 10 households received money and handed over the site. The area of land that has completed site clearance is 332.36 hectares.

However, within the scope of the Project, there are still more than 82.7 hectares of land clearance that have not been completed. Of these, many areas are facing difficulties because people have not agreed on the compensation payment plan and some other areas managed by organizations are being processed by competent authorities to have a basis for making a compensation and support plan.

Ms. Tran Thi Ngoc Tram, Chairwoman of Cam Hong Commune People's Committee, Quang Tri Province, said that the two recent land clearance rounds were carried out right before the province's merger and the dissolution of the district-level government. Currently, Cam Hong Commune People's Committee has taken over the task of coordinating with the investor to continue the land clearance work for the remaining area.

According to Mr. Pham Tien Duat, Deputy Head of the Quang Tri Provincial Economic Zone Management Board, the Management Board and departments and branches in the province are trying their best to support investors in completing related procedures in time to start the Project in October 2025, but this goal is extremely difficult.

In addition to implementing site clearance, the investor is carrying out procedures for reporting on the project's environmental impact assessment. The investor has completed collecting opinions from departments, branches, and communities, but in order for the report to be approved by the Ministry of Agriculture and Environment, it must wait for the procedure for collecting feedback from central ministries and branches. "After the report is approved, there will be enough basis to apply for a construction permit to start the project," Mr. Duat informed.

At a recent working session with investors, Chairman of Quang Tri Provincial People's Committee Tran Phong directed Cam Hong Commune People's Committee and the Provincial Land Fund Development Center to closely coordinate with investors according to their functions and tasks to drastically implement compensation and clearance work, to be completed before December 31, 2025.

The Chairman of the People's Committee of Quang Tri province also directed relevant departments, branches, sectors and units according to their functions and tasks to speed up the appraisal progress, carry out procedures according to regulations, create conditions for investors to quickly deploy and soon put the Project into operation.
