DNVN - On the afternoon of November 30th, at the closing session of the 8th Session of the 15th National Assembly , with 100% of National Assembly deputies participating in the vote, the National Assembly passed a Resolution on supplementing the State budget expenditure estimate for 2024 to implement the increase in the basic salary level.
According to the Resolution, the National Assembly approved the addition of 55,000 billion VND from the central government's accumulated salary reform funds to the 2024 state budget revenue estimate, and the corresponding allocation to the budget expenditure estimate. A portion of this amount will be used for salary reform for the Ministry of National Defense and the Ministry of Public Security , as proposed in Government Submission No. 54.
The remaining funds, after supplementing the Ministry of National Defense and the Ministry of Public Security, along with the 2,980 billion VND already decided in Resolution No. 105/2023/QH15, will be allocated by the Government to ministries, central and local agencies to implement salary reform tasks.
The National Assembly requests the Government to urgently organize the allocation and implementation of this expenditure, ensuring compliance with legal regulations, efficiency, and alignment with the State budget objectives.
Previously, on November 13th, the National Assembly passed a Resolution on the State Budget Estimate for 2025, deciding to temporarily postpone increases in basic salaries for the public sector, pensions, and social allowances. However, ministries, sectors, and localities are still required to continue implementing solutions to generate funds for salary reform, including excluding certain revenue items when calculating the increase in local budget revenue to focus resources on this goal.
However, the Resolution allows, from July 1, 2024, for the expansion of the scope of using accumulated funds from the central budget for salary reform to adjust pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious individuals, and to streamline the workforce.
This additional allocation of 55 trillion VND is a significant step forward in improving salary policies, meeting the urgent needs of civil servants and public employees. At the same time, this move demonstrates the commitment of the National Assembly and the Government to reforming and improving the quality of life for public sector workers, contributing to sustainable socio-economic development.
