Regulations on maritime infrastructure assets

The Ministry of Finance has just issued Circular No. 72/2025/TT-BTC dated July 2, 2025, regulating the management and depreciation regime of maritime infrastructure assets and guiding the declaration and reporting of maritime infrastructure assets.

The definition of maritime infrastructure assets is defined as follows: independently used assets are defined as a single asset. A system comprising many individual asset components linked together to perform one or more specific functions, where the absence of any one component would render the entire system inoperable, is defined as a single asset.

In cases where a system is assigned to multiple asset management agencies, the portion of the asset assigned to each agency constitutes a single asset.

The aforementioned maritime infrastructure assets are classified as fixed assets when they simultaneously meet two criteria: a useful life of one year or more; and an original cost of 30 million VND or more.

Maritime infrastructure assets must be documented to ensure strict management of physical assets and value in accordance with the law on the management and use of public assets and related laws...

The circular takes effect from August 15, 2025 and will be applied from the 2025 fiscal year.
