Resolutely promote disbursement of public investment capital in the last month of the year

Accordingly, the Chairman of the Provincial People's Committee requested the Secretaries of the District, Town, and City Party Committees; the heads of departments and agencies; the Chairmen of the People's Committees of districts, towns, and cities; the Director of the Provincial Investment and Construction Project Management Board; and the project owners to uphold their responsibilities and decisively direct and organize the synchronized and effective implementation of resolutions and directives from the Government, the Prime Minister, and the Ministry of Planning and Investment .

At the same time, focus on resolving difficulties and obstacles in land use rights auctions to achieve the highest possible results, thereby generating revenue for the disbursement of public investment capital from this source. Focus on accelerating land clearance, prioritizing the allocation of sufficient funds for compensation and land clearance for eligible areas; effectively carry out propaganda, mobilization, inventory, and expedite the construction of resettlement areas, and promptly hand over the land for construction.

Departments, agencies, localities, and project owners, according to their assigned functions and tasks, should proactively review the implementation of projects, promptly resolving difficulties and obstacles related to procedures within their assigned areas of responsibility. In cases exceeding their authority, they should report to the Provincial People's Committee for guidance. They should proactively review and assess the disbursement capacity of each project to adjust capital plans, shifting funds from slow-disbursing projects to projects with good disbursement rates and those requiring additional funding within the locality, in accordance with regulations, to ensure full disbursement of allocated capital.

Continue to hold regular meetings on the disbursement of public investment capital to address difficulties and obstacles for each specific project and locality, especially focusing on implementing flexible, timely, and effective measures and solutions to accelerate the disbursement of capital for national target programs. Strengthen discipline and order in the disbursement of public investment capital; pay attention to inspection and supervision, promptly resolving bottlenecks and obstacles in implementation; promptly commend and reward organizations, individuals, and units that achieve good results in the disbursement of public investment capital; resolutely transfer officials who are afraid of making mistakes or taking responsibility, causing bottlenecks in the disbursement of public investment capital.

Regarding the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project section passing through Binh Phuoc province, the Provincial Investment and Construction Project Management Board is urgently completing investment procedures to report to the Ministry of Planning and Investment for consolidation and submission to the Prime Minister for allocation of funds for the project in 2025 from the increased central government budget revenue in 2022. For the Western North-South Expressway project section from Gia Nghia (Dak Nong) to Chon Thanh (Binh Phuoc), based on assigned functions and tasks, relevant departments, agencies, and localities are required to urgently implement the project to ensure progress according to the plan approved by the Government and complete investment procedures to report to the Ministry of Planning and Investment for consolidation and submission to the Prime Minister for allocation of funds for the project in 2025 from the increased central government budget revenue in 2022.

Regarding the allocation of funds to districts, towns, and cities, the Chairpersons of the People's Committees of districts, towns, and cities are required to decisively direct the detailed allocation of capital plans, ensuring they are focused, prioritized, and not spread too thinly, in accordance with implementation capacity and disbursement regulations on public investment. At the same time, they must accelerate the disbursement of funds that have been extended by the Provincial People's Council and disbursed from the local budget in 2023 to 2024. The People's Committees of districts, towns, and cities are responsible to the inspection and auditing agencies, the Provincial People's Committee, and the Chairperson of the Provincial People's Committee for the allocation and disbursement of the allocated funds.
