On the afternoon of March 27th, a delegation from the Ministry of Agriculture and Environment, led by Deputy Minister Nguyen Hoang Hiep, inspected the implementation of the compensation, support, and resettlement component of the "Ban Mong Reservoir Project, Phase 1, Nghe An Province" in Nhu Xuan district.
The working group conducted an on-site inspection at the resettlement area for 107 households in Dong Trinh village, Xuan Hoa commune.
The delegation included Comrade Le Duc Giang, Provincial Party Committee member and Vice Chairman of the Thanh Hoa Provincial People's Committee; leaders of relevant provincial departments and agencies; and heads of specialized departments and divisions of Nhu Xuan district.

The Ban Mong Reservoir project is being built on the Hieu River, with a reservoir area of 25 square kilometers, mainly located in Nghe An province and partly in Nhu Xuan district (Thanh Hoa province).
In implementing the "Ban Mong Reservoir Project, Phase 1, Nghe An Province," the People's Committee of Nhu Xuan District was assigned as the investor for the compensation, support, and resettlement component within the district.
Following the inspection, at the working session, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep highly appreciated the attention and guidance of the Thanh Hoa Provincial People's Committee, the efforts of the investor, contractors, and relevant departments and localities in the project implementation process. However, according to the Deputy Minister of Agriculture and Environment, the implementation progress is still slow and needs to be accelerated in the coming time.

By December 25, 2024, the District Land Clearance Council had completed the valuation and publicly posted the compensation, support, and resettlement plan for all 110 households, families, and individuals in the resettlement area in Xuan Hoa commune. However, it was not until December 31, 2024, that the District People's Committee approved the first phase of compensation and support for 34 eligible households, individuals, and Thanh Hoa Rubber Company Limited, with a total budget of 19,605 million VND...

There are still 107 households with an area of 266.85 hectares that are not eligible for compensation. The District People's Committee has submitted a report to the Provincial People's Committee for consideration and presentation to the Provincial People's Council requesting a special support mechanism with a total budget of 64,017,572,788 VND. However, the Provincial People's Committee is currently requesting a review before submitting the special support mechanism to the Provincial People's Council for promulgation.
Regarding the relocation area in Thanh Son village, Thanh Hoa commune, as of December 20, 2024, the Land Clearance Council had completed the inventory of 154 hectares belonging to 119 households. However, there is currently no basis to approve the compensation, support, and land acquisition plan because the resettlement area has not yet been completed. After the resettlement area is completed, the District People's Committee will proceed with approving the compensation, support, and land acquisition plan in accordance with the provisions of the 2024 Land Law.

Regarding the bidding package for the additional boundary demarcation at a scale of 1/1000, the District People's Committee signed a contract with the consulting unit on March 24, 2025. Currently, the consulting unit is implementing the project and is expected to complete it before April 30, 2025. Regarding the bidding package for consulting on the plan for exploiting and utilizing forest products, a consulting unit has been selected and contracted to prepare the exploitation and utilization plan. The consulting unit is currently preparing the plan, and it is expected that a unit for exploiting and utilizing forest products will be selected in June 2025.

On February 24, 2025, the People's Committee of Nhu Xuan District selected a consulting contractor for surveying and preparing construction drawings for the resettlement area through the National Bidding Network. The design and construction cost estimate for the resettlement area are currently being reviewed.

During the meeting, Nhu Xuan district requested the Ministry of Agriculture and Environment to advise the Vietnam Rubber Industry Group to consider providing financial support for labor costs during the basic construction period for 34 households with contracts with Thanh Hoa Rubber Company Limited; to direct the approval of compensation, support, and land acquisition plans for 107 households in the Xuan Hoa area; and to request the Provincial People's Committee to promptly issue a document reporting to the Ministry of Agriculture and Environment for consideration and agreement so that the District People's Committee has a basis to approve the adjustment and supplementation of the 1/500 planning to implement resettlement for the above households according to regulations.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Duc Giang thanked the working group from the Ministry of Agriculture and Environment for their attention, guidance, and assistance in resolving existing problems and obstacles, enabling Nhu Xuan district to accelerate the implementation of the project component.

Concluding the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep emphasized: The Ban Mong Reservoir Project is a key national project. To complete the project on schedule, localities need to be more proactive and decisive in directing its implementation.
The Deputy Minister requested the Thanh Hoa Provincial People's Committee to advise and submit to the Provincial People's Council a policy to provide special support to the 107 households currently living and cultivating land belonging to Thanh Hoa Rubber Company Limited, as a basis for the Compensation and Support Council of Nhu Xuan District to approve the compensation and support plan and issue land acquisition decisions. The Nhu Xuan District People's Committee should expedite the approval of the construction drawings, then carry out the procedures for selecting a construction unit and commence construction of the resettlement area before April 30, 2025.
The comrade agreed with the proposal to add 21 households to the resettlement area and instructed the District People's Committee to adjust and supplement the 1/500 scale planning for implementation. The Ministry of Agriculture and Environment will work with the Vietnam Rubber Industry Group to consider the proposal to support the cost of caring for rubber trees during the basic construction period for 34 households with contracts with Thanh Hoa Rubber Company Limited.
