Thanh Hoa province aims to eliminate temporary and dilapidated houses for poor and policy-beneficiary households by 2025. A reporter from Dai Doan Ket Newspaper had an interview with Ms. Pham Thi Thanh Thuy, Chairwoman of the Vietnam Fatherland Front Committee of Thanh Hoa province.

PV: Could you tell us about some of the plans Thanh Hoa province will implement to achieve the set goals?
Ms. Pham Thi Thanh Thuy: Immediately after the conference to assess the progress of housing construction for poor and policy-beneficiary households, held in March 2025, the Steering Committee for the implementation of the campaign accelerated the campaign's progress; reorganized the steering committee; and continued to review and compile data for allocation to households building houses.
The Thanh Hoa Provincial Steering Committee has allocated over 11 billion VND to support 9 districts: Thach Thanh, Nhu Xuan, Thuong Xuan, Lang Chanh, Ba Thuoc, Quan Son, Quan Hoa, Muong Lat, and Nhu Thanh, to build houses for 301 households classified as "interspersed households" under the Project "Resettlement and stabilization of residents in high-risk areas prone to flash floods, landslides, and mudslides." However, disbursement is currently facing many difficulties, as reported by the localities. Therefore, to ensure the effective and timely use of the project's funds, the Provincial Steering Committee requests the Provincial Party Standing Committee to agree on the principle of reallocating the allocated funds to the 9 districts mentioned above, to ensure the progress and objectives of the "eliminating temporary and dilapidated houses" program in the province.
At the same time, instructions were given to allocate funds promptly to eligible recipients to facilitate house construction. In mid-March, construction of houses commenced simultaneously across the province, and houses were inaugurated and handed over to households that had previously received housing support.
The funding required to build nearly 13,000 houses for poor and disadvantaged households in this phase will be substantial. Therefore, what specific fundraising measures have the Vietnam Fatherland Front and its member organizations chosen to implement?
The Vietnam Fatherland Front and its member organizations will continue to strictly implement the spirit of decisiveness, urgency, flexibility, and creativity in thinking and doing, focusing on practicality, effectiveness, and clarity of responsibilities to continue calling on and mobilizing organizations, businesses, philanthropists, cadres, Party members, civil servants, union members, association members, and all strata of the people to join hands, contribute, and accompany local Party committees and authorities in implementing the campaign.
In coordination with the Steering Committee, the Standing Committees of districts, towns, and cities should promptly allocate the funds already provided by the Steering Committee; and ensure that the funds mobilized by the district-level Steering Committees are disbursed promptly, to the correct beneficiaries, and in accordance with the law. At the same time, lowland districts should promptly transfer the remaining funds to the Provincial Steering Committee for allocation to mountainous districts to implement housing construction for households, ensuring the early completion of the set goals and plans.
The Fatherland Front and its member organizations continue to promote the role of the business community, Thanh Hoa's children studying and living in other provinces and abroad, religious dignitaries and officials, exemplary individuals, all levels, sectors, mass organizations, and armed forces in actively supporting funding and labor to build houses for poor households, near-poor households, families of martyrs, policy beneficiary households, and households still facing housing difficulties in the province. They are directing the development of plans and the mobilization of local forces and resources to participate in the second phase of the intensive campaign to contribute labor and resources to building houses for poor households in the province, especially in mountainous districts, ensuring rationality, efficiency, and quality.
What solutions are being implemented to overcome these difficulties and shortcomings in eliminating temporary and dilapidated houses, Madam?
The Provincial Steering Committee has identified the elimination of temporary and dilapidated houses as a crucial political task. Therefore, from the beginning of the year, provincial leaders have instructed localities and relevant sectors to focus on implementing solutions to eliminate temporary and dilapidated houses with high determination, great effort, and decisive action. Simultaneously, implementation should be focused, targeted, and thorough; clearly assigning responsibilities, tasks, and timelines, along with evaluating results. The Provincial Steering Committee issued a plan for implementing the campaign, assigning tasks to localities and relevant sectors, consolidating and resolving most obstacles; approving and expediting the commencement of all eligible projects. In particular, the province requires localities to urgently and accurately review and classify cases with remaining land-related issues, and promptly assist people in completing legal procedures to obtain land use right certificates.
In addition, we regularly hold briefing conferences to monitor the situation and assess the progress of implementation; we also form working groups to inspect and resolve difficulties and obstacles in each locality to ensure that there are no delays or backlogs in any area.
