Copyrighted flower production needs more effective solutions

After 5 years of implementing the project of importing copyrighted flower varieties, Lam Dong province's flower industry has initially diversified its products in the domestic and international markets, but still faces many barriers that need to be removed with more effective solutions.

Copyright flowers adapt to altitudes of 800 - 1,500 m

Preliminary results of the project "Importing copyrighted flower varieties to serve the development of the flower production industry in the period of 2021 - 2025" in Lam Dong province, the Plant Protection Department has granted 96 import quarantine licenses to 6 flower production and trading enterprises in Lam Dong to import 60 new flower varieties with nearly 2,050,000 seeds, shoots, plants, leaves, and bulbs from countries: Costa Rica, the Netherlands, the US, Spain, Israel, Kenya, Japan... Of which, in 2023 - 2024, 44 new flower varieties were imported, a total of 571,600 seeds, shoots, plants, leaves, bulbs and tissue cultured plants.

Through testing, there are about 30 copyrighted flower varieties such as: dahlia, ranunculus, iris, calla lily, red trumpet lily, anthurium, delphinium, bellflower, snapdragon, phalaenopsis orchid, rose... have adapted to the climate and soil conditions at an altitude of 800 - 1,500 m of Lam Dong province, the harvested products meet the requirements of the export market. In particular, the Department of Science and Technology selected to implement a project to replicate the production model of 4 imported flower varieties with commercial prospects including: primrose, fire lily, iris and dahlia.

According to the assessment of the Dalat Flower Association, the implementation of the Copyright Flower Import Project has helped Lam Dong province's agricultural enterprises access new technology and techniques in planting, caring for and harvesting products to meet the flexible needs of the market, increasing the income value for the local flower industry. Thereby, creating opportunities to transfer and replicate cultivation techniques of many new varieties of flowers and decorative leaves for local farmers in accordance with the commitment to produce copyrighted varieties for international suppliers, contributing to spreading and enhancing the reputation of the brand "Da Lat - Miraculous crystallization from the good land".

There are many barriers

Also in the period of 2021-2025, many agricultural enterprises in the province have promoted the advantages of land, temperate climate, synchronous investment in systems, equipment, and modern production lines to produce copyrighted flowers that actively compete in the international market. Notably, the Phalaenopsis orchid variety imported from Taiwan to be grown in the province, the harvested products are of quite high quality in the Southeast Asia region. Statistics show that the total area of ​​Phalaenopsis orchids in the province has reached about 75 hectares, corresponding to a total output of 11 million branches per year. However, in the past year, about 60 enterprises in the province produced and traded Phalaenopsis orchids for export with limited output, accounting for only more than 10%. The reason is that the province has not been granted a certificate of origin of growing areas according to the provisions of the CITES International Convention to prove the legal origin of artificial flower cultivation. Meanwhile, in the country there is still a lack of competent authorities to guide businesses producing and trading phalaenopsis orchids to carry out the processes and procedures to be granted a growing area code.

On the other hand, due to many barriers in trade and pest risk analysis, accessing new copyrighted flower varieties with many advantages in the world market is very difficult for Lam Dong enterprises. Approval and issuance of import licenses are delayed compared to the plan, leading to enterprises being fined for contracts, affecting their reputation with partners in the following years. Moreover, the cost of testing new varieties is often quite high, so it is difficult to implement at the scale of small enterprises and households; the results of transferring new varieties to the community are still very limited...

More notably, since March 1, 2022, the Australian Department of Agriculture has allowed Vietnam to export cut flowers using the active ingredient Metsulfuron Methyl to kill buds. However, to date, only 1 Lam Dong enterprise has been allowed to export about 15 - 20 million chrysanthemum branches/year. The remaining 7 enterprises have not been granted export certificates with a total output of 31 million chrysanthemum branches/year.

To achieve the goal by 2030, the whole province will import and plant 3,000 hectares of new flower varieties annually, of which 35-40% is copyrighted flower production, the Dalat Flower Association proposed the Ministry of Agriculture and Environment to allow the import of some specialized active ingredients such as Metam - Sodium, Daminozide for use in flower farms for export; at the same time, overcome the situation where many businesses are allowed to self-declare the circulation of the same flower variety. The Department of Agriculture and Environment actively guides businesses to issue codes for growing areas of flower varieties according to Cites regulations in the area. In particular, it proposed the Provincial People's Committee to create favorable conditions to support businesses to continue implementing the project of importing copyrighted flower varieties to develop production in the period 2026 - 2030.
