The Provincial People's Committee assigns the Department of Finance to take the lead, in coordination with relevant agencies, units, and localities, in implementing the directives of the Standing Committee of the Provincial People's Council and related regulations; to advise the Provincial People's Committee on drafting a report of the Party Committee of the Provincial People's Committee to seek the opinion of the Provincial Party Standing Committee on the above content; and to compile and review all remaining expenses already spent on COVID-19 prevention and control (to avoid any omissions later).
It is understood that, after reviewing the Provincial People's Committee's document regarding financial support for forces participating in COVID-19 control checkpoints, the Standing Committee of the Provincial People's Council believes that, based on current legal regulations, the request for financial support for forces participating in COVID-19 control checkpoints in the Provincial People's Committee's document does not fall under the authority of the Standing Committee of the Provincial People's Council (because Resolution No. 268 dated August 6, 2021, of the National Assembly Standing Committee has expired).
Furthermore, based on the provisions of Clause 1, Article 2 of Resolution No. 80 dated January 9, 2023, of the National Assembly, the payment and settlement of this fund can only be carried out until the end of the 2023 budget year.
However, the Standing Committee of the Provincial People's Council deemed that providing financial support to the forces participating in duty at COVID-19 control checkpoints outside the border area was appropriate given the actual situation.
Therefore, the Standing Committee of the Provincial People's Council requests the Provincial People's Committee to advise the Party Committee of the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee for guidance.
Specifically, it is important to review all remaining expenses incurred in the fight against the COVID-19 pandemic; and to propose the appropriate use of the allocated funds in accordance with legal regulations, ensuring compliance with regulations on the management and use of state budget funds and the authority of the Provincial People's Committee.
