According to reports, to date, heavy rains, floods, and landslides in Tuyen Quang province have caused serious damage to both people and property. Specifically: Regarding people, 4 are missing due to a landslide that occurred at 6:30 AM on September 30, 2025, in Ma Lau A village, Lung Cu commune. Regarding housing, a total of 1,815 houses were affected; of which, 6 houses were completely destroyed (over 90%), 1,350 houses required urgent relocation, and 90 houses were isolated. In addition, many houses suffered damage to varying degrees, and 116 houses were flooded.

In education and healthcare, 20 schools were affected and one polyclinic had its roof blown off. Five cultural centers also suffered damage. In agriculture and forestry, over 1,190 hectares of rice, corn, vegetables, and other crops were flooded and affected. Additionally, 1.2 hectares of forest were affected and 2.3 tons of food were washed away or damaged. Livestock and aquaculture were also impacted, with 15.74 hectares of ponds overflowing and 44 aquaculture cages and rafts damaged.
Regarding transportation, many roads were flooded and blocked by landslides, including 2 locations on the national highway and 66 locations on local roads. The total volume of landslides is estimated at over 7,000 m³, along with damage to 2 bridges and 1 culvert…

During the meeting, delegates focused on assessing the complex and dangerous situation of heavy rain and flooding in the province; they also discussed plans and solutions for flood prevention and mitigation, based on the "four on-the-spot" principle, as well as post-flood sanitation and environmental protection; the mobilization of forces to respond to emergencies; rescue and relief efforts; plans for supporting and relocating people, especially in isolated areas; and plans to ensure transportation and communication. Concluding the meeting, Provincial Party Secretary Hau A Lenh emphasized: Given the complex developments of the floods, the urgent requirement is for the entire political system, all levels, sectors, businesses, and the people to proactively work together to minimize damage to lives and property. In all situations, the top priority is saving lives and people. He requested that functional agencies assign specific tasks to each organization and individual, avoiding overlapping responsibilities and irresponsibility in leadership and management.

The Provincial Party Secretary emphasized the absolute requirement to maintain contact with people in areas cut off and isolated; and to urgently provide food and essential supplies, proactively disseminate information, mobilize support, and organize the relocation of people from high-risk landslide and flash flood areas to safe locations. The safety of public works, government offices, and people's homes must be ensured.
The Provincial Party Secretary assigned the Provincial Military Command to take the lead in establishing a forward command post, focusing on providing essential supplies to isolated areas, especially the former Ha Giang city and Dong Van commune. At the same time, they were instructed to coordinate with relevant units to establish a main command post in the center of Tuyen Quang province, preparing comprehensive plans for responding to floods and mitigating the consequences of natural disasters.
The provincial police directed, warned, and guided traffic safety measures; resolutely preventing vehicles from passing through dangerous areas.

Communes, wards, and towns need to establish on-site command centers, strengthen warning dissemination, closely monitor weather conditions, proactively gather information, and review households living in dangerous areas to develop timely relocation plans, ensuring absolute safety for residents.
The comrade also suggested assigning members of the Provincial Party Standing Committee to directly supervise disaster prevention, control, and mitigation efforts in key areas, ensuring close monitoring of the actual situation and timely, effective guidance.
The Provincial Party Secretary requested the Provincial Party Committee's Propaganda and Mass Mobilization Department to direct and guide central and local media agencies to regularly, continuously, and accurately report on the damage and disaster prevention and control efforts in the province; and at the same time, refute false information about the flood situation in the province that is causing panic among the people.

In addition, it is necessary to establish addresses for receiving support from organizations and individuals, and to organize the distribution in a rational, open, transparent manner, ensuring that it reaches the right recipients and serves the right purposes.
The Provincial Party Secretary requested that all meetings be temporarily suspended, postponed, or delayed to focus on flood prevention and control. He instructed departments, agencies, and heads of organizations to facilitate the return of officials from the former Ha Giang region currently working in the province to their localities to assist families in overcoming the consequences of the floods.
