On September 28, Di An City Police ( Binh Duong ) are temporarily detaining Tran Xuan Dung (2003) and Phan Duc Hieu (born 2001, both from Thanh Hoa) to investigate the act of intentionally damaging other people's property.
According to initial investigation information, Hieu and Dung created a Facebook account "Support for installment loans" to help people in Bien Hoa City ( Dong Nai ) who need to borrow money.

In May, Ms. H. (born in 1981, from Quang Binh ) contacted these two young men to borrow 2 times with a total amount of 70 million VND, interest rate of 1.238%/day. After that, Ms. H. was no longer able to pay.
Since the end of June, Hieu and Dung have visited Ms. H.'s acquaintance's house in Di An City six times to throw paint and dirty substances, with the aim of psychologically terrorizing and pressuring Ms. H. to pay her debt.
In addition to the act of intentionally damaging other people's property, the Investigation Police Agency of Di An City is consolidating documents and evidence to handle the act of lending at high interest rates in civil transactions against the two above subjects.
